Job Description
Lake County is seeking an individual to perform work of routine difficulty in carrying out minor administrative and general office duties in addition to performing clerical support for a particular supervisor or group of supervisors. This is secretarial work performed in accordance with accepted policy. Dictation is of a recurring nature, if performed, and is closely reviewed by a supervisor for accuracy in form, spelling, and grammar. The work relationship between the employee and supervisor is supportive with the secretary relieving the supervisor of clerical work and minor administrative details. The candidate will be responsible for accounts payables and receivables, filing, greeting and directing visitors, answering and routing phone calls and scheduling appointments and travel arrangements.
Required Skills
In order to be successful in this position, the candidate must possess the ability to learn records and operations of the office using modern office practices, procedures and equipment and be able to maintain and keep records. The candidate must have good knowledge of spelling, punctuation and grammar and must be able to maintain pleasant working relationships with customers, clients and other employees of the organization. The individual must have excellent problem solving skills and be able to perform multiple tasks simultaneously.
Required Experience
We are looking for an individual who has completed a standard high school program with one year of comparable clerical experience of any equivalent combination of education and experience. Training in general business and administrative office procedures and proficiency in Microsoft (Excel, Word, PowerPoint) required.

Job Description
Lake County is seeking an individual who will perform highly responsible work in implementation of and maintenance of various software and hardware at the user level and provide evaluation of software and hardware needs for the department. They will provide break/fix services for all servers, computers, printers and other associated peripheral devices. They will assist in enforcing Lake County’s Electronic Communication Policy.
Required Skills
To perform this job successfully, the individual must have extensive knowledge of the general principles of data processing and office service functions and equipment (software/hardware) including communication devices and have experience of functioning in a Windows NT, Windows Server and Microsoft Office environment. They should be familiar with DHCP, DNS, IP, network traffic routing, WAN, LAN and internet connectivity. This candidate must possess excellent communication skills (written and orally) to effectively respond and give guidance to managers, co-workers and clients. The candidate must be able to work overtime and participate in an “on-call” rotation.
Required Experience

3. Contractor Task Leader (TL): COCOM
SCOPE
The Defense Threat Reduction Agency’s (DTRA) Technical Support Group (TSGs) are worldwide, military led, rapidly deployable teams that provide the Combatant Command (COCOM) and other US Government Agencies the low-visibility search capability to counter chemical, biological, radiological, and nuclear (CBRN) threats. Some TSG contractor personnel will be located (permanently and/or temporarily) in the National Capital Region (NCR) and within the U.S. EUCOM, U.S. PACOM, U.S. CENTCOM, and U.S. AFRICOM Areas of Responsibility (AOR), as well as deployed to other locations domestically or overseas for training, exercises, and contingency operations.
JOB SUMMARY
The Task Leader WILL NOT be a member of the TSG Team and provides no “Operational” support to the TSG Team. He/she will serve as the Task Order project manager responsible for the program management of the Task Order. The TL will serve as the contractor focal point for providing any and all program planning, management, review, oversight, and execution of this SOW. The TL will develop core training schedules, records, and risk management reviews in coordination with the DTRA COR/PM. The TL shall provide monthly reports, cost expenditures, training status, and equipment status to the DTRA PM, as required. The TL will function as the business and programmatic coordinator for the contractor and contractor personnel.
Responsibilities:
•Ensures all contractor personnel are deployable.
•Ensures established regulations, policies, and standards are met and enforced.
•Ensures all contractor personnel are trained and qualified to support the TSG mission.
•Responsible for all personnel actions of contractor personnel under this contract, to include new hires, replacements, recruit, retain, and surge.
•Ensure all overseas contractor personnel (whether permanently assigned and/or temporary status) meet the Status of Forces Agreement/ Technical Expert Status Accreditation (TESA) and any other country specific requirements and comply with the Synchronized Pre-deployment and Operational Tracker system.
Required Skills/Qualifications:
•Possess and maintain DoD Information Assurance Certification and Accreditation Process (DIACAP - DoD Instruction 8510.01), as applicable.
•Minimum of a current interim TOP SECRET level clearance and possess a current U.S. Passport.

