Illuminate Mission Solutions seeks exceptionally qualified individuals to serve as HUMINT Analyst Subject Matter Expert (HA SME) to support USSOCOM Staff in the conduct of HUMINT and intelligence missions. The HA SME position leverages previous experience in an Intelligence Task Force, National Intelligence Support Team, National Military Joint Intelligence Center Combatant Command, or a non-DoD equivalent IA operational community to support USSOCOM Staff to perform HUMINT planning/execution to include data collection, analyses, coordination, and reporting as well as adaptive planning to identify knowledge and capability (or training) shortfalls.
Intelligence SMEs shall possess SME-level skill-sets in the specific intelligence disciplines with demonstrated experience and results to include knowledge of training requirements, mission requirements, with the ability to communicate accurately and effectively with USSOCOM senior leadership and customers. Subject matter expertise is necessary to assist the USSOCOM staff and subordinate or associated organizations to identify and assist in the development of prudent courses of action (COAs), recommend priorities, train members of the team, and employ technical knowledge for the long-term benefit to USSOCOM operations.
Employees must maintain global readiness and be available to deploy on a no-notice basis to hazardous duty/combat zones. Deployments may be to a theater of operations with permissive, uncertain, or hostile environments while living in austere conditions for extended periods.
Responsibilities
Specialized expertise is necessary to assist the USSOCOM Staff to identify and assist in the development of prudent COAs to resolve emergent HUMINT issues, determine priorities, employ technical knowledge for the long-term benefit of HUMINT operations, and to ensure support of HUMINT activities maintains compliance with applicable laws, policies, and other established guidance. This support includes assisting the USSOCOM Staff to integrate, synchronize, and prioritize HUMINT missions, operations, activities, and actions to ensure compliance with DoD guidance while maintaining focus on achieving operational objectives.
Qualifications
HUMINT Analyst SME shall possess the following qualifications:
· Minimum ten (10) years analytical experience within DoD or equivalent Government agencies required
· Not less than five (5) years of experience in Collection Management, all-source analysis, and desk officer/reports; two (2) years in a managerial position in support of HUMINT programs and analysis
· Satisfactorily completed Strategic Debriefing Course (SDC) or equivalent.
· Expert-level skill sets in HUMINT Online Tasking and Reporting (HOTR) and Global Controlled Operations Management System (GCOMS)
· Possess expert-level skills and proficiency using analytical tools and databases.
· Expert knowledge and understanding of HUMINT theory, doctrine, rules, regulations, directives, systems, concepts, methodologies and relevant skills related to HUMINT analysis and operations.
· Expert knowledge of applying tradecraft, tools, and methods to collect, analysis, and integrate complex information related to HUMINT analysis.
· At least one (1) combat overseas tour with a SMU or SOF operating in a HUMINT analysis support function
· At a minimum, Associates of Arts degree from an accredited university or college with primary studies in Middle Eastern and/or North African regional culture/sociology, OR multiple combat support deployments to CENTCOM or AFRICOM.
· Current Top Secret clearance and SCI eligible.

About the Position
TJFACT is seeking to hire a Senior SharePoint Developer – Level II to join our team in support of the Department of State – INL/EX/IM in Washington, D.C.
The Developer shall receive direction from the on-site supervisor, and shall maintain open, timely, and effective communications, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
Duties and Responsibilities:
Write and modify code to build SharePoint applications for use on the internal DOS site and INL’s Global Cloud Network.
Use knowledge of UI/UX to design effective and user-friendly layouts for DOS sites.
Analyze requirements, design, code, test and deploy custom and Out-of-the-box SharePoint solutions.
Develop solutions to complex problems in creative and effective ways by analyzing existing programs and new systems.
Use Adobe CC applications (Photoshop & Illustrator) to create and modify graphics for web use by internal and external teams.
Architect and design web-based applications for integration with other enterprise applications.
Define strategy and technical approach for meeting product performance, reliability, scalability and mission critical goals.
Ability to handle multiple tasks simultaneously.
Lead the SharePoint Development team, managing, overseeing, and providing quality control for the work of junior personnel.
Provide Microsoft Office SharePoint development across various DOS networks and over numerous web applications (MS .NET and MS IIS Server web development).
Oversee proficiency in web-authoring and version control tools for Microsoft-oriented enterprise environment using Visual Studio, Team Foundation Server (TFS), Microsoft SharePoint Designer, and other Microsoft Office SharePoint technologies.
Provide system and software development services that include gathering and analyzing requirements for approximately 5+ developed applications per week, documenting specifications, designing flowcharts and wire diagrams, preparing test plans, designing system configurations, performing and assisting with integration tests for 20+ web applications per week.
Organize the team to write at least five (05) different required documents (i.e. SOPs,
“How-To” guides, testing plans and results, accreditation, etc.) for all applications.
