Position Summary:
You’ve witnessed the good, the bad, and the ugly across the security cooperation enterprise. This is your chance to channel your first-hand experience into positive contributions supporting U.S. efforts to achieve interoperability with our partner nations. MSI is building a team of Security Cooperation Assistance (SCA) and Reform advisers & policy analysts to support the Office of the Undersecretary of Defense – Policy (OUSD-P) and the Defense Security Cooperation Agency (DSCA). This team will support military planners with the achievement of U.S.-led security capacity building efforts worldwide. Goals include 1) establishing and maintaining interoperability with partner nations; 2) fostering cooperation across diplomatic, economic and development interests; 3) assistance with peacekeeping operations; and 4) justice sector reform. MSI’s SCA Advisors will support OUSD-P with initial assessments and theories of change; planning activities across the range of SCA operations; and ultimately leading the implementation of monitoring and evaluation systems to improve U.S. returns on SCA investment. Travel and/or relocation throughout the geographic combatant commands’ area of responsibility and/or the Pentagon will be required. Assignments may be short or long-term. The anticipated start date will likely be late FY 2019.
Responsibilities:
· Support strategic planning activities.
· Develop and implement innovative monitoring and evaluation approaches.
· Recommend courses of action to improve U.S.-funded SCA/reform return on investment.
· Perform support activities in a timely, cost-effective and efficient manner while maintaining excellent quality of service delivery.
· Mobilize to support Combatant Commands in the development and assessment of Initial Design Documents for SCA/reform initiatives.
· Create and apply lessons learned derived from monitoring and evaluation activities.
· Design and delivery of training solutions across the security cooperation enterprise.

Qualifications:
· 2+ years of successful leadership experience within the OUSD-P, Combatant Commands, Defense Security Cooperation Agency, Bureau of Political-Military Affairs, Bureau of International Narcotics and Law Enforcement, other relevant federal agencies.
· 2+ years as a military planner supporting on one or more of the following programs: FMF, INCLE, ASFF, ISFF, PCCG, CRSP, 1033, 1004, PKO, GSCF, NADAR, CCIF, CTFP, IMET, Section 1206 or other relevant program.
· 2+ years with the National Guard State Partnership Program
· 2+ years as a policy analyst with the DoD.

RESPONSIBILITIES

Shall interact with analysts, functional users, program offices, national agencies and system integrators to maintain tailored information knowledge architecture and information flow with Government oversight.
Shall also display the necessary proficiency to provide expertise to enable interoperable intelligence systems and information flow between services, national agencies, Combatant Commands, coalition partners, and USCENTCOM.
Responsibilities also include supporting mobile training teams (MTT) in theater as well as attending conferences, identifying and documenting solutions to technical and functional information management requirements.
Prepare, review for proper classification and format, maintain, and post intelligence products to separate networks.
Determine, design, develop, and implement web site scripts and configurations to automate--as much as possible dissemination processes for intelligence products.
Provide dedicated support necessary to collect, identify, document, disseminate and maintain data necessary to produce accurate digital imagery for intelligence analytical products. Such digital information includes: electronic display of enemy and friendly data for electronic intelligence products, Digital Rules of Engagement support, GCCS Integrated Imagery and Intelligence (I3) Systems and USCENTCOM Command Intelligence Picture (TIP).
Duties shall also include configuring web products and acting as a liaison for in-theater organizations using WebTAS and CIDNE in order to install and evaluate new software releases and patches and providing SME support in the usage of CCJ2 tools and sources available for intelligence analysis and production of digital information.

REQUIREMENTS
U.S. Citizen
Bachelor’s Degree with 10 - 15 Years of experience in Knowledge Management, Intelligence Analysis or Systems related career field. Must also be experienced with Intelligence Information Sharing Tools and Applications with demonstrated expert written and oral communication skills.
Select candidate will need a strong working knowledge of and specific scripting skill sets that include:

