MARSOC/MRTC-SERE Task Lead Instructor (LeJeune, NC) (S) Job Summary: Cubic | NEK Services, Inc., is seeking a fully qualified SERE Subject Matter Expert (SME) Task Lead Instructor who stay abreast of and remain proficient in the latest PR/SERE TTPs in accordance with Government furnished Programs of Instruction (POI), Master Lesson Files (MLF), and applicable references to support MARSOC’s mission to train, equip, and protect its’ personnel, prepare them for potential isolating events, enhance recovery efforts, and reduce the potential for exploitation of captured personnel. This is a pre-award effort and position will be contingent upon contract award. Essential Job Duties and Responsibilities: Continual interaction with the COR and any appointed Technical Representatives. Management of all Contractor personnel, to include: Management of surge hours and Contractor travel. Ensure contractor personnel complete initial and follow-on training/evaluations as required. Overseeing deadline completion, resource management, risk assessment, and tracking. Designing, planning, and establishing milestones. Ensuring all deliverables and course timelines are met. SME for all PR/SERE events; capable of filling any position for coverage gaps. Support the development of new concepts and doctrine for the MARSOC SERE School. Research and keep current on new technology and doctrinal developments in order to support the Government’s efforts to improve the quality and scope of training. Responsible for ensuring uniform sustainment items/materials are budgeted and replaced as serviceability life expires or as directed by the COR. Coordinating with Government Section Leads, both Active Duty and civilian GS personnel, to ensure Contractor assignments are provided to fill instructor billets, duties and responsibilities. Ensure contractor personnel are performing IAW the SOW and applicable MARSOC PR/SERE and MRTC POIs. SL Instructors shall communicate with the Task Lead on any manning or performance issues affecting the performance requirements as outlined within this SOW. SME for all PR/SERE events; capable of filling any position for coverage gaps and temporarily for Task Lead. Successfully complete: SERE370, SERE360, SERE350, PR303, and PR348 Develop, update, review, and deliver (instruct/present) required POI techniques, tactics, and procedures for all course material. Perform pre-course coordination and preparation of required information and materials for all training events. Develop and deliver all required Code of Conduct (CoC), PR principles and procedures, world-wide survival and evasion TTPs, resistance and escape POIs, academic role play labs (ARLs), field training exercises and resistance training laboratory (RTL) exercises depicting simulated captivity situations course materials. Develop and execute survive, evasion, resist, escape, and effect personnel recovery across the range of military operations, possible isolating events and the spectrum of captivity (Wartime (WT), Peacetime Governmental Detention, Wartime (POW), and Hostage Detention) training scenarios as required for each course. Provide written assessments and student reviews/feedback supporting student capabilities. Generate and administer student course evaluations at the conclusion of each training iteration. Coordinate end of FSLC course recovery activities and events as directed (PTOC personnel). Assist in the development and training of newly assigned Contractor, Active Duty and DoD Civ (GS) personnel, as well as, refresher training IAW the MARSOC SERE SOP. Assist in the development of new concepts and doctrine for the MARSOC SERE Course. Perform and research technology assessments to stay current on capabilities in order to support the Government’s efforts to improve the quality and scope of training. Analyze course content and evaluate student performance and make recommendations concerning course improvement. Apply a practical understanding of the regulations, policies, field manuals, lesson outlines, courseware and POI utilized to conduct SERE training. Use professional judgment in applying interpretations regarding approaches to be taken in the development of SERE training programs. Perform Range Safety Officer (RSO) duties for S/E and RT training operations in support of SERE. Shall complete SERE Course Unique Instructor Training (CUIT) and its accompanying Individual Training Standards (ITS) immediately upon hire. Other duties and tasks assigned by Command team, as necessary. All MRTC SERE Instructor contract personnel are required to undergo a quarterly instructor evaluations to comply with Government proficiency standards. Each contractor is evaluated against SERE KSAs and adult learning theory foundational competencies based upon SERE SMEs assigned and designated by the Director of PR/SERE. Required Skills/Qualifications/Experience: BA/BS degree accomplishment in any field --OR-- Program Management Professional (PgMP) certifications --OR-- Any post high school education AND 10 yrs SOF experience AND 5 yrs as a certified instructor at a FSLC SERE School. Minimum of 3 years of experience as a Program or Contract Manager (i.e., manage 20+ instructor personnel in high risk training exercises) for a contract of similar size and scope –OR-- Minimum of 5 years of leadership experience (military, contract or civilian) as a Section Lead (SE or RE equivalent) for a SERE or SOF specific high risk course. A Minimum of 6 years’ experience as a SERE Instructor at a DoD approved Full Spectrum Level “C” SERE school of which three years must have been at a USSOCOM Full Spectrum Level “C” SERE Course, i.e. MARSOC, NSW, USAJFKSWCS. Work pressure can be substantial during peak times, requiring considerable adaptability, and some overtime may be required to complete deadline work.