Hold training for DOS supervisors in various Program Offices, other interested staff, end users, and managers of web and portal sites, using customer approved training delivery methods, training plans, training curricula and materials.
Maintain constant communication with various other Program Offices to ensure all work maintains a standard look and feel throughout network web sites.
Ensure all work, including web development and project support, shall be performed in accordance with the policies, regulations, and guidelines of INSCOM, DNI, DOD, DA, DIA, NSA, and DOS Management Office.

Required Skills and Experience:

About the Position
TJFACT is seeking to hire a Senior Radio Communications Advisor to join our team in support of the Department of State – U.S. Embassy, Monrovia, Liberia.
The Communications Advisor will report to his/her contracting company. The Contracting company works most closely with the INL Contracting Officer (CO) and Contracting Officer’s Representative (COR). The SRCA shall receive direction from the INL/AME Liberia team on-site supervisor, and shall maintain open, timely, and effective communications, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
Duties and Responsibilities:
Assess/Advise:
Participates in the continual analysis and evaluation of INL Liberia’s Radio Communications project, including assessments of the organizational and operational capacities of the law enforcement services using the network, assessments, advice, and recommendations for the LNSC and other Liberian security Radio Communications officers. Provide expert analysis, advice, and recommendations on radio communications technology, operations, and security issues related to radio communications network being upgraded to the INL Section and the INL/AME Liberia team. Analysis and evaluation will cover all security agencies at the national and county level, as well as other security agencies with access to the upgraded network to provide public safety services. Assessments and recommendation shall include operational effectiveness, management, training, technical skills, sustainability, mobility, technical requirements and capabilities of radio communications equipment.
Provides expert advice and recommendations on the installation of INL’s radio communications network.
Provides expert advice on a range of technical issues including, but not limited to, the definition of technical requirements for the deployment of an augmented radio communications system for the Liberian security sector.
Provides expert advice and recommendations to troubleshoot potential issues relating to the installation, maintenance, and training needs and gaps of the of key host government officials.
Maintain Political Liaison:
Liaises and supports liaison efforts with the participating security agencies, the National Security Advisor, the Liberia Telecommunications Authority, and other donors on issues related to the radio communications project.
Under the direction of the INL Director (or her/his designee) and in coordination with the INL/AME Liberia team and other INL implementers, coordinate activities and avoid repetition in order to ensure a coherent approach to criminal justice sector assistance in international law enforcement programs.
Identifies the needs and priorities of key host government officials, and the political and technical obstacles to radio communications program implementation and advises on suggestions on how to address them.
Program Planning, Development, and Execution:
Develops and prepares a set of training iniatives and follow-on activities, in accordance with U.S. Embassy and U.S. Department of State goals and objectives, that prepares the host government to take full responsibility for the radio network. Final approval of deliverables will be completed by a USG direct hire.
Develops and assists in the implementation of activities that develops SOPs and other guidelines for maintenance of the radio network and sustainability. Final approval of deliverables will be completed by the INL Director (or designee) and the INL Program Officer, who are USG direct hires.
Works with implementers to improve implementation, while monitoring and reporting on significant activities and developments; evaluate project results and deliverables against the project work plan and timeline; determine obstacles and challenges and, as necessary advises on mid-course implementation adjustments, and when complete, assists with project close out. Final approval of deliverables will be completed by INL Director (or designee) and the INL Program Officer, who are USG direct hires.
Visits, reviews, and analyzes the capabilities of the various designated sites and facilities selected to host equipment supporting the communications network.
Performs monitoring and evaluation on the installation of the radio network, and the subsequent training activities developed to prepare the host government for support and readiness to take over the radio network, the maintenance and physical conditions of the radio network, and assess levels of host government capabilities for operation and maintenance of the network.
Advises and recommends to the INL Section and INL/AME Liberia team on activities and procedures that would substantially increase efficiency and productivity of the radio communications network.
Ensures that the installation and training meet the needs and balances Liberian priorities and U.S. government (USG) goals and strategic objectives for Liberia.
Responds to tasks in a timely manner that avoids late submissions or delayed work.
Program Development and Implementation:
Advises and communicate with INL’s Government Technical Monitor (GTM), Contracting Officer Representative (COR), and other INL representatives regarding contract implementation, technical requirements, necessary training and maintenance needed, and other elements related to the installation and test period for the Radio Communications network.
Identifies logistical support requirements; provides advice and assistance to the host government and INL in fulfilling those logistical support requirements.
Integration of Complementary Programs:
Works with INL implementers, U.S. and international agencies, NGOs, and Liberian institutions as necessary to ensure full integration of parallel and/or complementary foreign assistance efforts with the radio communications network.
