2. Senior Technical Advisor (SIGINT) - TS-SCI - Fort Meade, MD

This Overhead Senior Technical Advisor position provides systems engineering support and related services to Sensor & Data Operations (SDO) Leadership in all facets of managing the Overhead access portfolio. The contract shall be responsible for a large dynamic range of projects and tasks supporting the efficient operation of SDO and ensuring that SDO’s equities in multi-agency Overhead access interactions are managed effectively, including:
• SETA support to SDO Leadership to accomplish organizational strategy and objectives as they relate to Overhead access
• Draft, coordinate, and submit the Government for approval updates to the SDO strategy that account for enhancing inter-agency partnership
• Organize, facilitate, take notes, and produce minutes from recurring engagements with partner organizations
• Advise SDO Leadership on candidate courses of action regarding strategic decisions which impact the partner relationship
• Develop and/or contribute to CONOPs, as required, that account for multi-access interaction between the Overhead access and the greater Midpoint portfolio managed by SDO

Bachelor’s degree or advanced degree in computer science, information systems, engineering or other related discipline plus at least 20 years of systems engineering experience. A Master’s degree or PhD may be substituted for two years of experience. A high school diploma or GED plus 24 years of systems engineering experience would also be acceptable. Eligible for a TS/SCI clearance.
The Mission Customer is looking for a high-performing System Engineer with broad systems engineering experience and experience with Overhead programs. Responsibilities:
The Field Service Representative (FSR) will be responsible for providing on-site technical customer service. Bluehawk is currently seeking Special Operations Forces (SOF) Intelligence Integrators to serve on a unique, multi-discipline team assisting Special Operations Forces' (SOF) operational and tactical commanders, their staffs and their subordinate units with fusing operations and intelligence information in an effective, seamless process to enhance their effectiveness against threat networks that facilitate or employ Improvised Explosive Devices (IEDs).

Responsibilities
The SOF Intelligence Integrator will:
• Assist in developing processes that focus on developing SOF Situational Understanding of threat networks and enabling DOD, IA, and IC communities of action focused on dismantling, disrupting, and defeating those networks.
• Prioritize and categorize requests for support, conduct near- and long-term analyses of device and network-centric problem sets, fusing multiple intelligence disciplines to support the application of operational capabilities in order to facilitate disruption and defeat of threat networks that employ or facilitate IEDs.
• Focus on problem sets at the tactical through operational levels while applying a thorough understanding of ISR integration and the ops/intelligence fusion process to compile, collate, analyze and evaluate all sources of information (to include unevaluated intelligence and open source data) associated with IEDs and their employment/facilitation by terrorist, insurgent, or criminal networks.
• Work closely with other members of a multi-discipline team to identify capabilities and vulnerabilities of targeted enemy organizations, identify trends, patterns and key nodes and highlighting their relationships to the targeted enemy networks.
• Must possess a thorough understanding of the intelligence process to compile, collate, analyze, produce, and evaluate all-source intelligence and provide subject matter expertise.
• Able to provide guidance and mentorship to junior analysts and should be able to provide daily feedback to the team lead on product development.

Job Description
The Cyber Security Analyst will provide cybersecurity engineering, systems architecture, and certification and accreditation (C&A) support to ensure that all customer related missions remains certified, accredited and satisfy all cybersecurity requirements. Support will include, but is not limited to the following:
•Will actively work to improve the security posture of the organization through the proper implementation of technical security controls and provide summary evidence of this in each monthly summary report
•Will work with the customer's Cybersecurity Office and stakeholders to define and implement the overall C&A strategy and produce a cybersecurity policy outlining said strategy for Government review and approval
•Will coordinate and publish approved C&A event schedules on the Cybersecurity SharePoint site. The analyst will assist the Government by participating in certification events with Army G2 security control assessors and record the results of each event in the weekly and monthly summary report
•Will provide security control guidance and recommendations, to include those requirements found in NIST 800-53, Director of Central Intelligence Directives (DCID) 6/3, DoD Information Assurance Certification and Accreditation Process, DoD Instruction (DoDI) 8510.01 RMF, 500 Intelligence Community Directives (ICDs) to include applicable overlays, Continuity of Operations Planning, Security Technical Implementation Guide and Assured Compliance Assessment Solution (ACAS) scan results
•Will complete daily sampling of reviews of ACAS vulnerability scans and track mitigation progress for each finding, reporting the results in the WARs
•Will conduct hands-on evaluations of technical configurations on diverse technologies such as network devices, operating systems, and platforms supporting virtualization, database, web and applications in the environment and prepare briefing of those technologies to support improving security posture of the organization
•Will create and maintain extensive C&A Body of Evidence (BOE) documentation to include enterprise System Security Authorization Agreement, plan of action, and milestones, waiver and exception documentation while ensuring the technical accuracy of all specified BOEs.
•Will create and document internal application and code review procedures, such as the Product Description Documentation (PDD) process and the initiation of Certificate of Networthiness (CON) packages to United States Army Network Enterprise Technology Command to be reviewed/approved by the Government
Qualifications
•Minimum 6 years' professional experience supporting technology delivery to commercial or government clients
•Minimum of two years' experience in achieving cybersecurity certification and accreditation
•Technical expertise in managing information-related risks within enterprise architectures, acquisition strategies, and testing and evaluation.
•Experience with the Risk Management Framework and DIACAP
•Active security-related certification (i.e., CISSP, CAP, or Security+)
• Strong written and verbal communications skills
Required Education and Clearance
•B.S. in information systems related major or 6- 8 years' experience, CISSP certification is preferred.