Master Explosive Ordnance Disposal (EOD) Training Specialist – Instructor
Location: Joint Expeditionary Base Fort Story /Virginia Beach, VA
Summary of Position
Full-time, on-site contract support to the US Navy providing coordination and execution of training activities and evaluation events. Assists Navy EOD to organize, manage, and conduct effective classroom, laboratory, and practical instruction in tactics, techniques, and procedures (TTPs) for specific Special Operations support and SOF Counter-WMD operations.
Key Qualifications and Experience: TS/SCI security clearance, Master EOD Technician with experience supporting specific Unified Combatant Command Army Special Forces units.
Minimum Qualifications/Experience

Position Description

- Plan organize, manage and conduct effective classroom, laboratory and practical
instruction in support of C-IED and WMD TTPs, Special Operations Forces Units
Tactics, Techniques and Procedures (TTP).
- Provide Subject Matter Expertise (SME) for assigned division in establishing, facilitating
and evaluating C-IED and WMD classroom training and practical exercises.
- Provide experienced base guidance and oversight of resources; role players, equipment

MISSION OBJECTIVE
The Department of Defense (DoD) as the single lead agency for detection and monitoring of aerial and maritime transit of illicit drugs into the United States and an important contributor to national efforts to counter transnational organized crime, conducts operations and activities to disrupt and degrade national security threats posed by drug trafficking, piracy, transnational organized crime, and threat finance networks reasonably related to illicit drug trafficking activities. The DoD supports Government agencies and Departments, and partner nations’ anti-trafficking and counter threat finance efforts worldwide. The DoD counternarcotics (CN) mission targets terrorist groups worldwide that use narcotics trafficking and other organized crime to support terrorist activities by deploying CN assets and/or assets resourced with CN funding, in cooperation with DoD, law enforcement, other government agencies, and foreign governments, to regions where these targeted organizations benefit from illicit drug revenue or use drug smuggling systems. Through its Combatant Commands (COCOMs), Military Departments, and Defense Agencies, DoD provides unique military platforms, personnel, systems, and capabilities that support federal law enforcement agencies, foreign governments, and foreign law enforcement involved in CN missions.
The objective of this effort is to identify qualified instructors who will present Interviewing and Interrogation technique courses to the Mexican Army (SEDENA) and Mexican Navy (SEMAR) in support of theater security cooperation activities throughout the U.S. Northern Command (USNORTHCOM) area of operations.
RESPONSIBILITIES
•Provide students with skills and effective techniques to recognize signs of both deception and honesty in order to enhance their information gathering; upon successful course completion, the students will be able to incorporate these techniques when conducting interviews and interrogations as part of their military investigative and intelligence duties.
•Train the student to distinguish between interviews and interrogations and to know when it’s appropriate to use each.
•Train students to select and establish environments conducive to interviewing and interrogations as well as other factors that can affect the behavior of the subject and lead to a successful interview or interrogation (obtaining relevant, accurate, truthful, factual information to answer stated intelligence requirements).
•You will deliver the following periods of instruction to provide students with the skills to effectively identify interpretation of body language such as facial expressions, gestures, linguistics, body positioning and movements with the purpose of obtaining information and detecting deception:
BEGINNER LEVEL TRAINING
•Provide students a solid foundation for understanding the process of Kinesics Interviewing, and the ability to identify and interpret deceptions of subjects during interviews and interrogations.
•Students will learn the history and process of kinesics, to understand how and why kinesics works.
•Student will learn how to identify behaviors that indicate guilt or confessional behaviors, interpret the body language of a subject, analyze instantly verbal reactions and physical reactions to concocting and delivering a lie, how the deception is perpetrated in the human mind, how to listen for cues in statements that are made and identify the deception in statements.
•Students will learn kinesics including approaches to obtaining non-verbal data from uncooperative subjects.
•In addition the program will instruct students how to completely analyze the body's reaction to stress and deception when the subject is being deceitful.
•After analysis and identification of fabricated information, the student will learn how to "attack" the lie itself and get to the truth in a manner that the subject cannot continue the lie, in a non-threatening manner.
•Students will be able to identify false statements in a simple interview setting without any overt tactics upon completion of this level.
INTERMEDIATE LEVEL TRAINING
•Build on the skills learned in the Beginner level training.
•Students will learn how to use the narrative technique to obtain as much kinesthetic information as possible.
•Students will learn to identify the contradictions and inconsistencies in a subject’s story, to break down denial barriers in order to obtain the truth and critical intelligence.
•Students will learn to identify trends and patterns of deceptions in an individual, and use this knowledge to obtain the truth.
•Students will learn to rapidly establish rapport with the subject and gain their trust.
•They will be able to quickly recognize behaviors that are consistent with criminal activity.
•They will be able to apply these skills to approach and glean information from subjects in public such as, airports, train depots, malls and other locations that could be highly targeted by criminal elements.
•At the conclusion of the training students will be able to conduct interviews and interrogations against subjects using kinesics techniques to rapidly identify deceptions and falsehoods and obtain truthful, accurate, information to support military missions.
ADVANCED LEVEL TRAINING
•Build on the skills learned in the Beginner and Intermediate level courses.
•Students will be able to critically analyze verbal statements to identify deceptions and falsehoods.
•Advanced training will provide students with tools to go deeper into interviewing hardened criminals, as well as identifying specific traits of more difficult criminals.
•This program shall provide a solid base for students to look at the "unsolved" cases, as well as multiple offense cases (serial kidnappings, serial killings, human traffickers, smugglers).
REQUIREMENTS
•Must be able to demonstrate a fluency in the Latin American Spanish Language; Reading, Writing and Speaking; Language Testing May Be Required
•Must have experience providing specialized training to US and Foreign Military Intelligence, US and Foreign Military and Civilian Law Enforcement and Interagency personnel and be familiar with military terminology and basic military tactics.
•Must have at least Five (5) Years of operational experience conducting interviews and interrogations using SCAN techniques in support of intelligence, law enforcement, interagency and / or military missions.
•Must have at least Three (3) Years of experience training intelligence, law enforcement, interagency and/or military in US DoD / US Army approved interrogation and interviewing techniques, including training foreign students.
•Must be aware of the cultural differences in Mexico and be able to address student questions in a professional manner during class and during practical exercises.
•Knowledge and experience training Mexican students with an understanding of the Mexican Military socio-political and cultural environment is preferred.

