More about the role:

 

 

The primary focus of this position is the development of radar threat simulations that will be used during Aircraft Survivability Equipment (ASE) equipment software testing and validation. Tasks performed may include, but are not limited to, radar signal parameter analysis/interpretation, radar signal simulation development, test plan development and execution, test analysis and reporting, QA, software design and development for applications.

CACI is seeking an experienced Technical Deputy Project Manager - Medical Logistics to manage the transition from Defense Medical Logistics Standard Support (DMLSS), JMAR, DCAM and TEWLS to LogiCole for the US Veterans Affairs located at Ft. Detrick, Frederick, MD.

 

Overview and Responsibilities:

 

You’ll work with the Program Manager to manage solutions to implement and sustain DMLSS/LogiCole at VA Medical Treatment Facilities and their respective community-based outpatient clinics as an Integrated Enterprise Medical Materiel Solution. Qualifications:

 

Bachelor’s and 8 years of related experience.

Strong understanding of software development life cycle models including both Agile and traditional project management principles and practices with the ability to blend them together in the right proportions to fit a project and business environment

A proven track record of successfully implementing software or web development projects using Agile methodologies including 5+ years of experience as a Project Manager managing large, complex projects in a high-tech development environment with multi-function teams

Prior experience with SCRUM/Agile methodologies with enterprise-level application development projects. PMI-ACP, CSM, or equivalent preferred

Experience supporting engineering plans and projects to establish operating data and conduct experimental tests on prototype designs and systems.

 

Experience in the different phases of design, integration, and test in order to prototype complex experimental systems in accordance with customer requirements.

 

Ability to learn new tools and technologies and successfully leverage those to effectively complete projects in a timely manner. The desired candidate will also possess strong oral and written communication skills, strong problem-solving skills, and the ability to work independently and in a team environment.

TJFACT is looking for a SR Federal HR Specialist to join our Team! This position will support the office within DOJ (OCDETEF) Organized Crime and Drug Enforcement Task Force to provide classification, recruitment, and hiring support to the HR Services staff as a full time employee.

 

General Requirements

 

Be proficient in word processing, spreadsheet and computer applications (e.g., Microsoft Word, Word Perfect, Microsoft Excel, Power Point) to use for graphic presentations of data and information.

Be current on OPM and DOJ policies, procedures and guidance related to federal position classification as well as Delegated Examining and Merit Promotion.

Prepare documents for individual tasks not specifically delineated in Section 3.3 and will respond to specific requests from senior DOJ managers for data and other information related to position classification, recruitment, and hiring.

Work with senior HR specialists to review and evaluate new, revised, or proposed HR policy directives and/or guidelines for impact on the Department’s HR practices.

Make recommendations for and to assist in the development of new directives and guides (including those communicated via the DOJ Human Resources web site).

Support the Director and Deputy Director, HR, in reviewing and/or preparing executive correspondence.

Provide a clear process for vetting HR policies throughout the Department (this may include internal written procedures, information training sessions and/or meetings with senior staff members).

Coordinate comments on revised directives as part of the review process and incorporate comments or resolve issues into final directive.

Receive, assign and monitor externally and internally generated correspondence and inquiries.

Follow up to ensure observance of deadlines and coordination of internal comments and clearance.

Stay current on DOJ correspondence and directives guidance; may provide informal training to

DOJ Human Resources Staff (or issue internal written procedures/prepare templates).

Proficient with databases such as SharePoint and the Microsoft Office Suite (Word, Excel, PowerPoint, etc.)

Specific Requirements Classification

Create and evaluate positions using Narrative Position Descriptions and the Factor Evaluation System.

Appropriately determine the pay system and series.

Appropriately determine the position grade by using OPM classification standards.

Read and comprehend the HR Services Merit Promotion (MP) and Delegated Examining (DE) Standard Operating Procedures.

Read, understand and apply the laws, regulations and guidance (i.e., OPM Delegated Examining Guidance, Code of Federal Regulations Parts 330, 335) to complete the contract work assignments.

Develop and write rating factors, job analysis and crediting plans for each grade level in the vacancy announcement (VA).

Each job analysis must identify basic and critical duties and responsibilities, and technical competencies (Knowledge, Skills, and Abilities (KSAs)) required (including any selective factors) for the position. If selective factors are used they must show legitimacy and relevance by HR and justification documented in writing.

Each crediting plan must show distinctions between levels that are measurable and consistent with the job analysis.

Develop an occupational questionnaire for each position. If there are multiple grade levels, develop one for each grade level.

Before posting a VA, complete and document all priority clearance checks (i.e., CTAP/RPL/10 point vet file).

Prepare draft VA using the DE and/or MP USA Staffing System template and ensure that both comply with DOJ VA policies. VA must be written in plain language that is clear, easy to understand and free of unnecessary jargon and repetitive language or sentences. The application requirements must be reasonable so as not to pose unnecessary burdens to the applicants (i.e., official college transcript is not required at time of applications).

Use qualification standards requirements as outlined in the OPM Qualification Standards.

In each VA, define specialized experience by grade using examples that are clear and consistent with the job requirements. If needed, OPM classification standards provide useful examples to use at different grade levels.

Make qualification determinations for each applicant. Document in writing specific explanations on how each candidate was rated and ranked. No general statements are acceptable. Document superior academic achievement status if this is used as a basis for eligibility.

Properly rate, rank and refer veteran candidates under the Veteran Employment Opportunity Act, as amended (Merit Promotion).

Properly rate, rank and refer veteran candidates (DE announcements).

Document actions taken for reconstruction and audit purposes.

Properly adjudicate veterans preference in accordance with 5 USC 2108, 5 USC 3309, and the Delegated Examining Operations Handbook (DEOH). Adjudication practices must comply with DOJ agency policy.

Complete category ratings.

Before a certificate is issued, clear and document Interagency Career Transition Assistance Program (ICTAP) clearances (if applicable).

Hiring (to include Issuing Certificates)

 

Place all preference eligible applicants at the top of the certificate ensuring that all veterans in the appropriate category are referred ahead of any  non-veteran applicant. Certify names of all eligible applicants in the highest quality category for referral to the selecting official.

Ensure that the order of certification is correct before a certificate is issued to the selecting officer.

Issue all Vet certifications first (and without non-veteran names listed).

If needed, ensure that a supplemental certificate is necessary and complies with the DEOH

Refer ICTAP, Reemployment Opportunity List (RPL), Career Transition Assistance Program (CTAP) and other priority candidates are in priority order on the certificate and ensure that the referral is in compliance with OPM and DOJ regulations.

Ensure that selections are made from the highest quality category.

After a selection is made, ensure that the selecting official properly documents actions and signs the certificate.

Audit certificates within five days after a selection has been made.

Roles and Responsibilities

 

This position provides planning, organization, and assistance with all activities associated with maintenance, improvements, and upgrades of NAVSCIATTS facilities and grounds.

  Assist with coordinating command self-help projects with component commands by:

 

   a) Providing insight for the validity and economic feasibility of projects.