More About the Role:
The primary role of the GIS Manager is to coordinate the GIS resources (tools and data) to ensure the success of the day-to-day operations of the organization. This includes management of hardware and software issues, database design and maintenance, technical support, and management of the GIS server. The manager must have the knowledge and the ability to articulate the “how and why” of putting GIS to effective use across all business lines within the organization.
While providing reach back support, you will provide support to RFS responses developed by embedded teammates supporting units forward; answer requests for support from other intelligence consumers, and work closely with a wide variety of units, institutions, and partners. You will assist with training and pre-deployment training/preparation.
You will work closely with other members of the team to monitor and identify capabilities and vulnerabilities of targeted enemy organizations; identify trends, patterns, and key nodes; and highlight their relationships to the targeted enemy networks. More About the Role:
You will work in the DTRA/JIDO J2 and fuse operations and intelligence information to enhance situational understanding of the C-sUAS threat and develop solutions to enhance the effectiveness of the Community of Interest (CoI) against threat networks. You will identify and analyze problems, and generate recommended solutions based upon experience working with elements of the DOD, interagency and international partners.
Your duties will also include performing research in technological fields related to improvised threats as well as utilizing knowledge of the basic functionality of improvised devices to include explosives, radio transmission and reception, materials, components and electronics.
Continued education on the UAS mission involves reading and analyzing technical documents for relevance and feasibility to maintain familiarity with various sources of technology information and emerging UAS systems. You will synthesize this information into topics for presentation to decision makers, with the end goal of determining whether technology can be utilized by extremists to overcome conventional defense systems. This requires knowledge of how defense systems operate, their vulnerabilities, and how they are employed by coalition forces.
You will produce detailed presentations to inform senior executives and on the imminence of threats, the nature of the threat, and the likelihood the threat could be employed by targeted adversaries. This requires skill in translating highly technical concepts into terms capable of being absorbed by laymen, exercising superior oral and written communication, and the ability to answer complex questions on demand, without a need to reference background materials. You will also accurately translate the magnitude of the threats from emerging technology that may not be widely available in the commercial sector yet and framing it into scenarios which would cause harm to Homeland interests and assets.
Travel will include attendance at various community of interest seminars, conferences, technology expos, and working groups through the CONUS. Your attendance may also be requested at numerous demonstration and testing events to observe emerging UAS technology and provide context to the exhibited problem set. As the technical expert for the Homeland C-UAS team, you will collaborate across agencies within different departments, requiring an intimate knowledge of the subject material and the ability to convey that information to scientists and engineers.
You will work closely with other members of your team to identify capabilities and vulnerabilities of Homeland C-UAS systems, enemy tactics, techniques, and procedures, and conventional responses to potential threats; identify trends, patterns, and key nodes; and highlight their relationships to the greater UAS enemy networks.

Responsibilities

Under the supervisor of the Director – Information Technology, the Information Technology Specialist provides network support and assists with analyzing requirements to plan systems that will provide the capabilities required for projected workloads. Information Technology Specialist serves as technical expert for the development, implementation, management, and support of MSSI systems and networks.
An Information Technology Specialist may assist with the planning of various layouts and installations of new systems or equipment at all health service delivery locations in Iraq and ensure connectivity with DOS and other systems. In support of the MSSI mission the Information Technology Specialist may perform in any or all of the following roles as assigned by Director of IT:
Network Administrator - A network administrator is responsible for maintaining MSSI local area networks (LAN), wide area networks (WAN), Internet, intranet and network security applications. A network administrator may also be called up to design, install, sustain network hardware/software and supports the CHS and MSSI computer network system.
Computer Support Specialist - A computer support specialist supports CHS and MSSI and DOS/COM information technology policies and practices by providing technical services to end users. A computer support specialist may be responsible for help desk support and/or technical support. A help desk computer support specialist assists end users via phone or radio by troubleshooting, diagnosing technical issues and providing solutions to computer problems. A technical computer support specialist is responsible for solving technical computer problems by installing and repairing hardware/software applications.
Database Administrator - A database administrator maintains, supervises and tests CHS MSSI database management system, as required. A database administrator also schedules and oversees the installation, modifications and changes to database management system. Based on requirements, database administrators may manage a team of database specialists for special transition projects and implementations. A database administrator must have extensive knowledge in database management systems and be able to train end users on policies and procedures.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.
Duties and Responsibilities
•Performs IT help desk functions.
•Confers with managers to obtain information on limitations and capabilities of existing systems and capabilities required projected workload.
•Assists with the planning, implementation, and supporting of the network platform and with the installation and maintenance of various Local area networks’ hardware and software infrastructures.
•Assists with analyzing requirements for the computer and network systems technology and reviews available vendor offerings to recommend computer and network architecture solutions to the Director - IT.
•Assists with the planning of future enhancements to the infrastructure including networking needs, such as hardware software and storage solutions.
•Assists with evaluating factors such as number of departments serviced by data processing equipment, required reporting formats, time requirements and cost constraints, and need for security and access restrictions to determine hardware configurations.
•As assigned, develops policy, procedures and controls to ensure only authorized access and use of DoS OpenNet (unclassified, secure system). Assists the Director – IT and the Health Systems Administrator/Logistician account for and control DoS computers and other related IT property.
•Responsible for the day-to-day backup of the network and ensuring the smooth running of the networking process. May be responsible for training users to use new or modified equipment.
•Monitors equipment functions to ensure system operates in conformance with specifications.
•May perform other duties and responsibilities, as assigned by the Director – IT.
Other Duties
•IT service providers will document trouble- and other reports, service calls/work performed, system or configurations changes.
•Attends and participates in a variety of meetings and task force groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
•In the rare event of direct patient contact, maintains the highest regard for patient dignity and observe the precepts of the American Hospital Associations Bill of Rights for patients.