The Team will ensure SOF assets are kept abreast of all current and emerging JIEDDO-COIC processes, methodologies, and Tactics, Techniques & Procedures (TTP) for attacking networks that utilize IEDs.
Detailed Responsibilities:
The SOF Intelligence Integrator will assist in developing processes that focus on developing SOF Situational Understanding of threat networks and enabling DOD, IA, and IC communities of action focused on dismantling, disrupting, and defeating those networks. The Intelligence Integrator will prioritize and categorize requests for support, conduct near- and long-term analyses of device and network-centric problem sets, fusing multiple intelligence disciplines to support the application of operational capabilities in order to facilitate disruption and defeat of threat networks that employ or facilitate IEDs.
The SOF Intelligence Integrator will focus on problem sets at the tactical through operational levels while applying a thorough understanding of ISR integration and the ops/intelligence fusion process to compile, collate, analyze and evaluate all sources of information (to include unevaluated intelligence and open source data) associated with IEDs and their employment/facilitation by terrorist, insurgent, or criminal networks.
The SOF Intelligence Integrator will work closely with other members of a multi-discipline team to identify capabilities and vulnerabilities of targeted enemy organizations, identify trends, patterns and key nodes and highlighting their relationships to the targeted enemy networks. The Intelligence Integrator must possess a thorough understanding of the intelligence process to compile, collate, analyze, produce, and evaluate all-source intelligence and provide subject matter expertise. The Integrator must be able to provide guidance and mentorship to junior analysts and should be able to provide daily feedback to the team lead on product development. The Intelligence Integrator must also possess the ability to effectively communicate both orally and in writing.
The SOF Intelligence Integrator must have a strong operational background and experience in shaping intelligence products that support tactical or strategic goals set forth by the supported unit commander in order to create actionable target support packages. The Intelligence Integrator should also possess an understanding of IEDs as well as the local, regional, and global networks that facilitate IED construction, design, and usage.
Successful applicants will have documented experience working with multidiscipline operations/intelligence teams and familiarity with other elements of the DoD, the interagency and coalition partners.

