• Assess the ongoing EP2 Plan and LEM programming and make recommendations for adjustments to these programs.
• Perform quality control on curriculum development and implementation of EP2 training and mentoring activities.
• Oversee and finalize the development of curriculum, training, and mentoring plans for the EP2 plan. Plans must include program milestones and indictors that measure the impact of EP2 on the ISF.
• Lead regular site visits to ISF locations outside of Beirut to gauge the impact of the EP2 Plan on ISF members. Site visits must be used to provide mentoring for ISF Station Commanders / Unit Leadership and validate that ISF members are using skills obtained during EP2 trainings. Innovative tools must be used when conducting site visits including checklists and surveys to ensure ISF leadership and members are effectively using skills learned during EP2 training.
• Ensure that all efforts are on schedule and effective. Recommend corrective courses of action and revisions to planning, as needed.
• Gather necessary information and assist in planning and coordinating activities across INL-funded programs and ISF- partner organizational lines, reconcile conflicting interests, and resolve complex and sensitive issues, as needed.
• Provide recommendations on making improvements to the EP2 plan and/or LEM programming.
• Evaluate the ISF’s requests for operational, logistical or institutional support and recommend supportive courses of action to the INL Director and INL Lebanon Program Officer in Washington, DC.
• Lead the development of training and mentoring materials / guides for ISF Supervisors to utilize to mainstream EP2 curriculum into police operations at the individual ISF police stations.
• Lead coordination with and provide mentorship to the ISF on the implementation of recommendations from INL Lebanon funded public perception surveys.
• Facilitate interactions among the INL Director, Lebanese law enforcement, other local officials, relevant international partners, and representatives from civil society on criminal justice sector reform issues.
Required Skills and Experience:

The S-ACA must support INL’s entrance into anti-corruption assistance to the GoL. The S-ACA will work with Embassy Beirut and INL Washington to develop an anti-corruption strategy for the GoL, to include but not limited to, the Ministry of Justice and the Ministry of the Interior. The S-ACA will develop program concepts as part of the strategy and coordinate with local authorities, NGOs, and international organizations; they must incorporate international anti-corruption standards into their proposed strategy; and they must coordinate with local partners to implement their strategy. This position may be filled at award, after award, or not at all. INL will notify the contractor when to fill the position and the contractor will have 60 days after notification to gain INL approval of the candidate and to deploy the candidate to the field.
Duties and Responsibilities:
The S-ACA must assist and advise INL and the GoL to address corruption within the Lebanese government. The Advisor will coordinate with Embassy Beirut and INL Washington to identify and advise on potential areas of focus within GoL and develop a strategic plan for INL anti-corruption-related assistance. The advisor must also advise on other actors present within Lebanon and their work on anti-corruption. The S-ACA must accomplish this through the following roles:
• Reporting and Advising: The S-ACA must provide timely reporting, no later than 5 business days after the requested due date, and analyses on performance indicators, trends, and policy considerations to INL/Beirut, INL/AME, and relevant Embassy contacts. The S-ACA must create and deliver an initial GoL anti- corruption strategic analysis plan within 15 days of deployment. The plan must outline the proposed entities and processes that the advisor will undertake for initial anti-corruption analysis. Additionally they must submit their progress in a weekly report to the INL/Beirut Director and the INL/AME Program Officer. The S-ACA must acquire approval from INL on appropriate timing and format for reports that assess Lebanon’s anti-corruption practices and provide advice to INL to achieve U.S. policy objectives in anti-corruption.
• Mentorship of Lebanese Leadership: The S-ACA must mentor and provide subject matter expertise to senior leadership in GoL. Topics may include bribery, cronyism, kleptocracy, economic fraud, etc.
• Coordination of INL Procurement and Projects: The S-ACA must provide the INL/Beirut office guidance to coordinate and support the implementation of other INL lines of effort related to anti-corruption, including contracts, grants, and procurement purchases to support corrections reform. This role must not constitute direct oversight of contracts or grants or instill the S-ACA with decision-making authority on purchases. The S-ACA is not authorized to commit assistance to the host country on behalf of the U.S. Government.
Other duties as assigned including but not limited to:
• Work in partnership with the Lebanese MOI, MOJ, and other donors in anti-corruption, including UNODC, the American Bar Association, the EU, and other partner organizations.

