Job Summary:
Cubic/NEK Services, Inc. is seeking a Special Operations Training Manager/Developer to provide curriculum development and training management support to Eastern European Special Forces at an OCONUS site, for a period of 12 months, with multiple option years possible. The qualified candidate will have extensive knowledge of and experience in SOF training management, instructional systems, design, organization and implementation, while working directly with other training team members to ensure the content and conduct of training supports the mission and goals.
Essential Job Duties and Responsibilities:
• Assist in developing, planning, executing, assessing and managing Special Forces training courses.
• Provide and apply subject matter expertise on standard battalion operations and intelligence for combat operations, as well as company-level mission readiness exercises
• Must be very familiar with and prepared to provide instruction in basic and primary Special Forces functions including but not limited to; counter-terrorism, prevention and response, short duration strikes, material or personnel recovery, special reconnaissance, intelligence gathering, and possibly unconventional warfare.
• Development and communication of Special Forces Programs of Instruction and training consistent with Army CONOPS and doctrine.
• Supervise and mentor SOF instructors responsible for execution of the daily training instruction, exercises, and operations.
• Provide instruction, as needed in hands-on field training, practical application instruction, and operational performance exercise training.
• Monitor the progress of training programs and solutions, trainers and trainees.
• Assist in managing all phases and aspects of training, training development, qualifications and assessment; maintain as necessary, metrics or organizational databases to track successful completion of training requirements.
• Act as liaison between program managers, contractors, foreign command and regional tactical personnel at all levels within the facility echelon.
• Assist in development of operational planning efforts using Army Training Process to support training and operational requirements.
• Provide support for the Courses of Instruction, including providing briefs, course materials and mentoring mission planning.
• Mentor staff on expectation management and Theater interaction as it pertains to readiness, management of resources and communications.
• Prepare written reports, power point presentations for the program management, as needed to conduct training.
• Prepare technical and status reports to company and program managers, as required.
• Training Management team and Instructors share responsibility for executing tactics, techniques, and procedures (TTPs) instruction in classroom, field and simulated environments.
• Ensure students gain the ability to effectively employ the TTPs necessary, in various scenarios.
• Instructors and Training Management team may be asked to evaluate students’ performance and certify their competence in the skills they have been instructed in.
Skills/Requirements/Qualifications:
• Shall have a minimum of ten (10) years’ Special Operations Forces experience; preferred candidate will have more than 10 years, at an Officer level and with 2nd or 3rd Battalion level command experience.
• Must possess previous instructor experience, with priority given to Special Warfare Center & School (SWCS) approved and/or accredited instructor experience.
• Must be a US Citizen.
• Must hold and maintain a Current SECRET Security Clearance.
• Possess and maintain physical fitness & conditioning necessary to deliver this training.
• Knowledgeable in the Army’s Systems Approach to Training and Managing Programs of Instruction.
• Must possess strong understanding of training logistics.

Heating, Ventilation & Air Conditioning (HVAC) Manager is responsible for the day to day management of the HVAC Department. This job requires theoretical knowledge of air conditioning and the production of chilled water as well as practical mechanical and electrical understanding.
MAJOR JOB ACTIVITIES:
1. Organizes the HVAC Department to effectively complete all Preventive Maintenance and Trouble Call tickets.
2. Coordinates with assigned HVAC personnel and/or other trades for the purpose of completing projects and work orders efficiently.
3. Provide training on how to diagnoses causes of problems and/or failures in heating/air conditioning systems for the purpose of identifying equipment and/or systems repair and/or replacement needs.
4. Identifies the root cause of issues and implements corrective actions.
5. Tracks employee performance and efficiency to ensure performance objectives are met.
6. Fosters an open and trustworthy relationship with the customer to build an exceptional customer service rating.
7. Informs personnel regarding procedures and/or status of work orders for the purpose of providing information for making decisions, taking appropriate action and/or complying with building and safety regulations.
8. When required, inspects HVAC systems and their components (e.g. heating units, building exhaust fans, ventilation units, etc.) for the purpose of evaluating condition, identifying necessary repairs and recommending preventive maintenance.
9. Participates in meetings, workshops, training, and seminars, as assigned for the purpose of conveying and/or gathering information required to perform job functions.
10. Requests equipment and supplies for the purpose of maintaining inventory and ensuring availability of items required to complete the necessary installation and/or repair.
11. Responds to emergency situations during or after hours for the purpose of resolving immediate safety concerns.
12. Perform other duties as assigned.
MATERIALS & EQUIPMENT DIRECTLY USED:
1. Computer with Maximo CMMS.
2. Knowledge of materials, methods, and tools involved in the construction and other structures.
3. A basic set of hand tools includes those most commonly used on the job, such as wrenches, pliers, a tape measure, a utility knife, sockets and screwdrivers to provide maintenance on already-installed HVAC systems.
4. Refrigerant gauges, vacuum pumps, ODS reclaim/recycle equipment's, torch sets, and temperature reading devices and all other HVAC related tools/equipment's.
WORKING ENVIRONMENT/ PHYSICAL ACTIVITIES:
The HVAC Manager primarily works in a an office but at times might work in a variety of commercial, industrial, and residential settings installing, repairing and maintaining a variety of mechanical and electronic equipment, such as heating and air conditioning units, compressors, thermostats, condensers, fans, piping, and ducts.
MINIMUM QUALIFICATIONS:
Education/Certifications:
1. Requires a high school diploma and Vocational training or equivalent.
2. Must possess and maintain a valid driver's license.
3. EPA 608 certification required.
4. Valid State or Municipality license or NATE Certification.
Types of ACCEPTABLE EPA 608 CERTIFICATION
* Type I Certification
Possess the ability to services small and light HVAC devices like vending machines, window air conditioners and refrigerators for residential properties. In addition, their services are limited towards repairs and diagnosis.
* Type II Certification

