BACKGROUND The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the U.S. Department of State (DOS). INL’s Office of Africa and the Middle East (INL/AME) provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they related to rule of law and stabilization activities in Africa and the Middle East. In Guinea, INL is building the professional capacity of civilian law enforcement and justice sector actors to carry out their important functions to uphold the rule of law. The purpose of this Specialized Instructor opportunity is to provide basic, intermediate, and advanced English-language instruction to Guinean police, gendarmes, and justice sector officials while also providing instruction on law enforcement- and justice sector-related topics. Instruction will primarily take place at the Kagbalen Police Training School outside of Conakry, but it would also take place at other locations in Conakry and throughout Guinea. DUTIES AND RESPONSIBILTIES •Provide basic, intermediate, and advanced English-language instruction (oral and written) to Guinean police, gendarmes, and justice sector officials. •Provide instruction to Guinean police, gendarmes, and justice sector officials on a variety of law enforcement and justice sector topics, to include: Respecting the rule of law and basic human rights; Community-oriented policing; Wildlife crime; Operational and tactical planning; Crime scene management; Gathering, recording, and safeguarding evidence; Conducting a criminal investigation Communication between law enforcement and prosecutors, and serving as a witness in court; Case management; Documentation and information management ; Interacting with neighboring Sierra Leone civilian law enforcement and justice sector counterparts •Contribute expertise, best practices and knowledge related to criminal justice subject area. •Serve as an expert adult-centric instructor in his/her area of expertise. •Must be able to deliver 90-minute blocks of instruction using engaging, interactive, adult-centric methods and techniques. •Apart from presentations, the Specialized Instructor will lead case studies, plenary discussions, skill-oriented activities, small group work based on adult learning needs. •Prepare documentation related to training. •Compile baseline metrics of English-language proficiency of students, then measure their progress over time. •Facilitate, support, and coordinate periodic training of Guinean police, gendarmes, and justice sector officials by other U.S. Government-funded entities. •Communicate with Embassy Country Team members involved in promoting the development of the security and justice sector. •Develop a written Implementation Workplan which contains the following information, at a minimum: Name and position; The Specialized Instructors goal: the most significant improvement in English language abilities for Guinean law enforcement and justice sector officials that the Specialized Instructor can feasibly effect during the period of performance (note: this could be tiered by category of individuals); Two or three indicators** that are useful in measuring progress towards the goal; The method for determining baseline data for each indicator; Targets for each indicator, associated with projected dates; Frequency with which each indicator will be measured (either quarterly or every six months); Objectives that, if met, are necessary and sufficient for achieving the goal; Activities to be conducted to accomplish each Objective; and a monthly timeline projecting when each activity will be conducted throughout the period of performance. •No later than 100 days after deployment of the individual advisor or receipt of this requirement, the Implementation Workplan must be provided to the Conakry Political Officer and INL Guinea Program Officer for review, input, and COR acceptance. **Note that indicators must be: Specific: directly related to the goal -- Measurable: can be measured and reported in a reasonable period of time and in a cost-effective manner; can be either quantitative or qualitative -- Accurate: is a direct signal of progress -- Reliable: based on trustworthy sources of information -- Time-bound: is associated with a particular period of time. MINIMUM QUALIFICATIONS •U.S. Citizenship •A PhD, JD, or equivalent academic credential in a topic or field of study relevant to the needs of the INL/Guinea training program; OR •A Master’s Degree (in a relevant field) with 5 years teaching experience in adult education; OR •A Bachelor’s degree (in a relevant field) with 7 years teaching experience in adult education; OR •10 years aggregate experience as a: certified criminal justice sector instructor (of which 5 years was assigned full-time in a training or academy assignment); adult training manager/coordinator in a relevant field; equivalent demonstrated instructional experience in an adult learning environment; or such combination of expertise, education, and experience as to be considered an expert in their field. •The ability to facilitate course modules using adult learning principles. •Excellent oral and written English communication skills. •Proficiency in oral and written French communication skills (Level 2/2) PREFERRED QUALIFICATIONS •Experience instructing/ facilitating courses for international criminal justice sector missions. •Experience working overseas in a criminal justice or related mission where training was a significant component. •Knowledge of criminal justice development in an international environment. •Experience working in Sub-Saharan Africa.
