What You’ll Get to Do:
This position will support the PMS 317 client on the Waterfront to include:
Collect, review, and analyze information in order to make recommendations to the Government.
Define the nature and extent of problems. Analyze relevant data, which may include annual revenues, employment, or expenditures. Interview managers and employees while observing their operations.
Develop solutions to problems. In the course of preparing recommendations, understand the nature of the organization, the relationship it has with others in the Government, and its internal organization and culture.
Prepare and solve mathematical models.
Report findings and recommendations to the Government. Reports are usually submitted in writing, but oral presentations regarding findings also are common. For some projects, management analysts are retained to help implement the suggestions they have made.

The candidate will have experience performing routine analytic work requiring the application of standard techniques, procedures, and criteria in carrying out a series of related programmatic tasks in support of ship and craft development programs.
Analysts have experience in a broad array of fields, including Acquisition Management, Business and Financial Management or Cost Analysts, Configuration or Data Management, GFE/GFI Management, Contracts Management, Program Management, Risk, Cyber Security, Security, Congressional and Public Affairs, International Programs, and Logistics and Supply Chain Management.

At least eight years of professional work experience in project/program management, quantitative analysis, financial analysis, and/or structured approaches to analysis to include data manipulation comparable to a full performance level program analyst. Or, eight years of experience comparable to work functions performed at the developmental Cost Estimator performance level or full performance or as a Mid-Level Finance/Budget Analyst or equivalent.
Bachelor's Degree in Business Administration with a concentration in financial management/analysis, quantitative analysis, financial analysis, social sciences, and/or a closely related field.
A Master’s Degree in quantitative analysis, financial analysis, social sciences, or a closely related field. MBA may substitute for two years of applicable work experience at the developmental full performance level.
Strong communication skills.
Strong working knowledge of MS Office suite of products.
Excellent organizational ability.
Must possess excellent analytical skills and exercising initiative while exhibiting sound/professional judgement.
Requires deep knowledge of job area typically obtained through advanced education combined with experience. Typically viewed as having a specialty within discipline. May have broad knowledge of project management.

Job Description:
As a Senior Cost Estimator Solution Architect, you will have a critical role in the development of competitive proposals to drive further business growth with CACI. You will work in collaboration with other Solution Architects, Capture and Proposal staff, and Competitive Pricing staff to develop independent solution alternatives that include price components based off of internal and external modeling, potential cost/risk ranges, offer competitive solution and price strategies and offers, and architect, lead and perform the development of Basis of Estimates.
In order to fulfill this role, you must have an advanced understanding of cost estimation, risk analysis, statistics, modeling tools, experience in the development of alternate solution approaches to support the development of best-offer costing, experience in performing Price/Position to Win analyses, and in-depth knowledge of Basis of Estimate development.
In this position, you will work closely with other Solution Architects, Price/Position to Win staff and Capture and Proposal personnel.
What You’ll Get to Do:
Development of Alternate Solution approaches to drive price competitiveness into proposals.
Independent use of Costing and Pricing models and tools that result in PTW outcomes.
Assimilate RFP requirements and develop a BOE strategy, architect the BOE’s, develop templates and guidelines to support a team’s development of them, and author when/where required.
You’ll Bring These Qualifications:
Bachelors or higher degrees in Science, Engineering, Information Systems Management is desirable. Candidates with degrees in Mathematics Finance or Accounting will be considered.
Experience developing BOE’s and/or leading the BOE volume, including BOE ownership on RFPs starting at $100M TCV.
Experience developing and using Work Breakdown Structures
Experience with cost estimation tools including SEER for Software (SEM) and SEER for IT.
Experience with ERP Systems and estimation approaches.
Certification from International Cost Estimating and Analysis Association (ICEAA) is desirable.
Strong working knowledge of the FAR, CAS and GAAP.
A minimum of 10 years of related professional experience of which is a minimum of 5 years of experience specifically in developing cost estimates and performing alternate solution analysis and Price/Position to Win assessments.
Demonstrated ability to work collaboratively with a diverse team of professionals at all levels of the company including briefing executives.
Demonstrated ability to develop, shape, and communicate costing, pricing, alternative analysis work products.
Display effective oral and written communications skills, particularly relating to communicating cost model outcomes, pricing strategies, alternate solution approaches, BOE design and development.
Must have an active Top Secret (TS) clearance .