JOB DESCRIPTION:
VATC Operations currently has openings for Mid-Level All-source Analyst - Regional SMEs to support various analysis and production cells and teams throughout the CJOA.
Mid-Level All-source Analyst Regional SMEs develop all-source association matrices on individuals identified in reporting, construct link diagrams, develop Priority Intelligence Requirements (PIR)/ Host Nation Information Requirements (HNIR)/IR analysis of reporting, and perform general intelligence analysis related to counter-terrorism, HUMINT, Iraq, Syria, Turkey, Jordan and Southwest Asia regional issues, political/military analysis, and targeting as requested.
Additionally, they will prepare provincial and district assessments, campaign and mission analysis briefings and annexes, High Value Individual Targeting products, Extremist and Regional Threat Network Nodal Analysis. They will also prep daily fused assessments using IMINT, SIGINT, and HUMINT products and provide senior analytical advising for military or DoD civilian analysts and provide senior analytical advising for military or DoD civilian analysts.
Responsibilities also include performing all-source intelligence analysis related to military actions, insurgent activities, economic and political activities, and threats to regional stability as well as researching, developing, presenting, and publishing all-source intelligence products at the tactical, operational, and strategic levels.
Minimum required qualifications
· Education – Associate’s Degree OR four years direct relevant experience
· Experience – at four eight years’ analytical experience at the tactical/operational level within DoD or equivalent Government agencies and requires former MOS 35F, 350F, 18F, 35D, 34A, or equivalent such as USMC – 0204, 0210, 0211 - Counterintelligence/Human Intelligence (CI/HUMINT) Specialist, 0231 Intelligence Specialist, U.S. Navy – Navy Intelligence Specialist, USAF –1N7X1 Human Intelligence Specialist, 1N4X1 Intelligence Fusion Analyst

JOB DESCRIPTION:
VATC Operations currently has openings for Mid-level Intelligence Requirements Collection Managers. RCMs will provide support to the CJTF-OIR/CJ2 ISR Division and CJTF-OIR subcomponents, as assigned.
They will be responsible for coordinating all ISR collection requirements and ensures all intelligence data is properly disseminated within the CJOA and shall travel (ground/air), as required, throughout the CJOA, in order to accomplish directed support activities.
RCMs coordinate all ISR collection requirements for assigned CJTF-OIR subcomponent and submit to the CJTF-OIR Collection Requirements Management team for validation. They will also ensure all intelligence data is properly disseminated within the supported command's organizations as well as create, submit, and track collection requirement nominations and ensure products from collections are disseminated.
Additionally, it is their responsibility to Monitor a wide range of available collection systems for mission statuses to ensure new and existing requirements are being satisfied and, when needed, develop collection plans daily for airborne assets and national technical means.
Minimum required qualification:
· Education - Associate’s Degree OR four years of direct intelligence analysis experience
· Experience – Four to six years Collection Management operational experience within DoD or equivalent Government agencies
· Thorough understanding of DoD and Service collection techniques, capabilities, and applications
· Proficient in using basic computer applications to include MS Office (including PowerPoint) and intelligence related automation
· Knowledge and familiarity of systems such as Falconview and C2PC
· Experience with IC collection management systems (e.g. Coliseum) mission applications
· Experience with communications capabilities within JWICS, INTELINK, and SIPRNet (e.g. MIRC, Jabber Chat, etc.)