Summary of duties include:

• Conduct quality/peer reviews on all deliverables prior to being furnished to the client.
In addition, the candidate will have the opportunity to develop and present forensics-related training materials to clients, support incident response efforts for commercial clients, and support other AFC-internal forensics projects as a member of a team.
Qualifications and Requirements:
The candidate must possess:
· At least ten years of relevant experience (providing support similar to the primary responsibilities listed above).

PMS 397 oversees the design, construction, and delivery of the OHIO Replacement. Purpose of Position/Major Duties:
The Construction Program Analyst reports to the OHIO Replacement Construction Manager (PMS397C) and performs the following duties:
1. Leads the effort to document, track and adjudicate construction Deviations, Vendor Information Requests and Engineering Reports provided by the Shipbuilder during the construction of the OHIO Replacement Program. This effort will require liaison with the NAVSEA 05 Technical Warrant Holders and other stakeholders, including the UK, Strategic Systems Program (SSP) and Naval Reactors as required, ensuring timely resolution and tracking of disposition.
2. Facilitates and assists in liaison with UK Ministry of Defence and UK shipbuilders in the execution of coordinating activities overseen by the joint US/UK Design Build Integrated Management Team (DBIMT). Additionally, coordinates with the various Program Integration Teams and Working Groups to develop, status and execute their Forward Action Plans in support of the overall goals of the DBIMT.
3. Work with the technical and financial groups within the Program Office to analyze and arbitrate emergent material and Government Furnished Equipment (GFE) issues. This involves the identification of potential solutions and an evaluation of technical, cost, and schedule implications of each viable solution. Evaluates production delivery status of selected systems and equipment based on reviews of production status reports, and assesses the technical, schedule, and cost risk to the program.
4. Conduct detailed analysis of shipbuilder’s construction planning. These include evaluation of required resources, facilities and build spans to identify potential conflicts areas and manufacturing risk areas.
Knowledge Required by the Position:

Job Description: Operational Management (OM) consists of intelligence community systems and processes that facilitate the employment of Sensitive Activities (SA), associated technology, communication, and resourcing to support Geographic Combatant Command (GCC) requirements. Operational Managers provide the United States Special Operations Command (USSOCOM) and its subordinate units the expertise to conduct and assist in OM of uniquely skilled and positioned joint Special Operations Forces (SOF) deployed throughout the world across all USSOCOM lines of operations.
OM assignments require the analysis of interrelated resource and management issues such as funding, mission, command goals, and regulatory restraints.
Analyses must often take into account short and long-range goals and requires detailed planning to gather information, interpret related guidance, identify and integrate new requirements, and coordinate with management and staff representatives on solutions. The work is complicated by the many factors that must be considered in recommending a command-wide plan and the need to make subjective value judgments regarding the most desirable course of action for the command.
Qualifications:
The individual must:
•Possess a current TOP SECRET clearance, granted access to sensitive compartmented information, and have the ability to successfully pass a Counterintelligence Polygraph.
•Have field experience in Intelligence Operations (INTOPS), Operational Preparation of the Environment (OPE) and the associated authorities, procedures, training, equipment, and operations.

The SIGINT Geospatial Targeting Analyst will have advanced targeting skills and a comprehensive understanding of the operational cycle as well as the data, tools, and techniques used for each phase of targeting. SIGINT Geospatial Analysts shall have firsthand experience targeting networks or individuals within networks and identifying vulnerabilities for exploitation. Employees on this contract will be responsible for providing intelligence analysis and all aspects of information gathering, research, threat assessments, Client development and predictive analysis as part of a Special Operations Forces (SOF) analytical team. Employees must maintain global readiness and be available to deploy on a no-notice basis to hazardous duty/combat zones while living in austere conditions for extended periods.
The analyst will provide in-depth knowledge and application of internet protocols and advanced communication technologies in order to identify, retrieve, evaluate, interpret and analyze myriad finished and unfinished classified and unclassified data sources, including all available information to create fused analytical products that will enhance situational awareness in support of mission objectives, priorities or exigent operational needs. The analyst will perform deep target geospatial analysis of all available information, using all sources and proprietary tool sets to reveal entities of interest determine lifestyle patterns and provide detailed background information for targets and networks of interest. Will effectively use SIGINT analytical integration to overcome production gaps and create new avenues of information flow and characterize logical and physical terrorist networks and other individuals or networks of interest using multiple data sources and analytical protocols. Must be able to use all available information to enhance all-source analysis in support to the customer and assist in intelligence product development by developing leads derived from regional and ideological discussions. Will develop and maintain close, collaborative relationships, intelligence partners internal and external to the customer an identify gaps in finished intelligence data through research and analysis, as well as providing input to routine reporting requirements.
The SIGINT Geospatial Analyst shall have advanced skills utilizing the F3EAD process to fuse SIGINT Geospatial data from disparate sources to support dynamic and rapidly changing analytical requirements to meet operational needs. Analyst shall be well versed in geospatial predictive analytic techniques and the ability to gather, create, analyze, and manipulate new geospatial data using the appropriate tools/software.
The Expert Level Geospatial Targeting Analyst shall possess the following qualifications:
10+ years of SIGINT Geospatial analytical experience with DoD or equivalent Government agencies.
Must be proficient with NSA and other SIGINT analytical databases covering both DNR and DNI related technologies, tools including Skope SIGINT Toolkit, ArcGIS and GoogleEarth, and knowledge and application of internet protocols and advanced communication technologies.

