NOTE: The funding for this position is contingent upon award from our Government customer. This position will allow for
telecommuting and can be supported from anywhere in the continental United States.
This position encompasses the full project lifecycle management as the site lead for inline baggage handling system (BHS) projects
at airports across the United States. While the BHS projects are designed and installed by airport-hired contractors, they are
funded by TSA and the Site Lead will act as TSA’s eyes and ears on the site. The position involves, risk identification and mitigation,
coordination, communication, report development, drawing review/comment, schedule tracking, rigging subcontractor oversight,
installation oversight, Test Readiness Review evaluation of systems, and project sell-off / close-out of security systems related to
the baggage equipment deployments at federalized airports throughout the US. In addition, the site lead will validate the airport
sponsor’s requests for reimbursement from TSA to confirm the work being invoiced has been performed. The position will support
the TSA TEDS program to maintain, upgrade, and move the established airport security system to the next generation of
capability.
Primary Responsibilities:
The successful candidate will be responsible as the Site Lead at assigned airports, including coordination, design support,
communication, project status and schedule updates, developing statement of work bid packages, perform Test Readiness
Reviews (TRRs), witness test/checkout by TSA independent contractor, airport invoice reviews, and project close out.
• The candidate will be responsible for managing up to 8 projects at various life cycle stages concurrently.
• The candidate will be responsible for periodically visiting each airport and attending airport run construction and planning
meetings.
• The candidate will be responsible for developing various reports (i.e. Weekly Status Reports, Update TSA managed
Integrated Master Schedule, Site Lead Input Sheets, Trip Reports, Decommission Reports, and Test Readiness Notification ) and
subcontractor statements of work (e.g. rigging).
• The candidate may be required to guide or direct the daily activities for assigned teams during delivery and rigging
contractors while on site.
• The candidate will be required to perform the Test Readiness Review (TRR) of the Airport baggage handling system (BHS)
to determine if it is compliant with the applicable Planning Guidelines and Design Standards (PGDS) and ready for TSA
independent contractor testing.
• The candidate will be responsible to witness the independent contractor testing of the Airport BHS.
• The candidate will be responsible for facilitating communications and coordination between TSA HQ, local TSA, airport
stakeholders, operations management, General Subcontractors, other TSA Vendors, airport authority representatives and state/
local government officials. This includes nightly emails when on site with rigging or testing activities, participating in
teleconference meetings, and attending in-person meetings when possible.
• The candidate will be knowledgeable in the PGDS and exercise expert judgment and assess project, construction, and
equipment installation best practices to conduct PGDS requirements analysis; review design drawings, specifications, and
deliverables; installation, and acceptance testing; and oversee site clean-up and remediation.
• The candidate will successfully monitor the project schedule and keep the team appraised of any possible delays or
modified plans to avoid any unnecessary costs to the customer.
• The candidate will review the airport sponsor’s requests for TSA reimbursement to validate that all work being invoiced
for has been completed.
• The successful candidate will be a self-starter with high energy and initiative to easily adapt to dynamic, fast-paced work
environments.
• Physical work locations may vary depending on the assigned airports and the deployment schedule. This position requires
up to 75%+ travel to airport locations as assigned. Some work may require non-standard work shifts (during evening or weekends)
to accommodate TSA requirements for minimal disruption to airport operations.

Inline Site Leads shall have the following:
• Minimum of 5-years of experience as a Project Manager on airport projects in a construction, Baggage Handling
System/material handling and/or systems engineering environment (Exceptions must be approved by the COR).
• Familiarity with the Planning Guidelines and Design Standards for Checked Baggage Inspection Systems.
• Must possess excellent written and oral communication skills.
• Possess a professional and courteous demeanor.
Qualifications must also include at least two (2) of the following:
• Minimum of five (5) years of experience as a Project Manager on airport design and/or construction projects involving
baggage handling systems, including basic proficiency with either Microsoft Project or Primavera scheduling software.
• Minimum of five (5) years as a designer of complex baggage handling systems, including outbound sortation systems.

airport/airline operations.

