Overview

Responsibilities
Analyze user’s requirements, concepts of operations documents, and high level architectures to develop system requirements specifications
Analyze system requirements and leads design and development activities
Negotiates scope and resolves challenges via planning adjustments
Provides visibility into progress and impediments
Facilitates program level processes and execution
Facilitates problem-solving to manage risk, remove impediments, drive program-level continuous improvement, validate system characteristics, properties and behaviors, and enable early feedback
Guide users (product owners) in formulating requirements, advises alternative approaches, and conducts feasibility studies
Provide technical leadership for the integration of requirements, design and technology
Incorporate new plans, designs and systems into ongoing operations
Develop system architecture and system design documentation
Guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans
Interact with the Government regarding Systems Engineering technical considerations and for associated problems, issues, or conflicts
Responsible for the technical integrity of work performed and deliverables associated with the System Engineering area of responsibility

Scope:

Duties and Responsibilities:

Overview
Bluehawk, LLC is seeking Senior level All-Source Analyst for technical and administrative analysis support. This position will gather and analyze information to provide recommendations necessary for the Government to produce, disseminate and apply appropriate intelligence products.
Work Location: Based in Tampa, FL.
It is also possible that work may be required in other CONUS and OCONUS locations in the USCENTCOM AOR.
Responsibilities
All-Source Analysis of USCENTCOM AOR and USCENTCOM Areas of Responsibility (as defined by the unified Command Plan, Military capabilities/General Military Intelligence (GMI) insurgent forces/Indications and Warning (I&W)/geo-political-country analysts)
Researches, analyzes, interprets, evaluates and integrates extremely complex all-source intelligence data pertaining to order of battle, force structure, strategic and conventional military capabilities and key military leadership
Prepares extensive assessments and documents and disseminates information through reports and briefs.
Develops complex analytical approaches to problems and situations for which data is incomplete, controversial, or which no precedent exists
Assesses capabilities of doctrine and strategy production, joint forces operations, force structure, manpower; joint exercises, readiness training; and intentions
Advises and briefs senior leadership regarding critical military capabilities issues
Represents the Agency's position concerning military capabilities to senior policymakers
Provides input to policymakers on key foreign military capabilities trends
Develop innovative approaches to analysis and validates analytical conclusions
The contractor maintains and updates extensive intelligence databases, systems, and mechanisms for sharing relevant intelligence information to support ongoing and projected project
Qualifications
Experience/Knowledge/Skills/Education
Must have one of the following for consideration:
Bachelor’s degree from an accredited college and 8+ years of intelligence analysis experience or specialized training.
10+ years Intelligence Analysis experience or equivalent intelligence/academic experience credentialed subject matter expert or recognized specialist in relevant field.
Other Requirements:
Experience with office applications like MS Word, Access, PowerPoint, and Excel; multiple OCR engine software; entity identification and extraction software, and a proven track record of providing customer support to intelligence analysis is required
Must be proven self-starter, capable of working with little or no guidance, and must be able to develop and produce data for loading into a comprehensive database
Shall be able to deploy and must be willing to deploy to live and work in a potentially hostile environment
Must be able to function during extended periods of high pressure and stress
Must be willing to receive vaccines as required for the AOR
Required Security, Certification, Licenses and/or Registration

