This position is assigned to the Entertainment Services Branch (N923); Fleet Readiness Division; Fleet and Family Readiness (FFR); Commander, Navy Installations Command (CNIC); Millington, TN. N923 Branch consists of Navy Motion Picture Service (NMPS), Navy Golf, Bowling, Bingo and Gaming, Navy Morale, Welfare and Recreation (MWR) Food & Beverage with responsibility for all aspects of financial and budget management. The primary purpose of this position is to provide fiscal oversight, internal review, and property/inventory management. The Budget Analyst will identify and resolve financial issues, work closely with the chain of command to maintain compliance with guidelines, identify available resources, recommend ways to best utilize such resources, and provide analyses of branch budget execution and financial status. Performs a variety of budgetary and administrative functions in the formulation, execution, and review of assigned portions of the appropriated fund (APF) and non-appropriated fund (NAF) budgets. Formulates and revises the annual APF & NAF budgets for N923 programs. Researches, compiles, and summarizes data concerning expenses and similar object class and line item information needed for formulation of budget estimates. Selects and enters budgetary information on a wide variety of related forms, schedules, and reports. Coordinates with program managers and other staff connected with the budget process (e.g., personnel, accounting, payroll, and contracting). 2 Checks the accuracy and adequacy of budget justification data submitted in support of budget estimates or requests for allotments by comparison with source documents (e.g., project reports, accruals reports, equipment, and supply records). Validates branch program expenditures. Monitors and tracks obligations and expenditures for branch programs. Verifies that obligations and expenditures occur on a timely basis in accordance with the annual work plan and regulatory controls, and are within amounts programmed. Reconciles funding obligations against procurement executions for AFP and NAF. Checks status in the SAP accounting. Obtains required documentation (e.g., record of payments, purchase orders, proof of delivery, etc.). Reports variations in excess of accepted funding limitations to program managers. Advises program managers and other interested parties on the status and availability of funds in different budget accounts and all aspects of the command and installation budget process. Recommends transfer of funds when needed to cover increases in obligations or expenditures that fall within established limits. Prepares a variety of reports covering the status of funds, expenses, and obligations, (e.g., spreadsheets, graphs and narratives). Reviews accounts payable for accuracy/validity and authorizes payment. Drafts replies and/or endorsements in response to incoming correspondence from Commanding Officers, MWR Directors and Program Managers. Serves as the branch financial representative in the conduct of official business with other activities which may be within the Department of the Navy (N92, CNIC HQ, personnel, et.al.) within DoD (United States Coast Guard, National Oceanic and Atmospheric Administration, et.al.) as well as non-governmental agencies such as vendors. Knowledge of and skill in applying the principles and practices of budget formulation to review, edit, and consolidate budget estimates to adjust data in related forms and schedules. Skill in analytical reasoning and ability to apply that skill to the identification, analysis, and conceptualization of budgetary problems and development of alternative solutions.
