General Duties:
• Coordinates projects with other engineers in other disciplines or with architects. Applies knowledge of other disciplines to determine coordination required to ensure all design considerations have been addressed.

Qualifications:

CONTRACT PROGRAM MANAGER / PROJECT MANAGER:
The Contractor shall provide a Contract Program Manager / Project Manager who shall be responsible for the complete coordination and performance of all the work within the entire SOW. This person and an alternate(s) shall serve as the single point of contact and liaison between the Contractor and the Government. The name of this person and an alternate(s), who shall act for the Contractor when the manager is absent, shall be designated in writing to the CO and QAE.
The designated Contract Program Manager / Project Manager or alternate shall have full authority to act for the Contractor on all performance matters relating to daily operation of this contract. The Contract Program Manager / Project Manager shall be available at the OL during normal duty hours when the majority of the work force is also on duty and shall visit the project site and GPM’s office as necessary to facilitate the effective completion of each project.
The Contract Program Manager / Project Manager shall submit a personnel report to the QAE indicating by name, position and location of each person assigned to this contract. This report shall be provided by the 5th working day after the issuance of each delivery order for primary A-E services and as required when there is a change in personnel to this contract. This report shall demonstrate, in detail, how all functions are to be staffed in order to successfully execute the services described in this SOW. This shall include procedures to provide sufficient numbers of qualified personnel, ability to provide redundancy (cross-utilization) in key positions and include a description of the qualifications of each employee and licensed consultants (i.e. providing professional registrations/licenses, certifications from commercial organizations, professional recognition, professional associations, publications, advanced training, specific work experience and other pertinent job-related information). If cross-utilization of staff is used, provide details regarding skills involved, number of employees, the job classification of personnel to be cross-utilized and the methodology/criteria for selecting personnel for cross-utilization. This personnel report shall also demonstrate the ability to establish a sound process for obtaining the proper security clearances, if required. A course of action or remedy shall be included for any anticipated lapses in staffing.

Preting Consulting seeks exceptionally qualified individuals to serve
as SIGINT Analysts to support the ISS-J Contract.
The contract will require intelligence analysts capable of fusing
intelligence information from multiple disciplines, to include Human
Intelligence (HUMINT), Signals Intelligence (SIGINT), Communications
Intelligence (COMINT), Imagery Intelligence (IMINT), Measurement and
Signature Intelligence (MASINT), Counter Intelligence (CI), All-Source
Analysts, Targeting Analysts, Collection Management, as well as
Industrial Security Professionals.
The OSINT Research Analyst shall identify and collect open source data to support multi-INT fusion analysis in a collaborative environment. OSINT Research Analyst must have completed two or more courses with the Open Source Academy including but not limited to: Essentials of Open Source Research, Open Source Fundamental, Social Media in Open Source Analysis, Open Source.gov Advanced Research, Critical Thinking and Analysis or Media Analysis.
*Experience and Education:
* Minimum of eight years(for Senior level), or 10+ years (for Expert level) analytical experience with DoD or equivalent
Government agencies required, with five years at the operational level.
* Advanced Power Point skills and proficiency using analytic
tools and databases including, but not limited to: ArcGIS, Analyst
Notebook, M3, TAC & IC Reach
* A deep understanding of the F3EA cycle as well as the data
tools and techniques used for each phase of targeting.
* Shall possess strong briefing skills
* Acute knowledge of SOF and/or counterterrorism intelligence experience.
* Excellent written and oral communications skills and be highly proficient in all source analytical support tools.
* Recent experience in Afghanistan, Iraq or other hostile fire zone supporting SOF operations.
*Bachelor's degree preferred.
**Current Top Secret clearance and SCI eligible.
*Must possess a valid US passport.

The Geospatial Targeting Analyst shall have advanced targeting skills to create Geospatial data from disparate sources; supporting dynamic and rapidly changing analytical requirements to meet operational needs. Analyst shall be well versed in geospatial predictive analytic techniques and the ability to gather, create, analyze, and manipulate new geospatial data using the appropriate tools/software. Analysts must have expertise in the following software: SKOPE SIGINT Toolkit, ArcGIS, ArcGIS Model Builder, and GoogleEarth/KML. Working knowledge of Signature Analyst, ArcSDE, Python Scripting, Spotfire, Tableau, Photoshop, and ERDAs Imagine is preferred. Analyst will possess a comprehensive understanding of the F3EA targeting cycle and the application of Geospatial data and techniques to each phase.