Overview
Bluehawk, LLC is seeking an Intelligence Collections Manager for a 12 month deployment to Afghanistan.
Prior to the 12-month deployment, with a 10-day mandatory CONUS training period in McLean, VA.
Responsibilities
The Intelligence Collections Manager will function as a part of an Afghanistan-based intelligence analytical team of military and/or DoD civilian analysts in support of the customer's analytical requirements.
The CM develops, maintains, and updates collection plans based on the supported Commander's Priority Intelligence Requirements. The CM monitors a wide range of available organic and non-organic (organic sensors are assigned/attached to the supported command/organization; non-organic belong to other commands/organizations) collection systems for new nominated requirements, then validates and distributes them as required. The CM prepares ISR assessment metrics of IMINT, SIGINT, and HUMINT products to gauge the effectiveness of collection operations.
The CM interfaces with higher, lateral, and subordinate commands/organizations' Collection and Requirements Managers including entities to answer intelligence - related RFIs and de-conflict or collaborate on AOR requirements and reporting. The CM conducts presentations and briefings when required.
Qualifications
Highly desired qualifications and/or experience:
Three years Collection Management operational experience within DoD or equivalent Government agencies
Thorough understanding of DoD and Service collection techniques, capabilities, and applications
Proficient in using basic computer applications to include MS Office (including PowerPoint) and intelligence related automation
Knowledge and familiarity of systems such as Falconview and C2PC
Experience with IC collection management systems (e.g. Coliseum) mission applications
Experience with communications capabilities within JWICS, INTELINK, and SIPRNet (e.g. MIRC, Jabber Chat, etc.)
Strong writing and briefing skills
Capable of effectively operating as a member of a joint/combined intelligence team

Responsibilities

Qualifications

Title: Assistant Special Operations Exercise Planner

JOB PURPOSE:
The selected candidate will be a member of the VATC SOF Plans support team that provides planning and coordination assistance to U.S. Army Special Forces, Army Rangers, Navy Special Warfare (NAVSPECWAR) Training Detachment (TRADET), Marine Raiders Exercise Control Branch (ECB), Air Force Special Operation Command (AFSOC), and foreign SOF Partner Force units to facilitate participation and integration within planned NTC training rotations. Additionally, NTC SOF Plans coordinates closely with JRTC SOTD and the NTC Operations Group to develop and support a SOF scenario that meets the SOF unit commander’s training objectives. During training rotations, SOF Plans supervises the JSOTF (White Cell) and Exercise Support Group (ESG) and is also responsible for the coordination and integration of SOF units with the Live-Fire Division. coordinate scheduling, administers personnel actions, and leads the completion of all other SOF Plans duties as described below. The candidate will become part of the plans team that will develop SOF scenarios and other products that tie to the conventional force (CF) scenario based on the SOF rotational unit’s training objectives. These products will prepare designated SOF units and their staff for combat.
Primary Duties:
Prepare and develop products and plans which will facilitate CF - SOF interoperability, integration and interdependence (I3) during the Brigade Combat Team Decisive Action Training Exercise (DATE) Scenario and other specialized exercises.
Plan, coordinate, integrate, synchronize, and prepare doctrinally correct Special Operations (SO) and exercise control products. Products include, but are not limited to, SOJTF, SOTF OPORDs, FRAGORDs, TASKORDs, Target Folders, and SO Intelligence Summaries.
Serve as an Operations/Intelligence representative in a replicated JSOTF HQ during NTC rotations.

• Provide Training Manager/Administrative Support in accordance with (IAW) all applicable documents
• Generate multimedia training aids and presentations for instructors.

• Perform pre-trip coordination and planning, post-trip debriefs and after-action reports.

MINIMUM JOB REQUIREMENTS:
Experience/Education
• Must meet one of the following qualifications:
o Must be a graduate of USAF Course S-V81-A, SERE Specialist Training.
o Must possess a minimum of two (2) years of experience instructing at a Level-C Code of Conduct course or suitable related experience to provide a core of full spectrum resistance training experience.
Experience shall include classroom instruction and role-playing in resistance training scenarios IAW all applicable documents
• Qualified to provide instruction for training IAW course syllabi for the functional areas of the courses they are responsible for supporting.
• Must be able to pass an initial Government approved HF Evaluation administered by the assigned Resistance Training (RT) Qualified SERE psychologist.

o These semi-annual training events will take place in approximately April and October.