The SCA must advise Lebanese corrections and law enforcement personnel working in corrections on basic prison administration best practices. Advice must include human rights, the establishment of standard operating procedures and management systems, basic guard and warden training, and management training in order to make tangible improvements in prison security in Roumieh Prison and other medium and large prisons in Lebanon and build corrections capacity within the Ministry of Interior (MOI), the Lebanese body that holds responsibility for the country’s prisons.
Duties and Responsibilities:
The SCA must assist and advise INL and the MOI to build the capacity of Lebanon’s prison services so the Lebanese government may operate its prisons in a more secure, safe, and humane manner. The Advisor will develop strategic plans for INL’s engagement in the corrections sector in Lebanon. The Advisor must focus on Beirut’s largest correctional facility, Roumieh Prison, and advise MOI and Internal Security Forces (ISF) staff working on corrections policy. However, the advisor must also advise on other prisons within Lebanon. The SCA must accomplish this through the following roles:
• Reporting and Advising: The SCA must provide timely reporting, no later than 5 business days after the requested due date, and analyses on performance indicators, trends, and policy considerations of prison services and MOI prison operations to INL/Beirut, INL/AME, and relevant Embassy contacts. That includes proactively looking for opportunities to strengthen existing programs and ideas for future corrections programming as well as assisting the Embassy in understanding the political implications of developments in the corrections sector. The SCA must outline opportunities and progress in a weekly report to the INL/Beirut Director and the INL/AME Program Officer. The SCA must acquire approval from INL on appropriate timing and format for reports that assess Lebanon’s corrections management and provide advice to INL to achieve U.S. policy objectives in the corrections sector.
• Mentorship of Lebanese Prison Leadership: The SCA must mentor and provide subject matter expertise to senior leadership in corrections management within the MOI. Topics may include human rights training and best practices, advice on equipment needs, strategic planning, officer training, emergency management, prisoner classification, policy and procedure development, curriculum development, and alternative sentencing methods to reduce overcrowding.
• Training Program Coordination and Support: The SCA must be responsible for working closely with INL/Beirut, INL implementing partners, U.S. state training partners, INL/KM, and other bodies to coordinate training and assistance activities to meet INL and the MOI’s joint goals for Lebanon’s corrections sector. The SCA must maximize the value of those activities by working with MOI staff to understand training goals, identify training needs and knowledge, skills, and abilities that the ISF must develop, and draft (either through this contract or other means) and implement curriculum. Training and support requirements are detailed in the deliverable section below.

Develop and implement a STRATCOM plan that will enable the Kosovo Security Force (KSF) and the Government of Kosovo (GoK) to counter the Russian narrative by focusing on outreach to the country’s Serbian minority.
Help the The Ministry of Defense (MoD) develop proactive strategic communication campaigns to develop positive relationships within the minority communities, engaging with the population.

More About the Role:

You will assist with pre-deployment training/preparation, conduct professional development within the CACI-WGI SOF Support Team, and mentor new members of the team to ensure they are ready to deploy and succeed.
You will work closely with other members of your team to identify capabilities and vulnerabilities of targeted enemy organizations; identify trends, patterns, and key nodes; and highlight their relationships to the targeted enemy networks.
You’ll Bring These Qualifications:
· Current Top Secret/Specialized Compartmented Information Security Clearance.
· Minimum two years’ experience providing analytical support to one or more SOF units or commands.
· Minimum one year of experience in forward deployed locations supporting SOF.

Highlights of Responsibilities:
Provides a broad range of support to a government agency's Technical Security Program
Serve as a TSCM subject matter expert
Prepare for TSCM missions by performing surveys, reviewing prior documentation, selecting and ensuring that mission equipment is operational, and developing mission plans and schedules
Provide verbal reports and written documentation upon completion of TSCM missions
Directly oversees the research, selection, modification, design, maintenance, and/or the development of Technical Security equipment and systems
Independently and as part of a team, review, analyze, and resolve difficult and complex technical security problems
Resolve or recommend solutions to overlapping and conflicting security requirements by utilizing knowledge, skills, and abilities, including the ability to interpret various directives, rules, and regulations
May oversee the duties of other contract personnel, and coordinates the activities of direct hire personnel

ELINT Analyst:
5 yrs of SIGINT analysis exp, including 3 yrs working with ELINT data and BS -OR- 10 yrs of SIGINT analysis including 5 yrs working with ELINT data and no degree (Masters or Doctorate Degree may be substituted for 2 and 5 years of SIGINT exp, respectively)
Required skills and qualifications:
Identifying standard and non-standard formats and protocols in ELINT data
Radio Frequency (RF) spectrum analysis theory, including differentiation, spectrum characteristics, and RF agility.
Must have ELINT on resume
Top Secret//SCI w/Counterintelligence (CI) Polygraph required