The Mission:
The Combined Joint Task Force – Operation Inherent Resolve (CJTF-OIR) Intelligence Support Services Contract (CISSC) provides multi-faceted Intelligence Support services consisting of, but not limited to: Open Source Intelligence (OSINT), All-Source Intelligence Analysis, Human Intelligence (HUMINT) Analysis, Intelligence Requirements Collection Management (RCM), Special Advisors, Planners, Targeting Support, Counterintelligence (CI) Support, Screener Support, Strategic Debriefing Support, Foreign Government Information (FGI) Analysis, Exploitation (DOMEX and MEDEX), Target Focused Analysis and Neutralization (TFAN), Operational Intelligence Knowledge Management (KM), as well as other analytic and target related intelligence support services to assigned military units in support of the overall Intelligence Mission in support of CJTF-OIR staffs and organizations.
More About the Role:
Prepare multi-media exploitation products to the include counter-terrorism, SIGINT, CI, Iraq and Southwest Asia regional issues, HUMINT, political/military, and targeting. Research, develop, and present multi-media intelligence products at the operation and strategic levels.
Active and intricate member of our CI Support Team program targeting insider threats
Acquire and exploit digital images, conduct text searches.
Conduct computer investigations. Identify loose media files and digital media files of interest and identify SLC material.
Provide reporting and QC on report documents to ensure completeness providing revisions when/if needed.
Create MEDEX reports and respond to MEDEX report requests.
Develop required forms and detailed reports for forensic analysis.
Maintain supporting documentation including case information and reports.
Provide files of interest detailed reports and technical information.
Provide MEDEX technical support as tasked.
Support management, operation, and maintenance on “Dirty LAN” servers and databases.
Provide technical support to other section members for their MEDEX related questions and problems.
Transfer images, database files to external hard drives, and ship to National Media Exploitation Center (NMEC).
Upload reports and files of intelligence value into the National Harmony or other designated National database.

TS/SCI PLUS
A+ Certification
At least four years of hands-on experience in computer forensic investigations using EnCase or similar commercial software on Windows Operating System file structure
Understand and utilize various audio and video editing software as well as understand the popular media formats WMA, WMV, AVI, MPEG, WAV, MP3, and RM including conversion and various CODECs
Capable of producing analog to digital format conversion to .wav, .mp3, and .wma formats
Capable of utilizing various programs to convert VHS, VHS-C, Betamax, Beta SP, Beta 3/4, and HI-8 into DVD, VCD, and/or AVI type files into digital format in order to upload to the server
Strong writing skills utilizing MS Office Suite
Briefing skills
Basic networking knowledge
Able to qualify with the M4 rifle and M9 pistol using basic military marksmanship standards
Able to carry a 60-lb pack in the field and the M4 rifle for self-defense

