Provide architecture and system integration planning services across the entire Satellite Communications (SATCOM) frequency spectrum.
Support HQDA, CIO/G-6 efforts concerning the policies, technologies, operations, architecture and planning of SHF, EHF and UHF MILSATCOM programs, aerial tier communication programs, commercial SATCOM programs, Presidential Special Communications Links or any other SATCOM associated projects.
Provide services to support SATCOM and airborne requirements integration and architecture development efforts and attend meetings with other Services, Agencies and Office of Secretary of Defense (OSD) SATCOM forums, i.e., Principal DoD Space Advisor (PDSA), National Reconnaissance Office (NRO), National Aeronautics and Space Administration (NASA), and Joint Space Advisory Council (JSAC).
Provide analysis, evaluation and recommendations on communications architectures and Army initiatives to the Army Coordination Team (ACT) supporting the National Reconnaissance Office.
Support Wideband and Narrowband SATCOM Working Groups, Position, Navigation, and Timing (PNT) Working Groups. This includes analysis, evaluation and recommendations on communications architectures efforts with regard to support of Army initiatives.
Support IT PfM activities and Army Enterprise Network capability alignment to the Enterprise Information Environment Mission Area strategy by tracking current and planned Space and Airborne capability efforts (plans / investments / performance) and providing recommendations and analyses to the Domain Managers for incorporation into the portfolio strategy, planning, implementation and oversight activities.
Provide technical expertise on matters relating to the Joint aerial communications tier as they are presented at the Joint Aerial Layer Network (JALN) Council and Joint requirements boards.
Provide technical expertise to support the development of persistent, high altitude aerial capabilities through various enterprises in the Army and Air Force that are searching for lower cost alternatives to current systems.
Provide technical, analytical, programmatic, operational, policy, and planning support for Enterprise Satellite Communications initiatives.
Assist in the development of the FPMH MDEP, ensuring that the Enterprise SATCOM architecture is synchronized with DISA and STRATCOM policies and procedures and that all Enterprise terminal fieldings are reviewed during the semiannual Weapons Systems Reviews.
Monitor tactical and operational developments in MDEP FPMJ to ensure that tactical SATCOM systems are synchronized with Enterprise gateway developments.

Job Description: Preting is seeking exceptionally qualified individuals to serve as an Intelligence Report Officer in support of a USSOCOM contract. The contract will require intelligence analysts capable of fusing intelligence information from multiple disciplines, to include Human Intelligence (HUMINT), Signals Intelligence (SIGINT), Communications Intelligence (COMINT), Imagery Intelligence (IMINT), Measurement and Signature Intelligence (MASINT), Counter Intelligence (CI), All-Source Analysts, Targeting Analysts, Collection Management, as well as Industrial Security Professionals. Summary:
OATC Instructor / Communicator for the Asymmetric Warfare Group (AWG) at the U.S. Army Training and Doctrine Command (TRADOC). The AWG, headquartered at Fort Meade, Maryland, is the lead organization to provide the Army with global perspective and expertise in full-spectrum training, planning, and execution of countermeasures to AW. The AWG personnel are seasoned war fighters and functional area experts who identify and develop Army solutions for AW capability gaps. AW are operations conducted by any government or non-government entity (including terrorists, guerillas, militias, and paramilitaries) to limit military effectiveness while achieving their political objectives. AW operations are conducted at the strategic, operational, tactical, and cyber levels to attack military and civilian targets. Objectives of these AW operations are to undermine U.S./Allied political, military, economical, and psychological strengths and the will to win.
The AWG provides observation, analysis, training, and advisory support to Army and Joint Force units to enhance their capabilities to predict, mitigate, counter, and defeat asymmetric threats and methods. The goal of AWG is to improve the capabilities of the U.S. Army at the operational and tactical levels during the conduct of unified land operations. AWG enhances the capabilities of U.S. units by making them faster and more adept at identifying and attacking enemy vulnerabilities, and by preparing them for a broader spectrum of threats.
Specific duties may include, but are not limited to:
- The contractor shall support the 2ea 6 month long Operational Advisor Training Courses held each year starting Jan 1st and July 1st respectively with tactical communications training on various types of electronic communications equipment and their employment methods to include: VSAT, to include Tampa Microwave, GlobeComm, and Cheetah BGAN Explorer 500, 700, 5901, and Vehicle Mounted Kit Iridium Phone PRC 117 PRC 150 PRC 152 PRC 148 versions 1,2,3,4 as well as networking capabilities including:
o Active Directory, iDirect Modems and software
o Support must include Computer Environment certification (Windows 7 or consistent with NEC requirements) and Security+ Certification
- Providing instruction and coordination on communication training of present and future capabilities in the communication field for approximately four deployment-based communication courses and 18 other communication training sessions.
- Reviewing and monitoring current and future Information Operations requirement workloads.
- Provide Satellite-based, long-range communication functions as required.
- Provide engineering, installation, maintenance, repair, testing, and operations expertise of specialized communication systems and activities related to telecommunication missions.
- Evaluating the implications of proposed communication plans, policies, and enhancements and recommending courses of action (COA) to ensure optimum resource utilization and effective mission accomplishment.
- Recommending draft operating policies and objective for effective communication of AWG missions and functions.
Experience and Education:
Required Qualifications:
- Minimum 3 years' experience with military tactical communications systems.
- Must meet and maintain the physical requirements outlined in the Performance Work Statement. These requirements include maintaining an appropriate level of physical fitness to conduct extended operations in a variety of terrain and environmental conditions and the ability to carry operational load equipment of approximately 55 pounds. Employees shall possess and maintain a level of physical fitness which enables them to operate in field conditions where they may have to, at a minimum, tolerate heat well in excess of 110 degrees in the summer and cold or freezing conditions during the winter. In addition, Employees working under this contract shall be able to pass an age-adjusted Army Physical Fitness Test (APFT) on a no-notice or semi-annual basis (as identified in the specific functional task areas-section 5.0). Deployable personnel shall be physically and medically qualified to deploy to OCONUS locations.
Clearance: Top Secret security clearance.
Location: Fort Meade, Maryland
Travel: Contractor employees are required to deploy and travel to various CONUS and OCONUS locations less than 70% of the time.