DUTIES AND RESPONSIBILITIES:
• Provide Water Survival Training Dive Master program management in accordance with (IAW) with all applicable documents
• Conduct Dive Supervisor Training courses for SERE Safety Divers, maintain dive locker and equipment, support military divers conducting an average of 250 dives per year, support continuation training open water dives, manage the SERE Safety Diver Qualification Upgrade program, and Pre-Self-Contained Underwater Breathing Apparatus (SCUBA) qualification training program.
• Perform management, training, and instructor certification functions during academic, laboratory and operational training.
• Conduct course instruction, course administration to include completing student training reports and forms, and logistical, operational and administrative activities for WST academics, pool training, and in-water laboratory training.
• Provide instruction and prepare lesson plans and training aids, and present academic, laboratory, and operational lessons in support of S-V84-A Underwater Egress, S-V85-A Emergency Parachuting and Water Survival Training, and S-V90-A Water Survival Training.
• Contractor laboratory uniforms will match those worn by permanent party personnel with a name tag and company logo that distinguishes the contractor from the active duty force
• Provide on-site Dive Locker Maintenance support at Fairchild AFB WA.
• The support will include but not be limited to; providing technical experience in the operation and maintenance of assigned diving equipment IAW Manufacturer Specifications.
o In addition, will support development of waterborne operations’ procedures designed to enhance the readiness and collective skills of SERE Safety Divers.
• Military diving experience and credibility in the DoD dive community are essential to successful delivery of the required service.
• Research available and emerging technologies and work with the Air Education and Training Command (AETC) dive program manager to identify areas where technology advances in Dive Locker/Maritime operations can benefit the command.
o Specifically, should look for solutions to technology gaps, resource protection, and enhanced equipment training methodology that will save training time, funding, or reduce risk to SERE Safety Divers during water operations.
• Dive Locker Technician may also be called upon to supervise and/or provide instruction to SERE Safety Divers in all aspects of diving operations to include but not limited to Dive Supervisor training, enclosed space diving, and high-altitude diving restrictions.
• The term instruction refers to training, coaching, and professional development.
• The term Supervise refers strictly to the specific duties associated with coordinating, managing, and controlling hazardous activities for operators’ instruction and safety IAW applicable military directives; it does not imply day-to-day supervision and discipline of military personnel.
• Assist with establishing qualification and re-qualification criteria and administrative procedures for documentation in training records and diving logs for assigned Air Force diving personnel, in coordination with the AETC Dive Program Manager.
• Make recommendations on Air Force diving operations, equipment and training matters that affect the USAF SERE Safety Diver program.
• Review all reported diving incidents in order to recommend/direct coordinated changes to training and procedures, where appropriate.
• Maintain Dive Master List (for messages, e-mail, FAX numbers, etc) of all Diving Program Managers and disseminate information periodically to promote communication.
• Provide training on all dive equipment and procedures utilized by SERE Safety Divers.
• Provide diver upgrade training for Mission Qualification Training, enclosed space diving, and Dive Supervisor IAW contractor developed and AETC approved lesson plans (i.e. Navy Experimental Diving Unit (NEDU) TR 05-09).
• Train divers on use, operation, & maintenance procedures for all SCUBA diving equipment to include open circuit SCUBA regulators, buoyancy compensators, life preservers, High Pressure Air Cylinders, diving Air Compressors, and Navy Dive Computers.
• Provide training for Oxygen Handling and Transfer procedures, confined space SCUBA maintenance/training, and the maintenance of assigned equipment/systems and ancillary equipment.
• Support locally developed pre-SCUBA qualification training program
• May conduct other training to include; HAZWASTE/HAZMAT program training for dive-related maintenance, Tag out/Lockout procedures and the Planned Maintenance System.
• Monitor accountability for WST equipment, forecast for new equipment purchase, and research emerging technologies to support instruction.
• May assist with the planning, coordinating, and conducting training in open-water diving, Dive Locker/Maritime operations, rough water operations, lost diver training, and low visibility diving training.
• Schedule, direct, and monitor US Navy Maintenance and Material Management (3M) system while keeping abreast of changes/directives issued by the US Navy.
