Candidates must be knowledgeable of the Intelligence Cycle, Collection Management Cycle, Targeting Cycle and intelligence analytic techniques including trend and pattern analysis, geospatial analysis, link analysis and network or social network analysis.
Some SOF intelligence support experience is desired, but not a requirement.

In this at-will position, you will provide City Council with an independent, objective, and comprehensive auditing program. Summary of Responsibilities:
The Law Enforcement Advisors will manage and administer the functions expected of him/her in accordance with international and UN standards and established UN policies and procedures to ensure the success of UNMISS.
Essential Duties and Responsibilites:
• Report to the Contingent Commander.
• Provide periodic reports as required by the Contingent Commander.
• Manage respective units assigned by UN Police Commissioner or his/her designee to the Law Enforcement Advisor’s command.
• Develop and update administrative policy directives, plans, and on order of the Police Commissioner, deployment plans, Standard Operating Procedures (SOPs).
• Prepare and publish information bulletins on new directives and instructions requiring the attention of all UNMISS Police Officers.
• Supervise human resources management process: assist in the determination of the appropriate assignments and provide recommendations of suitable personnel to key-non-professional positions.
• Oversee and monitor the deployment of individual police officers and allocation of related resources to meet operational requirements.
• Provide strategic planning and concept of strategies responsibilities.
• Facilitate coordination and management between various UNMISS units. Coordinate and oversee the movement of personnel (MOP) within and outside of the Mission.
• Ensure the planning of staff rotations, tour of duty extensions, leave, and compensated time off (CTO).
• Oversee and monitor existing UNMISS Police and Corrections division logistics and resources, ensure that resources remain fully mission capable (FMC) and adhere to required maintenance programs.
• Provide accurate reports, analysis, and statistics on significant operational issues of interest to the Mission.
• Maintain the personnel record filing system.
• Maintain permanent liaison with all sections of the Mission Support component and international staff section regarding police requirements in terms of deployment, accommodation, offices, logistics, supply, constructions, etc.
• Provide guidance and monitoring of policies in support of UN Police operations; ensure compliance with UN rules, regulations, and Mission mandate; ensure conformity to the highest standards of professional conduct and personal behavior by the UNPOL; ensure proper utilization of police resources under his/her command at all times including implementation of regular inspection regimes and initiation of corrective measures to improves efficiency and effectiveness within UN Police component and harmony with other Mission components in the spirit of an integrated mission and attainment of common goals.
• Conduct and facilitate visits of groups of UNPOL sites to view the state of UN facilities and operations, liaise with local officials to ensure the groups achieve their objectives and meet the requisite counterparts, observe if work is completed to UN standards and in accordance with sound, progressive management principles.
• Conduct internal investigations on allegations of misconduct by individual police officers, or other human rights abuses.
• Advise and mentor UNPOL personnel on training, administrative, planning, operational, and logistical functions.
• Submit regular written reports to one’s UNMISS supervisor or other UN or UNMISS officials (or their delegates) as required by the UN or UNMISS leadership or procedures (e.g. facility maintenance report, daily SITREPs, and incident reports).
• Submit regular written reports to Contingent Commander or his/ her designate as required by the Contractor or INL (weekly reports, monthly reports, trips reports).
• Collaborate with UNMISS staff to ensure the success of the mission.
• Provide orientation to new staff ensuring familiarization with policies and procedures related to UN Police operations.
• In coordination with Contingent Commander, liaise with and maintain relationships with relevant INL and Embassy Juba officials.
• Keep INL informed of local developments and environmental conditions.
• Other duties and responsibilities as determined by the Police Commissioner, Contingent Commander, and COR, in conjunction and agreed upon by UNMISS, INL and UNPOL.
Qualifications:
· Must have at least a Secret security clearance.
· Must have a MRPT clearance, unless the individual’s assignment specifies otherwise.
· Must be a U.S. citizen with current U.S. state driver’s license that is valid for the full period of prospective deployment.
· Be in and maintain good physical condition to meet all UN medical requirements.
· Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable the implementation of policies and programs.
· Superior negotiation and interpersonal skills.

Experience Required:
· Must have at least seven (7) years’ experience as a full-time law enforcement officer in a full-service, civilian U.S. law enforcement entity. Military police experience does not count toward experience requirement.
· Must have served as an active-duty police officer within the past five (5) years.
· At least one (1) year of international experience in law enforcement operations and reform.
· Experience in a wide range of operational and administrative issues, including experience in management/ supervision and strategic planning, with evidence of progressively responsible leadership experience.
· Experience in public outreach/education; training/project assessors; strategic/ tactical planners.
· Experience in one or more of the following areas: Senior management/ senior level command experience, Project development, Executive leadership development, Internal Investigations, Intelligence, Community Policing, Gang Violence, Sexual and Gender-Based Violence, Logistics and Resource Management, Police reform and restructuring.