Job Requirements
Required Certifications, Qualifications and Experience
•A MCSE is preferred.
•Five (5) years of experience in a full-time IT Specialist or is required.
•A BA/BS in Computer Science, Computer Technology is highly desirable

•No conditions that would prevent the wear of personal protective equipment; including protective mask, ballistic helmet, body armor and chemical/biological protective garments or conditions that would prevent the capability of donning, lifting or carrying of up to 70 lbs. of referenced gear while running to a bunker or protected area in the face of perceived or imminent danger.
•Work is normally performed in a typical interior/office work environment; travel in Iraq is required by surface or air.

The SOF Operations Integrator will provide operations advice to SOF commanders and staff on all activities with regards to planning and synchronization of C-IED support to deployed SOF elements, coordinate SOF requests for C-IED support with other deployed assets and enabling elements, ensure SOF assets are kept abreast of all current and emerging C-IED processes, methodologies, and Tactics, Techniques & Procedures (TTP) for attacking networks that utilize IEDs, and provide advice to SOF Commanders and their staff on how to best integrate C-IED, and specifically Attack the Network (AtN) capabilities into their ongoing operations and analytical efforts.
Best Candidates: The best candidates will be recently retired or soon to be retiring SOF Senior NCOs (E-8 or E-9), Field Grade Officers, or Warrant Officers who have an active or current TS/SCI clearance, a combination of leadership and staff experience, multiple SOF combat deployments to Afghanistan, Iraq, Kuwait, Syria, locations in Africa, or other similar deployments where C-IED planning and Attack the Network combat operations took place, and will have the knowledge and credibility required to advise senior SOF Commanders and Staff on integration of C-IED efforts into the planning and execution of ground combat operations.

This position requires recurring domestic and international travel to include deploying to combat zones.

The JET Member is a Senior Operational Specialist providing direct armed consulting support to U.S. military and partner forces, serving as members of a multi-discipline team performing tasks directly related to military operations in support of the global war on terrorism and countering asymmetric threats with an emphasis on the improvised explosive device (IED).
These positions are best suited for retiring or recently separating U.S. Army Special Forces/ 75th Ranger Regiment/ SMU/ SEAL/ MARSOC/ Senior NCOs (E-8/E-9) who are broadly-gauged experts and have expertise in specialized military tactics, techniques and procedures, Counter Terrorism tactics, and other SOF skill sets typically associated with countering transnational threats to the security of the United States. SOF Warrant Officers and Field Grade Officers may also be a good fit, especially if there is prior service as a Combat Arms Senior NCO.
The JET Member will typically deploy 1-2 times a year OCONUS for 4 months at a time, with additional sporadic CONUS pre-deployment training.
Personnel in these positions perform missions in various remote locations, typically in high threat combat environments and are often “outside the wire”. This is an armed consulting position where you will be embedded with forward deployed SOF and conventional military units in combat.
Experience and Education:
E-8/ E-9 or Warrant Officer Special Operations experience is strongly preferred.
Must have SF Team Sergeant Time or the equivalent rated experience.
Recent in-theater combat experience with Special Operations Forces is required.
Applicants must have 10+ years of SOF (combat arms) experience.