L-3 NSS is looking for a Secret cleared Russian Language Instructor for our client at Ft Lewis / McCord, WA.
This position is contingent upon contract award.
Description
This position provides subject matter expertise in Spanish Language Instruction to the 1st Special Forces Command (1st SFC) and its subordinate units. This includes the development of speaking, listening, reading, and writing communicative competence in general and military topics. The instruction will be provided onsite where the instructor will support government personnel in the management of all aspects of the unit foreign language to enhance the effectiveness of the Special Forces. The instructor executes the program of instruction (POI) and ad hoc tutoring sessions, as required, teaching the Spanish language curriculum based on designated POI, not deviating from it without approval from the government customer.
Duties & Responsibilities
- Conduct classroom training and develop daily lesson plans (at minimum 1 day in advance of delivery), take attendance, make daily annotations of student’s learning and behavior progress or lack of, develop weekly progress reports
- Develop, review, correct, and grade daily homework, discuss and provide weekly feedback with Site Lead and POI Analyst for weekly assessments/quizzes
- Review, distribute and grade weekly assessments/quizzes
- Maintain a positive and professional learning environment, address student behavior/attendance concerns with site lead, and utilize designated materials mentioned in POI and other products approved by the government customer to support instruction
- Collaborate with Site Lead and POI Analyst to address student and curriculum gaps
Knowledge, Skills and Abilities
- Supporting tasks may include Instructional System Design (ISD) ADDIE (Analyze, Design, Development, Implementation, and Evaluation) Model, curriculum development and maintenance, course development, web-based instruction development.
- The instructor may participate in briefings or orientations on developed products with the government customer and contractor personnel as needed to ensure coordination and approval or projects with the government customer.
- The instructor may participate in data collection for use in analyses and studies intended to identify areas within the program that can be improved. These shall take the form of classroom observations, distribution of surveys, and other means. The intent is to optimize instructional efficiency and effectiveness of the over-all program.
- The government customer may require instructors to attend orientations addressing introduction to the institution, the organization’s chain-of-command, administrative processes, government personnel policies effecting contractors, and available government resources.
Minimum Requirements
- At least 2 years of recent (completed within the last 18 months) experience teaching foreign language at the secondary level or higher (a minimum of 200 classroom hours) and a bachelor’s degree in teaching, education, language, or a closely related field to be approved by Government.
- OR -
- At least 6 years of recent (completed within the last 18 months), related experience teaching at the secondary level or higher (a minimum of 600 classroom hours) and a bachelor’s degree in any field.
English Language Qualifications: Completed formal study of the English Language and achieved the score indicated on any of the below:
- At least proficiency level 2 as measured by the Test of English as a Foreign Language.
- A score of no less than 79 on the English Comprehension Level (ECL) test.
- At least a proficiency level 2 or Advanced-Low (ACTFL) on an OPI.
Target Language Qualifications: Language Instructor will possess general professional proficiency (a language rating of ILR level 2+ or ACTFL Advanced-High) or higher in the specified foreign language. Proficiency will be demonstrated by one of the following:
- Oral Proficiency Interview (OPI) or 2-skill OPI from the DLIFLC.
- An interview certified by the American Council on the Teaching of Foreign Languages (ACTFL).
- Defense Language Proficiency Test.