Required Qualifications:

The personnel of the DCOM-A G2 Intelligence Training and Advisory Group (INTAG) are responsible for training, assisting, and advising the Assistance Ministry of Defense Intelligence (AMoD-I), General Staff Intelligence (GSG2) Staff, National Military Intelligence Center (NMIC), and elements of the National Military Command Center (NMCC) in intelligence operations, policy, doctrine, planning, programming, management, staff supervision, process and intelligence oversight in support.
Responsibilities and Deliverables:
Advise, mentor, and train the Deputy G2, division personnel and other Afghan GSG2 and AMoD-I organizations as appropriate on the following tasks:
A. Source operations and reporting functions.
B. Identification of systemic problems, development and implementation of Human Intelligence HUMINT policy and doctrinal solutions.
C. Accomplishment of the interrelated steps of source operations handling.
D. Training subordinate personnel to:
E. Conduct source operations independently.
F. Report collection information using secure communications or the approved
communications means available.
G. Submit ANA required reports through established channels and in approved formats.
H. Assisting in the validation and updating of HUMINT Course of instruction at the ITC, and other courses where necessary.
I. In conjunction with CI Directorate and NMIC CCIRM section, assisting MI Regional
Offices (MIROs) to focus training on military HUMINT operations with specific emphasis
on development of the following:
1) Source Operations to include source placement, access and collection strategies
based upon analysis of requirements.
2) Coordinate with the MIRO CI Officers to de-conflict CI and HUMINT
requirements, sources, and collection strategies.
3) Mission management of all subordinate MI Provincial Offices (MIPOs).
4) Analysis and quality control of HUMINT reporting from subordinate MIPOs.
5) Preparation and submission of HUMINT reporting to the Combined Collection
and Reporting Center (CCRC).
6) In conjunction with relevant elements of the GSG2 and AMOD-I, ensure the
effectiveness and accountability of the Intelligence Operations Funds (IOF)
process.
7) Assist in the strategic intelligence fusion of multi-echelon collection activities, reporting and dissemination processes.
Required Qualifications:
A. Recent strategic or operational experience in MoD or Afghan General Staff environments, strategic intelligence agencies, inter-agency strategic operations preferably in Afghanistan or Iraq training international forces, as a Senior Level Government, Military Officer, Senior NCO or contractor assigned to like positions.
B. Practical knowledge of Microsoft Office Suite
C. Experience in professional development & training and working with Middle Eastern or Central Asian cultures, is desired.
D. Division-level G2X or service equivalent experience as CI/HUMINT warrant officer is required.
E. Candidate must meet all physical, medical and other requirements for overseas deployment in accordance with current DoD regulations. Candidate must possess a fitness level appropriate to performing work in a field environment and current medical exam completed within the past 12 months. Candidate must have been tested and present proof of a negative HIV test result performed within six months of deployment. Dental and medical readiness must be up to date and candidate must maintain a current US Passport.

Ensure SOF assets are kept abreast of all current and emerging C-IED processes, methodologies, and Tactics, Techniques & Procedures (TTP) for attacking networks that utilize IEDs.
Provide advice to SOF Commanders and their staff on how to best integrate C-IED, and specifically Attack the Network (AtN) capabilities into their ongoing operations and analytical efforts.
**EXPERIENCE AND EDUCATION:
Required:
Applicants must be fully deployable to the required theater of operations, wear uniforms, and be prepared to bear arms as prescribed by the supported unit commander.
This position requires the ability to obtain and hold a TOP SECRET clearance with SCI eligibility. (Resume must show that proposed employee currently holds a TS clearance with previous access to SCI level of information.)
At least 10 years' experience in increasingly responsible positions in one or more military, academic or defense industry functional areas.
At least 5 years' experience in increasingly responsible positions in one or more SOF units or commands.
Possess experience at tactical formations - SOTF and higher.
Recent experience supporting deployed SOF forces in forward deployed location required.
*Highly Desired:
Bachelor of Science or Arts degree from an accredited college or university.
The SOF Operations Integrator should have the ability to perform tasks and provide training to support the client in the uses and capabilities of the following web-based tools and software: Google Earth spatial analysis software and Microsoft productivity software and applications as needed.
The SOF Operations Integrator should have familiarity with the following methodologies: F3EAD and CARVER.
*Preferred:
Prior experience providing direct deployed support to National SOF elements.
Prior experience working directly with IA, IC, or coalition partners.

Provide onsite advice and assistance to key theater-strategic operations synchronization team staff with establishing capacity and capability to integrate communications processes, procedures and products into Memorandum of Instruction (MOI) operations planning.
Provide expertise in advising and assisting in the development of interdepartmental relationships between the Operations Directorate and the Technical Services directorate for communications readiness planning in conjunction with on-going and future operations.
Provide onsite expertise for USCENTCOM staff on coordination with the MOI Technical Services Directorate regarding the long-term communications budget requirements to support future and on-going operations.
Provide onsite advice and assistance in the development of communications processes and procedures to support point and area communications requirements.
Provide technical support in the evaluation and coordinated implementation of USCENTCOM strategies, plans and policies throughout the USCENTCOM AOR.
Provide onsite support, via analyses and recommendations, for a high-priority USCENTCOM implementation and planning efforts involving joint, interagency and multinational actors.
Provide onsite support in the implementation and planning efforts with counterparts in USCENTCOM Component Commands, other key Combatant Commands, the Joint Staff, the Office of Secretary of Defense, as well as counterparts in other Federal departments and agencies.
Provide onsite support for advising the USCENTCOM Commander on strategic and regional issues.
Develop and deliver, as required, effective oral and written presentations, to include briefs to senior leaders, on topics within the scope of the contract.
Should have a proficiency in clandestine capability development and interagency activities and DoD support vehicles.
Experience working with a COCOM or equivalent level staff.
Experience in planning non-lethal operations to include cyberspace and special activities, to include operation research and qualitative analysis.
Be able to support OPT efforts which require a working knowledge of military planning techniques and procedures. An OPT participant must be able to participate in a cross-Directorate team of planners through;
Plans and Order Development: The staff uses the commander’s COA decision, mission statement, commander’s intent, and guidance to develop plans and/or orders that direct subordinate actions.