Heavy Equipment Mechanic typically performs all functional duties independently. Researches, plans, designs and develops new applications for electro-mechanical equipment and systems. Reviews contractor's standards, specifications and other documentation to determine mechanical engineering requirements. Designs or reviews simple mechanical, hydraulic, pneumatic, ventilation and/or instrumentation systems using analytical and investigative methods and techniques to ensure systems meet required specifications. Gathers and correlates basic data and performs routine engineering research and development assignments involving calculations and relatively simple tests in order to develop new applications or upgrade existing hardware. Guides and assists technicians in fabrication and installation of simple mechanical and related equipment and routine systems in order to ensure conformance of product and systems with engineering design and customer specifications. May evaluate field installations and recommend design modifications to eliminate malfunctions or improve equipment or system function. May review and correct drawings to ensure that products are in accordance with proper engineering techniques and specifications. Tasks may require physical abilities.
Qualifications:
Three (3) to 10 years of experience and a BA/BS or MA/MS degree.
• Proven maintenance, repair and technical experience and background in industrial manufacturing, commercial maintenance or military operations or maintenance
• Preferred areas of experience may be with light or heavy duty trucks, tractors, tactical vehicles, ground systems, generators, power plants, aircraft or any diesel or gasoline powered equipment or vehicle.
• Maintenance support includes operations, system troubleshooting, engineering, design, installation, analysis, maintenance and repair of U.S. systems and subsystems to component level.
• Proficient with a variety of hand tools, diagnostic tools, power tools, multi-meters.
• Effectively applies industry and/or military standard troubleshooting procedures to isolate faulty system components.
• Prior training and/or maintenance experience on MRAP/RCV systems preferable
• Travel to hostile areas is required Must be able to meet all government CONUS Replacement Center (CRC) requirements for foreign travel into operational locations.
• Candidates must be in top physical shape, meeting the government deployment requirements.
• Position requires moderate to lengthy travel to various US or OCONUS locations. Appropriate bonuses and allowances are paid. We seek flexibility and willingness to deploy to all/any of these locations, including Southwest Asia and South Central Asia. Job Description: Telum is recruiting a Cybersecurity Analyst to perform network monitoring and vulnerability management tasks at Portsmouth Naval Shipyard (PNS) following local procedures and best practices for unclassified and classified information systems and to work directly with users and systems in the current and future PNS, Navy and Marine Corps Intranet (NMCI), and like environments. The PNS applications include corporate and local software. The PNS networks are the Local Area Network(s) (LANs), wireless networks (WLANs), private networks, video teleconferencing, broadband infrastructure, Telecommunication networks, and the classified networks.
The Cybersecurity Analyst shall:
perform daily log review in Splunk of firewall, proxy, DNS (Domain Name Service), IDS (intrusion detection system), HIPS (host intrusion prevention system) logs for malicious activity
perform daily review of all Splunk notable events and alerts to review for malicious activity
identify, develop, and tune new correlation rules in Splunk to increase the amount of automated monitoring and alerts for lateral movement, privilege escalation, beaconing, persistence mechanisms, and other suspicious activity
share and transfer knowledge to government employees to improve processes and cyber security practices
review open vulnerabilities and research the associated CVEs (common vulnerabilities and exposures) to determine applicability and identify potential technical mitigations to reduce risk
respond to potential cyber incidents and coordinate response actions according to Portsmouth Naval Shipyard incident response procedures
write, update and/or modify Standard Operating Procedures (SOPs) as needed pertaining to network monitoring and incident response
analyze threat intelligence and community data to keep abreast of security trends and make modifications to existing capabilities based on threat assessments to improve or strengthen security posture
perform periodic audits of information system security procedures and configurations to identify deficiencies and ensure compliance with DoD, Navy, NAVSEA, and Portsmouth Naval Shipyard information system controls
Experience and Education:
Required
Splunk– Prior experience with Splunk Search and Reporting or Splunk Enterprise Security; knowledge and experience creating searches, correlation rules, notables, and field extractions
Incident Response – Experience responding to suspected and confirmed network and host incidents; knowledge and experience working through detection, analysis, containment, eradication, recovery, and remediation of incidents. Knowledge and ability to provide guidance and suggest course of actions to take in the event of an incident
Vulnerability Management – Previous experience with ACAS or Tenable Nessus Scanner; experience evaluating vulnerabilities, assessing risk based on the environment, and identifying technical and non-technical mitigation strategies and developing mitigation statements
Event Analysis – Ability to understand and interpret Windows, UNIX OS, firewall, web proxy, DNS, IDS, and HIPS log events. Ability to pivot between events and correlate host and network events. Understanding of Windows and UNIX event logs must be sufficient enough to create correlation searches for Windows and UNIX events
Minimum of one (1) year of experience working in a security operations center (SOC)environment OR other network team providing incident detection and response services utilizing a Security Information and Event Management (SIEM), preferably SPLUNK