Qualifications

Experience should align with Base Operations Support (BOS) services, such as: support for food and housing services for unaccompanied and deployed forces; religious services and programs; payroll support; personnel management; morale, welfare, and recreation services to military members and their families; infrastructure support for utility systems operations; installation equipment maintenance; engineering services including fire protection, crash rescue, custodial, refuse collection, grounds maintenance, and lease of real property; security protection and law enforcement; and transportation motor pool operations. Experience in a management or supervisory capacity in a remote location with a multi-national work force is highly desirable. DUTIES AND RESPONSIBILITIES
Work involves applying analytical processes to the planning, design, and implementation of new and improved information systems to meet the business requirements of customer organizations.

This position is assigned to the Entertainment Services Branch (N923); Fleet Readiness Division; Fleet and Family Readiness (FFR); Commander, Navy Installations Command (CNIC); Millington, TN. N923 Branch consists of Navy Motion Picture Service (NMPS), Navy Golf, Bowling, Bingo and Gaming, Navy Morale, Welfare and Recreation (MWR) Food & Beverage with responsibility for all aspects of financial and budget management. The primary purpose of this position is to provide fiscal oversight, internal review, and property/inventory management. The Budget Analyst will identify and resolve financial issues, work closely with the chain of command to maintain compliance with guidelines, identify available resources, recommend ways to best utilize such resources, and provide analyses of branch budget execution and financial status.
DUTIES AND RESPONSIBILITIES

Performs a variety of budgetary and administrative functions in the formulation, execution, and review of assigned portions of the appropriated fund (APF) and non-appropriated fund (NAF) budgets.
Formulates and revises the annual APF & NAF budgets for N923 programs.
Researches, compiles, and summarizes data concerning expenses and similar object class and line item information needed for formulation of budget estimates.
Selects and enters budgetary information on a wide variety of related forms, schedules, and reports.
Coordinates with program managers and other staff connected with the budget process (e.g., personnel, accounting, payroll, and contracting).

Checks the accuracy and adequacy of budget justification data submitted in support of budget estimates or requests for allotments by comparison with source documents (e.g., project reports, accruals reports, equipment, and supply records).
Validates branch program expenditures. Monitors and tracks obligations and expenditures for branch programs. Verifies that obligations and expenditures occur on a timely basis in accordance with the annual work plan and regulatory controls, and are within amounts programmed.
Reconciles funding obligations against procurement executions for AFP and NAF. Checks status in the SAP accounting. Obtains required documentation (e.g., record of payments, purchase orders, proof of delivery, etc.).
Reports variations in excess of accepted funding limitations to program managers.
Advises program managers and other interested parties on the status and availability of funds in different budget accounts and all aspects of the command and installation budget process.
Recommends transfer of funds when needed to cover increases in obligations or expenditures that fall within established limits.
Prepares a variety of reports covering the status of funds, expenses, and obligations, (e.g., spreadsheets, graphs and narratives).
Reviews accounts payable for accuracy/validity and authorizes payment.
Drafts replies and/or endorsements in response to incoming correspondence from Commanding Officers, MWR Directors and Program Managers.
Serves as the branch financial representative in the conduct of official business with other activities which may be within the Department of the Navy (N92, CNIC HQ, personnel, et.al.) within DoD (United States Coast Guard, National Oceanic and Atmospheric Administration, et.al.) as well as non-governmental agencies such as vendors.

Must have or be able to obtain and maintain Contract Office Representative (COR) status within 60 days of employment.
Skill in the identification, analysis, and resolution of a wide range of budgetary problems, such as: the development of alternative methods of funding; formulation of budget estimates for programs in which objectives, work processes, and funding requirements have changed to the extent that substantial re-budgeting is required each year; and development and administration of budget execution subject to fluctuating revenues and changing demand for services which necessitate reprogramming throughout the fiscal year.
Knowledge of and skill in applying the principles and practices of budget formulation to review, edit, and consolidate budget estimates to adjust data in related forms and schedules.
Skill in analytical reasoning and ability to apply that skill to the identification, analysis, and conceptualization of budgetary problems and development of alternative solutions.
Knowledge of the FFR organizational structure and programs. .
Knowledge of computer database, spreadsheet applications, SAP, and Microsoft programs.
Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
Knowledge of policies and procedures regarding procurement, control and disposition of U.S. Government appropriated and non-appropriated fund property.
Knowledge of policies within the CNICINST 1710.3, and/or other APF/NAF policies, procedures, and/or instructions within the U.S. government.
Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
Ability to work cohesively as a team member and communicate effectively both orally and in writing.