SCOPE

RESPONSIBILITIES
•Implement the four priorities of analytical methodologies: Threats to U.S interests (anti-western threats associated with violent extremist networks), Host Nation threats, Socio-Political Environment and Crisis Response
•Assist in defining analytical and collection requirements, training (virtual or physical) of PACOM Augmentation Teams, Components, Task Forces, support to PACOM Assessments, national Intelligence Community level discussions and working groups, Link Analysis, Source Directed Requirements, and provide predictive analysis to the Commander and Staff.
•Provide Steady-State, Crisis, and Predictive Intelligence coverage of South Asia/Southeast Asia, facilitating both CONOP development and support for USPACOM, USSOCOM, SOCPAC and interagency planning in order to develop a full range of Special Operations options.
•Maintain steady-state coverage of South Asia/Southeast Asia in order to support SOCPAC’s efforts to provide strategic-level analysis in niche areas to USPACOM and the Intelligence Community efforts.
•Use information derived from all intelligence disciplines to determine changes in enemy capabilities, vulnerabilities, and probable courses of action.
•Research, analyze and develop complex analytical products which provide a robust understanding of the dynamic environment in given operationally focused areas.
•Research and develop critical factors analysis and deliver into intelligence products. Participate in committees and working groups concerned with developing or revising OPLANs, CONPLANs, intelligence architectures and theater and national intelligence.
•Conduct research and analysis on a wide variety of topics relating to Contingency Operations in the USPACOM Area of Operations (AOR) utilizing a number of intelligence software tools to include RMT TAC, Palantir, CIDNE, etc.
•Provide intelligence analysis and production relative to an assigned area(s) in political, economic, social, cultural, physical, geographic, technical or military conditions for one or more foreign countries.
•Maintain liaison with personnel in assigned and related fields, such as those in other intelligence agencies and allied foreign governments, to discuss mutual intelligence problems and production efforts.
•Participates in interagency and international meetings and conferences.
•Deliver technical insight into intelligence matters relevant to the command.
•Provide intelligence support for OPLAN, CONPLAN and crisis development.
•Provide intelligence expertise and support to COMSOCPAC, SOCPAC Staff, and Component Commands through the various intelligence products, briefings, and fora to include INTSUMs, Commander’s Update Briefs (CUB), Daily Read book, Operations and Intelligence Briefs (O&I), Information Papers, and Current Threat Briefs.
•Work in tandem with the Joint Intelligence Control Element (JISE), USPACOM Joint Intelligence Operations Center (JIOC) and USSOCOM to de-conflict intelligence collection, production and federation of intelligence support.
•Provide operational and regional analysis, Geo-Political Analysis, HUMINT/SIGINT analysis, collection management, and Find- Fix-Finish Exploit and Assess (F3EA) targeting cycle.
REQUIREMENTS
•Master’s Degree in a Social Science discipline with Eight (8) Years’ of experience in Counter Terrorism (CT) and Violent Extremist Organizations (VEO) Intelligence Analysis, with at least Two (2) Years’ supporting Special Operations Forces (SOF)
•Five (5) Years of experience at the operational level conducting regional analysis, Geo-Political Analysis, HUMINT/SIGINT analysis, collection management, and Find- Fix-Finish Exploit and Assess (F3EA) targeting cycle.
•Three (3) Years’ of experience with Identity Studies (e.g. anthropology, sociology, political science, etc.) or development economics.