The Senior All Source/DCGS-A Instructor will:
Serve as the senior subject matter expert who facilitates execution of brigade level intelligence certification events encompassing the Decisive Action Training Environment (DATE), Mission Rehearsal Exercises, and other specialized exercises as required.
Provide liaison and direct support to the INSCOM Brigade Commander and Senior Intelligence Officer (SIO) responsible for generating an operational environment for unit training exercises, assisting and mentoring in the overall planning and delivery of the exercise.
In conjunction with conventional force maneuver and other war fighting function planners, coordinate, integrate, synchronize, and prepare doctrinally and grammatically correct exercise control products. Documents include, but are not limited to, intelligence portions of operation orders (OPORDs), warning orders (WARNORDS), fragmentary orders (FRAGORDs), scenario scripted events, Combat Instructions, and other tactical and exercise control intelligence related products.
Assist in providing the necessary military direction and guidance within which the Brigade will conduct the intelligence components of its planning. Assist the HICON in issuance of orders and collecting appropriate reports from the training unit in the execution of planning and training. Assist in maintaining the integrity of the scenario, ensuring synchronization between the HICON and O/C/T during staffing processes and exercise execution.
During CTC and major exercises, serve as the intelligence representative in a replicated HICON element, as well as advising intelligence Soldiers serving in similar HICON roles. Monitor programmed lifecycle requirements, develop purchase requirements and costs, attend meetings with contract equipment maintainers, and assist with packaging and shipping of equipment.
Provide business executive support in linking Program Objective Memorandum (POM) and Budget Planning with Budget Execution and Control. Support the development, coordination and governance management of Request for Change (RFC's) and Engineering Change Proposal (ECPs) requirements documents.
Experience and Education:

Background:
The scope of this contract supports the performance of independent research, analysis, administrative and technical tasks and writing of varying complexity which requires technical knowledge, skill, and/or experience in developing concept ideas and to observe and control testing and evaluation of experimental objectives and associated sub-objectives. Responsibilities will include compiling, managing, and/or performing data collection and preparing, facilitating, and organizing briefs and reports. Duties:
The Concepts Plans Analyst will be responsible for some or all of the following duties:
(1) Integrate Marine Corps concepts, capabilities, capacities, and equities within current and developing classified Support for Strategic Analysis (SSA).
(2) Assist in drafting CONOPS for SSA scenarios in development. This includes activities such as: preparing meeting minutes, editing PowerPoint slides, and commenting on PowerPoint slides and documents up to the SCI level.
(3) Attend meetings, preparing meeting notes, commenting on PowerPoint slides and documents, Point Papers (DEL 8), and assisting with staffing of briefings and documents.
(4) Coordinate Marine Corps force development and integration activities and provide recommendations on USMC force development matters up to the SI/TK/G/HCS level. Additionally, the Analyst will lead and assist planning teams on force development matters; and conduct coordination across Headquarters, Marine Corps (HQMC), Marine Corps Forces (MarFors), other services, joint staffs, other nations’ military representatives, and outside “think tanks” for force development issues.
Educational Requirements:
A minimum of a Bachelor's degree from an accredited institution, or graduate of a Master's producing senior level military course of instruction. Completion of professional military education at the field grad level or above or civilian equivalent.
Experience:
Recent experience with the United States Armed Forces, Marine Corps and Navy experience preferred, or other U.S. Government Agencies. This includes a minimum of two (2) years of specified task area experience and over fifteen (15) years of active duty military service or civil service within a United States Government Executive Department (or combined service in two (2) Executive Departments for a total of fifteen (15) years).
Clearance:
Must have Top Secret SCI eligibility/access or confirmed eligibility by Central Adjudicating Facility to attain SCI access within 30 days of commencing support.

Work closely with other members of a multi-discipline team to identify capabilities and vulnerabilities of targeted enemy organizations, identify trends, patterns and key nodes and highlighting their relationships to the targeted enemy networks.
Must possess a thorough understanding of the intelligence process to compile, collate, analyze, produce, and evaluate all-source intelligence and provide subject matter expertise.
Able to provide guidance and mentorship to junior analysts and should be able to provide daily feedback to the team lead on product development.