• Administer all daily, weekly, monthly, quarterly, and annually or greater 3M maintenance requirements for assigned diving related equipment.
• Conduct inventory and maintenance of diving related equipment to include hydrostatic testing of SCUBA bottles and other compressed cylinders IAW Department of Transportation regulations.
• Maintain master files for inventory and dive related programs.
• Maintain and update government furnished regulations, publications, and directives required by MAJCOMS, Naval Sea Systems Command (NAVSEA) and the Naval Safety Center pertaining to waterborne operations.
• Maintain the Naval Safety Center Dive/Jump Reporting System (DJRS), provide quality assurance inspection of dive related information, make entries into the system and provide SERE Safety Divers with copies of Personal Dive Logs.
• Maintain the DJRS of all types of dives performed, equipment used, and note any dive related injuries/accidents to be entered into the Command database.
• Maintain the Material Safety Data Sheet (MSDS) and hazardous material program for the Dive Locker.
• Advise users concerning equipment capabilities and maintenance requirements, work to resolve maintenance problems, and advise users of problems outside the contractor’s ability to overcome.
• When requested, advise/assist in Air Force investigations and analysis of accidents, incidents, and failures.
• Provide technical expertise and assistance in report writing.
• Provide operational support to the SERE Safety Diver program by providing Dive Supervisor support during training dives conducted at home station and TDY locations.
• May be asked to support off station trainer support (on a non-interference basis with primary duties), for unit continuation training (4 times/year).
• For all dive operations, ensure the SCUBA tanks are within hydrostatic test and annual visual inspection dates, filled and serviceable for employment.
• Function as liaison between AETC Dive Program Manager (DPM) and SERE Safety Divers to ensure standards are applied to all contracted Dive Locker/Maritime operations.
• Schedule and perform routine preventive maintenance and minor repairs on equipment listed in Appendix F, IAW 3M System (PMS or manufacturer’s specifications).
• Schedule calibration of all diving related gauges and special instruments tracked within the 3M system.
• Maintain, inspect, and report on the Diver’s Recall System.
• Maintain, inspect, and report on unit assigned breathing air compressors including quality assurance of divers breathing air samples.
• Prepare and schedule non-dive qualified cadre for Navy SCUBA course.
• Coordinate dive seats and fallout seat requests with Naval Dive and Salvage Training Center (NDSTC), AETC DPM, and any other involved parties as required.
MINIMUM JOB REQUIREMENTS:
Experience/Education
• Must be a DoD certified Diver First Class that has qualified and operated as a Naval Enlisted Classification (NEC) M1DV Diver First Class (Legacy NEC Code 5342) as outlined in NAVPERS 18068F Vol II
• Must have minimum of three (3) years’ experience as an Operational Diver First Class.
• Be a current lifeguard and physically capable of swimming in turbulent water in an environmental tank.
o Will not be required to perform dive operations therefore will not need to maintain current physical and medical qualifications IAW DOD standards.
• Have at a minimum three (3) years’ experience knowledge of US Navy recompression chamber operations and have a thorough familiarity with recognition and treatment of diving emergencies as outlined in the US Navy Diving Manual.
• Have at a minimum three (3) years’ experience knowledge in and demonstrate familiarity in certification and maintenance of high-pressure air systems and US Navy approved under water breathing equipment and support systems.
• Must have three (3) years’ experience knowledge in implementation and employment the US Navy Dive/Jump Reporting System, U.S. Navy Planned Maintenance System, and the 3M system as it applies to diving for near, mid, and long-term equipment requirements.
• Have three (3) years’ experience knowledge in reading blueprints and schematic drawings, understand specifications, and interpret illustrated parts breakdowns and other publications used in the field of Dive Locker/Maritime equipment and dive related specialization.
• In addition to US Navy dive regulations; the contractor shall be knowledgeable of USAF and MAJCOM regulatory guidelines and instructions.
• Must meet one of the following qualifications:
o Must be an USAF Course S-V81-A, SERE Specialist Technical Training graduate

• Conduct after-action analysis and communications troubleshooting with AFRCC, Boeing CSEL Helpdesk, and Air Combat Command program office, as required.

You will provide written After Action Reports (AAR) every 90 days to the NSW J3 throughout the duration of the task order performance.

Two of these three years of experience shall involve working in a JOC with at least one year of experience in Current Operations, and two or more deployments supporting SOF.
