Background
A key Valar client is a progressive extractives company currently operating a successful mine in East Africa and starting an exciting large-scale project in Madagascar. If successful, the new project will catapult client into the next league of extractives companies and provide income and benefits for the people of Madagascar for the next 40 years or more.
Extensive early works planning has been conducted by the client and a core team of Operations and External Affairs personnel are on site in Madagascar. The project is nearing the construction phase which will involve a significant influx of client personnel and contractors; this it is estimated this phase will take two years to complete before beginning mining operations. The project has suffered delays due to political opposition to the project, lack of government support and incidents of local violence against field personnel and the role of security is essential to moving it forward.
Security is part of the community relations and external affairs functions of the project and is built upon a culture of strong partnership with local communities and government. The Valar security team is embedded in the client organization while receiving full technical support and leadership from the Valar Team. Security on the project is led by a Security Manager and three Security Superintendents rotating into two positions on an eight and four basis. The project is currently supported by a subcontracted local security guard force. Key to the success of the project will be the rapid development of a security department staffed by local personnel as well as a significant expansion of subcontracted services.
The Project Security Superintendent’s Role:

This position will be responsible, in conjunction with the Air Navigation Services Manager, for coordinating and providing On the Job Training to controllers at Aden Adde International Airport to a level that will enable them to carry out Air Traffic duties in accordance with ICAO regulations and standards as outlined in ICAO Doc 10056 (Manual on Air Traffic Controller Competency Based Training and Assessment). The training will incorporate the six air traffic controller ratings listed in Annex 1. These include:

> Area control procedural rating (ACP);

Roles and Responsibilities

SUMMARY:
