This position is assigned to the NAF Human Resources (HR) Branch; Fleet and Family Readiness Support Services; CNIC; Millington, TN. Incumbent serves as a Headquarters (HQ) Information Technology (IT) Specialist within the Human Resources Information Systems (HRIS) section.
DUTIES AND RESPONSIBILITIES
Work involves applying analytical processes to the planning, design, and implementation of new and improved information systems to meet the business requirements of customer organizations.
Functions commonly performed by employees in this position may include: performing needs analyses to define opportunities for new or improved business process solutions; analyzing customer/user/process owner change requests and/or making suitable alternative recommendations to business partners when applicable; consulting with customers to identify and specify requirements; conducting as-is/to-be business process descriptions/flowcharts workshops, documenting results and creating gap-fit analyses; researching best practice Enterprise Resource Planning (ERP) and/or Timekeeping configuration solutions; translating customer business requirements into configured system prototypes; developing overall functional and systems requirements and specifications; conducting business processes reengineering and documenting results; conducting feasibility studies and trade-off analyses; preparing business cases for the application of IT solutions; defining ERP and/or Timekeeping system functionality scope and objectives; developing cost estimates for new or modified systems; preparing functional specifications for custom application developments; planning and managing phases of ERP and/or Timekeeping systems implementations; configuring ERP and/or Timekeeping systems to accomplish business functions; creating ERP and/or Timekeeping system configuration documentation; planning and managing system testing as appropriate; creating testing plans and testing case scenarios; planning and managing system data conversions; performing unit testing, integration testing and regression testing; providing beginner and advanced ERP and/or Timekeeping system training to super-users, business process owners, end users and peers; acting designation as contracting officer representative, as required; presenting draft specifications to the team leader for discussion; providing higher level helpdesk support for the ERP and/or Timekeeping systems; cross-training colleagues as required or appropriate; and ensuring the rigorous application of information security/information assurance policies, principles, and practices to the systems analysis process. QUALIFICATIONS REQUIRED Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs.
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, technology management, business administration OR degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks OR three years of general experience as well as three years of specialized experience.
Knowledge of basic IT infrastructure (e.g., hardware, software, network).
Knowledge of and ability to apply basic IT principles, methods (e.g., system integration), concepts (e.g., system life cycle management), and practices.
Knowledge of HR, timekeeping, and payroll concepts, practices, laws, policies, regulations, and procedures.
Knowledge of Department of Defense (DoD), Department of the Navy (DON), and CNIC policies, regulations, and procedures related to information security.
Knowledge of CNIC organizational structure and mission(s).
Skill in the use of ERP with a focus on HRIS systems.
Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
Ability to troubleshoot applications and/or ERP systems issue(s) and provide technical help desk advice and/or assistance to end users.

Serve as Relational Database Management System (RDBMS) Administrator responsible for all aspects of the Microsoft SQL relational database management system architectures. Assists in developing the strategy for optimal use of SQL services to include SSIS, SSRS, and SSAS. Develops network and systems focused SQL-based reporting products in order to aggregate data across multiple disparate business intelligence and database platforms. Provides data management for key Enterprise Services, supporting a Joint Service component on a global footprint. Has experience or knowledge with SAN storage systems, web server software, and network technologies is desired. Experience and knowledge of one or more of the following scripting languages, Microsoft T-SQL, Microsoft PowerShell, Microsoft instance of the R programming language, and Microsoft VBS is required in order to develop new and maintain established automation processes which facilitate the day to day operations of the database management system infrastructures. Experience or knowledge with other advanced database management systems (DBMS), such as postgres and MySQL is preferred.
3. System and Customer support.
Provides customer support for the command and unit level members on all “as-a-service” offerings for the business intelligence team. CONDITIONS OF EMPLOYMENT:

The MEMS Support Team Member executes the set‐up, configuration, and administration of the Master Event Management System (MEMS) Server. The candidate shall advise on the design, planning, preparation, execution, and recovery of systems to support exercise control. The candidate shall provide instruction to personnel as designated by the exercise/event lead to meet individual and unit training objectives. The candidate may be the site leader’s property hand receipt holder to ensure the accountability and sustainment of the command and control and/or training systems. Specific responsibilities include:

The Joint Multinational Readiness Center (JMRC), located in Hohenfels, Germany, is one of three maneuver U.S. Army Combat Training Centers (CTC) that provide realistic training to Battalions, Brigades, and Mission Rehearsal Exercises (MRE) for deploying units and to NATO, NATO Partner, and other multinational partners at the direction of the CG, USAREUR. JOB DESCRIPTION
VATC Operations currently has openings for two (2) Simulation Facilitators as Simulation Team Members at the Hohenfels, Germany JMRC beginning 1 November 2017.
The Simulation Team Member executes set-up, configuration, operation, and troubleshooting of U.S. military command and control related clients and software tools. Individual shall be the technical expert on the simulation-stimulation of the systems to include the employment of simulations and/or gaming systems that stimulate command and control systems. Support the design, planning, preparation, execution, and recovery of systems to support exercise control.
Provide instruction to personnel as designated by the exercise/event lead to meet individual and unit training objectives. Works in support of IT system configuration; troubleshoot issues and provide IT quality assurance. Executes Zone Facility Management supporting Room Builds and Equipment Accountability. Specific responsibilities include:
- Actively participate in all JELC events with representation in government-designated planning syndicates.

Military Command Center (NMCC) in intelligence operations, policy, doctrine, planning, programming, management, staff supervision, process and intelligence oversight in support.
Responsibilities and Deliverables:
A) Train, advise, assist the Deputy G2, division personnel and other Afghan GsG2 and AmoD-I organizations as appropriate on the following strategic echelon tasks:
a) Source operations and reporting functions
b) Identification of systemic problems, development and implementation of HUMINT policy and doctrinal solutions.
c) Accomplishment of the interrelated steps of source operations handling.
d) Conducting source operations independently.
e) Reporting collection information using secure communications or the approved communications means available.
f) Submit ANA required reports through established channels and in approved formats.
g) Assisting in the validation and updating of HUMINT Course of Instruction at the ITC, and other courses where necessary.
B) In conjunction with CI Directorate and MNIC CCIRM section, assisting MI Regional Offices (MIROs) to focus training on military HUMINT operations with specific emphasis on development of the following:
a) Source operations to include source placement, access and collection strategies based upon analysis of requirements.
b) Coordinate with the MIRO CI officers to de-conflict CI and HUMINT requirements, sources and collections strategies.
c) Mission management of all subordinate MI Provincial Offices (MIPOs).
d) Analysis and quality control of HUMINT reporting from subordinate MIPOs.
e) Preparation and submission of HUMINT reporting to the Combined Collection and Reporting Center (CCRCC) In conjunction with relevant elements of the GSG2 and AMOD-I, ensure the effectiveness and accountability of the Intelligence Operations Funds (IOF) Process.
D) Assist in the strategic intelligence fusion of multi-echelon collection activities, reporting and dissemination process.
Minimum Qualifications:
A) Candidate must hold a current SECRET Level Security Clearance (Previously granted and never revoked or suspended). If chosen, Candidate must remain armed in accordance with New Century Policies throughout the duration of employment in country.
B) Recent strategic or operational experience in MoD or Afghan General Staff environments, strategic intelligence agencies, inter-agency strategic operations preferably in Afghanistan or Iraq training international forces, as a Senior Level Government, Military Officer, Senior NCO or contractor assigned to like positions.

Background:
The personnel of the DCOM-A G2 Intelligence Training and Advisory Group (INTAG) are responsible for training, assisting, and advising the Assistant Ministry of Defense Intelligence (AMoD-I), General Staff Intelligence (GSG2) Staff, National Military Intelligence Center (NMIC), and elements of the National Military Command Center (NMCC) in intelligence operations, policy, doctrine, planning, programming, management, staff supervision, process and intelligence oversight in support.
Responsibilities and Deliverables:
A) Mentor will work for and report to the Intel advisor lead at the corps or division to train, advise, and assist (TAA) ANDSF on the following tasks:
a. The development of collection plans using all their intelligence enablers and will TAA MI KDK or any level of intelligence (G2 down to intelligence soldier) in collection TTPs and strategies as directed by lead intelligence advisor.
b. Development of readiness cycle for intelligence enabler equipment (aerostats, raid towers, ScanEagle, Wolfhounds, Harris Radios, etc.)
c. Identification of systemic problems as well as the development and implementation of SOPs, policies, and doctrinal solutions.
d. The identification of intelligence gaps in order to coordinate with CCIRM to develop collection strategies to fill such gaps along with aiding in the collaborative efforts with the single-source intelligence sections (GEOINT, CI/HUMINT, IMINT, SIGINT, and OSINT) to continue to identify critical, specific intelligence gaps.
B) Liaison with internal and external GIRoA, MoD, US and Coalition organizations if necessary.
C) TAA on intelligence fusion and intelligence – operations fusion.
D) TAA tactical, operational, and strategic collaboration and fusion capabilities where appropriate between your assigned ANDSF unit (corps or division) and GSG2 and MOI intelligence organizations.