•Conduct in-depth research using classified and unclassified data sources to locate and analyze available intelligence in support of SOCPAC requirements.
•Collaborate with internal and external POCs to ensure all aspects of a research effort are incorporated.
•Identify information gaps and develop source-directed requirements (SDR) or identify alternate sources to garner information.
•Provide intelligence inputs to OPLANs/CONPLANs, MICON, CONOPs.
•Provide SOF Capability materials for PACOM countries as required for COMSOCPAC travel and KLEs.
•Provide Intelligence Summary (INTSUM) reports.
•Prepare intelligence updates for COMSOCPAC’s trip book for Key Leader Engagement (KLE) visit.
•Develop Targeted Country intelligence estimate; and provide an evaluation of the enemy and the AO.
•Prepare intelligence briefs in support of the Commander’s Read Book, or the Commander’s Update Briefs (CUB).
•Prepare and analyze current intelligence holdings to identify gaps, and subsequent intelligence collection requirements.
•Assist in integrating incoming information with current intelligence holdings and prepares and maintains the current intelligence picture.
•Develop Population demographics (ethnic groups, religious sects, age distribution, health status, income groups).
REQUIREMENTS
•Bachelor Degree with Five (5) Years’ of experience; Ten (10) Years’ of experience in intelligence analysis, reporting and briefing in a DoD setting may be considered in lieu of a degree. Experience includes: PACOM AOR Environmental Analyst experience in assigned region or domain (e.g., China, Korea, South Asia, SEA, or NEA) which included providing written and briefed regional assessments (PMESII), OR Experience with intelligence support to TSOC planning and assessments.
•Five (5) years experience in utilizing analytical research tools, resources, associated equipment and software. 7. Provides customer service, reconciling hand-receipts, cataloging property via AESIP, maintaining property book records, and managing inventory.
8. Provides full support for requisitioning, receiving, issuing, accountability, storage, and turn-in of class II, III, IV, V, VI, VII, VIII and IX supplies and equipment. This includes CCI and other sensitive items for all supported customers.

• Obtain pricing from subcontractors for any work to be performed that is outside of their scope of work and see that a Variance Purchase Order is issued prior to commencement of that work. Also insure that any back charges associated for this work is documented and proper notification is given to those who will be back charged.
• Maintain construction field folder that is released at the start of home.
• Maintain specific documentation of all problems that arise with any subcontractors.
• Maintain punch out lists on each home that you are building and forward to appropriate subcontractor for repair in a timely manner.
• Professionally walk through and present finished home to owner and to complete any outstanding items no later than 10 working days after walk through.

•Provide current intelligence expertise to support operations during steady-state, wartime, and contingencies.

Key responsibilities:

External Job Responsibilities The Operations Manager – Meter to Bill Process acts as an integral member of the Meter to Bill management team and collaborates meter to bill process with the Director and the management team. • Planning and analysis of Meter to Bill financial, productivity and quality results. Monitor budgetary performance and collaborate with Meter to Bill Management staff to take action to address changes in plans or priorities.
• Oversee process management, process design/mapping and business communications for all areas of Meter to Bill.
• Through ownership of the Business Continuity Plans (BCP), plan and direct Meter to Bill Process activities in emergency situations.
• Drive decisions based on analytics and Key Performance Indicators (KPI’s). Ensures accurate measurement and effective feedback systems are in place to provide quality assurance across the Meter to Bill Process. Establish and monitor metrics for performance oversight and process improvement opportunities.
• Oversee the management of system technology. Research, evaluate, recommend and coordinate implementation of any new technologies to improve the efficiencies of the Meter to Bill Process.
• Responsible for resource allocation and flexing of workforce across multiple areas of Customer Service. Determine resource needs and oversees requirements for staffing, service levels, times per unit (TPU’s), hiring and training of Meter to Bill personnel.
• Responsible for the implementation, integration, and coordination of billing’s program initiatives.
• Evaluate the outsource needs of Meter to Bill Process which includes contract initiation, approval and adherence.
• Develop a staff that takes ownership for resolving root problems and embraces root cause analysis, quick problem resolution, and customer service. Lead and provide work direction and priority setting for a team of employees toward the achievement of operational and strategic goals.
Education/Experience Requirements •Bachelor’s degree, preferably in Business, or related field. MBA preferred.
•Minimum of 5 years of supervisory experience, preferably in production/operating areas, finance/accounting or continuous improvement.
•Leadership & People Development experience.
