CSRA has an opportunity for a Public Communications Specialist to support PM Mission Command at Aberdeen Proving Ground, MD. This is a funded position.
The Public Communications Specialist will Work with an Army public affairs office to create news releases, newspaper articles, web-based material and photographs for use in military and civilian news media. Travel is required to various CONUS locations up to 30%.
Duties:
• Research, prepare and disseminate news releases, articles, web-based material and photographs on Army personnel and activities
• Gather information for military news programs and publications within your unit and around the Army
• Develop ideas for news articles
• Arrange and conduct interviews
• Write news releases, web content, feature articles, talking points and editorials
• Take and manage video and still image photography

The qualified candidate will independently conduct comprehensive analysis of all types of computer code, particularly malicious code to discover unknown, suspicious, or exploitation activity.

Job Description:
The Staff Operations Officer (SOO) serves as a senior advisor on all matters concerning HUMINT Collection and HUMINT Operations Support. The SOO is the primary interface between the customers Headquarters Staff and the operational elements forward deployed. The SOO plans, coordinates, advises, directs, and provides oversight for Human Intelligence and Non-Intelligence Special Operations. The SOO supports deployed operational elements by providing operational research and analysis in the furtherance of the customer’s objective to acquire intelligence. The SOO possesses substantive expertise in HUMINT theory, doctrine, rules, regulation, directives, systems, concepts, methodologies, and relevant skills. The SOO utilizes customer-specific databases to conduct multiple layers of research and write summaries, reports, official correspondence, and guidance. The SOO provides thorough and knowledgeable briefings to the customer.
Primary Duties and Responsibilities:
· Manage multiple networks supporting Preparation of the Environment activities and conducting kinetic/non-kinetic targeting
· Assist with the development, coordination, and implementation of theater policy and procedures legally required to facilitate operational requirements in the Area of Responsibility (AOR)
· Provide operational guidance for ongoing cases, including identifying counterintelligence issues to protect the customers personnel and facilities overseas
· Draft comprehensive written reports for direction and guidance of current/future operations
· Act as the primary liaison representing the interests and points of view of the Command in interagency committees, conferences, and working groups dealing with the coordination and de-confliction of full spectrum Special and Joint Operations
· Develop, write, brief, and staff plans, orders, directives, guidance, and policies
· Initiate timely and meaningful projects, collection requests, requirements for information for the assigned deployed collectors worldwide
· Provide substantive oversight, feedback, operational direction, and evaluation of HUMINT operations
· Coordinate the analytical support to provide intelligence support packets, lead generation packets, production review, and targeting packets
· Collaborate with Requirements Managers and Intelligence analysts to improve collection effort and achieve operational benchmarks set by the customer
Basic Qualifications (Essential Functions of job/Minimum required):
· Minimum 10 years of experience in HUMINT providing strategic perspective, guidance and oversight of HUMINT operations
· Must be a certified core collector/HUMINT operations officer
· Minimum 6 years of experience supporting HUMINT operations and performing Headquarters based operational case management, managing the collection of foreign intelligence, and working with counterintelligence programs
· Minimum 6 years of experience to research, build, staff, and present information and decision briefs at the GG-14 to General Officer levels
· Possess a working knowledge of national level Special Operations Inteligence functions and capabilities
· Expertise using classified cable communications systems and administering Asset Risk Management System (ARMS)
· Extensive experience releasing HUMINT Intelligence Reports; previous DIA or DoD Reports Officer
· Demonstrate experience in obtaining policy and legal approvals for sensitive operations, to include coordinations with other government agencies and DoD
· Experience working with a Science and Technology officer in procuring equipment for operations
· Experience in managing an operational budget and projecting resource expenditures for a range of products

Job Description:
The Requirements Management Officer (RM) oversees the management of all collection requirements through coordination with the customer’s subordinate elements’ collection requirements managers. The RM is responsible for synchronizing all requirements and understanding the capabilities of every asset while working with a diverse team of analyst’s cross-cueing multiple forms of intelligence (i.e. HUMINT, SIGINT, GEOINT, MASINT, OSINT) to satisfy comprehensive requirements. The RM assists the element-based collection requirements managers in completing evaluation reports, Source Directed Requirements (SDR), and other collection requirements. The RM performs as a Reports Officer approving DOD HUMINT Intelligence Reports and has extensive experience and qualified training as a Reports Officer. · Research, analyze, and assess potential targets for HUMINT collection activities as requested
· Provide customer with Lead Development support via written and oral formats
· Coordinate and support cross-community meetings and working group, assimilate large volumes of information, and independently produce reports

DUTIES & RESPONSIBILITIES:
• Support software and hardware integration of automated computer-generated interview software with physiological data collection hardware.

• Develop solutions as needed to integrate portable devices that record human eye movements, pupil diameter and physiological activity.

• Oversee technical aspects of data collection during Credibility Assessment testing.

• Support the invention of improved products and processes and make recommendations leading to fielding and sustainment support of proof-of-concept technologies and techniques.
• Assist in the set-up, operation, maintenance and shipping of lab instruments.

• Make observations, calculate and record results.
• Develop conclusions and keep a detailed log of all work.
• Travel as needed for technical review meetings and engineering support to research.
Knowledge, Skills & Abilities:

· Provide onsite management oversight of ARNG AVCATT’s and NCM3s scheduling, utilization and quality assurance.

· Ensures and verifies contractor personnel are qualified to perform aviation training.

Mandatory Requirements:
· Aviation and operational military experience is required.
· 5+ years as an aviator with 2,000 total time.
· Aircraft experience at company
level or higher as an IP/MTP/ME desired.
· Must have demonstrated experience planning, directing and coordinating the activities of contract and/or task administration and program control specifically associated with aviation training programs.
· Proven the ability to organize, plan, analyze, and conduct multiple sub-task activities simultaneously through a detailed task management plan.

DUTIES
* Develop and maintain databases and a repository with Comptroller documents as they relate to Financial Improvement & Audit Readiness using SharePoint, iNAVSEA, or any other electronic means.
*Demonstrate capability in developing databases in a variety of programming languages, Oracle Express, Advanced Business Application Programming, Informix, Visual FoxPro, and xBase. Programmed databases will take user input and provide printed and electronic outputs with archive capability. Programmed databases must have built-in capability for report building and generation, as well as data-pulls using SQL.
* Review and analyze Comptroller Department records in support of Financial Improvement and Audit Readiness.
* Coordinate with department and office personnel, such as program analysts, business managers and other business office contractor personnel in the gathering and review of supporting documentation required for Financial Improvement and Audit Readiness.
* Assist with conducting in-depth research and analysis in the coordination and resolution of problems relating to Financial Improvement and Audit Readiness.
*Assist with the coordination of both internal and external reviews, audits and assessments as they pertain to financial auditability and the strengthening of internal controls.
* Assist with the successful implementation and sustainment of established policies, procedures and corrective action plans resulting from internal and external testing, sampling, or any other means of financial auditing.