End Use Monitoring:
Assists INL in ensuring that radio communications equipment purchased with INL/U.S. Government funds are effectively utilized and actively prevent fraud, corruption, waste, or mismanagement of the equipment at all radio network sites.
Conducts site visits for end use monitoring as needed.
Assists INL with reviewing inventory lists, documentation, and equipment for end use monitoring and site visits.
Briefing and Reporting:
When requested, provides information, details, and updates that assists INL officers in their preparation of periodic reports, cables, memoranda, assessments, statements of work, monitoring and evaluation and assessment reports, and other project documents related to the Radio Communications project as required. Other than the reports, assessments, and other documents detailed in this SOW, the SRCA is not expected to provide drafts of the aforementioned INL or Department of State documents.
Tracks progress of installation and training related to the Radio Communications project.
Assists in escorting and arranging appropriate itineraries for official travelers.
Briefs Department, Congressional, Staff Delegations and other selected international dignitaries on INL’s Radio Communications project as necessary. Attends relevant Embassy meetings as requested and security sector reform related meetings, brief the INL/AME Program Officer and appropriate Embassy members, and report on major issues related to INL’s Radio Communications project.
Required Skills and Experience:
U.S. Citizen, Third Country National (TCN) or Local National (LN)
A Bachelor’s degree from an accredited institution.
A minimum of ten years’ experience in relevant field.
Demonstrated knowledge of Federal regulations regarding area of specific need.
Proficient in Microsoft Office Suite.

Description
Valar is seeking a qualified Deputy Program Manager who will be responsible for assisting the Program Manager (PM) with the coordination of all activities in-country; providing liaison with implementing partners, stakeholders and wider international community; monitoring personnel in-country and assuring the successful delivery of training and equipment.
The DPM reports to the PM and may be assigned responsibility for special projects or portfolios that are integral to the program. If the PM is absent from Post the DPM will temporarily assume responsibility for coordination of the program. The DPM will assist with administrative, personnel, fiscal, travel, logistical, training, equipment, and other duties as assigned by the PM.
Roles and Responsibilities
The deputy program manager shall be assisting the program manager with administrative, managerial, and supervisory duties as part of their normal duties. Major duties of the deputy program manager include:
Knowledge of US government-funded program delivery.
Provide leadership and subject matter expertise to ensure the program is delivered in a coherent, effective, and efficient manner.
As a collateral duty, assist with the duties described for the program manager.
Serve as acting program manager in the program manager’s absence (not to exceed 30 consecutive days).
Assist the PM in providing liaison with partner nation officials to facilitate equipment delivery, identify venues, and determine future requirements.
Execute and monitor program activities to determine that the program is meeting predetermined objectives.
Participate in project performance review meetings and discussions.
Assist the PM in ensuring facilities are adequate to support mission requirements and oversee project operations and maintenance.
Assist the PM in the preparation of reports, briefs, and other documentation of in-country program activities. Submit situation reports to Program Manager, assuring timely and accurate reporting of all program activities, sensitive issues, and successes.
Coordinate cross-functional meetings of personnel related to the project. Immediately report any emergencies to the PM. Facilitate in-country communications (e-mail, R/R radio, cellular phone, landline, and satellite phone).
Assist the PM with the management of the administrative fund and oversight all other expenditures as required to support the mission. Allocate appropriate resources to ensure projects are completed within the given time and budget.
Prepare and update project plans and status reports. Collect fiscal data to assist with the completion of monthly, quarterly, and annual reports.
Assist with the scheduling and delivery of briefings. Assist the PM with briefing all incoming personnel upon arrival on local safety, health, driving, and political/cultural conditions. Stay aware of and brief personnel on current threat levels. Assist with the maintenance of personnel data and emergency contact information for deployed personnel.
Assist PM with arrangements for billeting and local transportation of mission personnel in-country.
Assist PM and/or logistician with coordinating the local purchase of equipment, supplies, and materials as required to support the program.
Qualifications
Minimum
US citizen and eligible for a Secret Clearance based on a single scope background investigation and able to obtain/maintain SCI access if required.
Associates degree from an accredited college or university or: a combination of seven years of military special forces, operational and/or training experience.
Ability to work within the context of political and operational security organizations at the national and international levels. Possess an understanding of logistical and fiscal support of overseas operations and have the ability to solve real-world problems under short deadlines.
Excellent writing and communication skills. Experience in preparing and presenting oral and written briefings.
Proficient with Microsoft Office Suite and Microsoft Office Project.
At least two years of program management or equivalent supervisory experience with a program of similar size to this contract.
Established capability to handle individuals or groups from numerous levels and backgrounds.
Good physical condition with no health issues that could impair the performance of duties.
Preferred
Previous experience in liaison or management in an overseas environment
Previous experience in strategic planning and international project leadership in conflict and post conflict environments.
Experience working in high-threat environment
