Job Description:

 

CACI is seeking a Electronics Exploitation Engineer (EEE) to provide forensics and exploitation support for the C5ISR Center. This position will be available and willing to deploy to OCONUS locations to include the CENTCOM and AFRICOM AORs for up to 6 months rotations.

 

The EEE will serve in relation to the collection and handling of recovered electronics devices, ensuring that triage and technical exploitation (TECHEX) occurs in accordance with organizational intelligence requirements. As the Subject Matter Expert, the EEE must be able to work independently in isolated work environments. The EEE will also execute reach-back and coordination with CONUS-based engineering staff, as needed.

 

The EEE will be expected to generate forensics reporting from TECHEX generated products and will respond to any associated analytical requirements. This position requires OCONUS deployments to the CENTCOM and AFRICOM AOR. While deployed, responsibilities include installing, debugging, maintaining, upgrading of all assigned equipment as well as provide broad mission support, training, briefings, employing and fielding of the TECHEX capability to include; electrical forensics applications, tools, and systems.

 

 

What You’ll Get to Do:

 

Provide hands-on technical forensic exploitation support for technical intelligence (TECHINT), media exploitation (MEDEX), cell phone exploitation (CELLEX), electronic exploitation (ELEX), and other unique exploitation missions.

 

Conduct electronic analyses of target devices, including functional analyses of the target devices, understand and describe how the target functions from an electronic perspective – basic signaling characteristics; voltage levels; electrical connections; electrical modifications to commercial-off-the-shelf (COTS) hardware; logic states; operating frequencies; component configuration identification; operating profiles/modes; operation in noisy electromagnetic environments; and susceptibility.

 

Serve as subject matter expert in RF characterization.

 

Publish reports and briefings in order to present characterization information, electronics vulnerabilities, and exploitation recommendations.

 

Work with a team to respond to RFI’s and determine best consolidated solutions to problems.

 

Design and implement characterization standard operating procedures (SOPs) and implement SOPs in daily functions.

 

 

You’ll Bring These Qualifications:

 

Active Secret clearance and ability to obtain a TS/SCI.

 

BA/BS and 3 years experience (OR) Associates degree and 5yrs experience

 

An understanding of RF communications, with a particular emphasis on complete characterization of electronic circuits.

 

Experience in electronics engineering.

 

Experience using benchtop RF equipment including Signal Generators, Spectrum Analyzers, Oscilloscopes, and other equipment.

 

Perform standard RF measurements (e.g. occupied bandwidth, average power, pulse width) using the previous listed test equipment.

Techniques include digital filtering, sample rate conversion, frequency/phase estimation, demodulation, carrier recovery, timing recovery, channel equalization, pulse shaping, and forward error correction.

 

Experience working with embedded systems such as Arduino and writing programs leveraging the SPI bus to configure and analyze various chipsets.

The Training Support Team (TST) Lead oversees a training team to support the 7th Army Training Command, Training Support Activity Europe (TSAE) mission by coordinating and supporting training and exercise efforts for expeditionary, rotational, and contingency training across the U.S. European Command and U.S. Africa Command Areas of Responsibility. The TST Lead advises, manages, supervises, and evaluates live fire and force-on-force training and exercise support to enable continued readiness and increase interoperability of all assigned and attached U.S. forces, regionally aligned forces, multinational partners, and allies. Maintain continuous situational awareness of the designated Govt Rep Lead’s (GRL) intent, guidance, adjustments to schedule/requirements and applicable US and Host Nation regulations/requirements.

Immediately alert the GRL of any potential non-compliance with standards/constrains/restrictions related to training and exercises. Also relay to the GRL in a timely manner, related inquires/requests for adjustments by training units (TUs), or end-user organizations.   

Serve as a Training Support Team Lead, supervising contract personnel within the Training Support Activity, Europe (TSAE).

Proactively and continuously coordinate TST staffing assignments to ensure TSS personnel availability for all training and exercise requirements, including but not limited to; recons, initial site/range setup, proofing of ranges, execution, and site/facility shutdown.

Work independently during periods of varying durations, and proactively assesses and prioritizes team efforts as needed to meet changing priorities and missions.

Provide SME advice and assistance to customer Commanders and Planners on available support.

We are looking for a Machine Learning Engineer with an entrepreneur’s mindset to support a fast-paced and growing data science team working on projects critical to National Security. The position requires a TS/SCI with CI Poly.

 

The Machine Learning Engineer will work with a cross-functional team of Data Scientists to build state-of-the-art models, automate data pipelines, and develop sustainable data structures for warehousing. The Engineer will engage their soft-skills, communicating complexity to non-technical audiences, mentoring junior teammates, and finding consensus for critical decisions. No two days are alike. The Machine Learning Engineer will react to real-world events to obtain the best possible assessments for the policymakers and warfighters who need them. At the same time, the Engineer will be planning, testing, and building the ML-driven apps which will accelerate the customer’s capabilities.

 

The Engineer will work in conditions of technical scarcity that often accompany a classified development environment. They will find workarounds and advocate for new approaches while continuing to drive forward. They will step out of your comfort zone. On a given day, the Engineer could brief a simple OLS to a member of Congress or fine-tune the latest transformer model. On some days, the Engineer may do the work of a Software Engineer, a Social Science Statistician, or a Cloud Architect. You’ll Bring These Qualifications

 

Extensive experience deploying machine learning models into production in a cloud based environment (AWS preferred)

 

At least 2 years direct experience developing and deploying deep learning models

Extensive experience with the SciPy stack or similar ML framework

 

Experience with at least one modern deep learning framework (ie TensorFlow, PyTorch)

TJFACT is seeking to hire a Counterintelligence Analyst II to join our Team in Ohio at the Wright Patterson Air Force Base.

 

The Analyst will be an integral part of a Government and Contractor Team responsible for counterintelligence support to technology protection focus areas, while collaborating with counterparts throughout the DoD and other government agencies.

Major Duties and Responsibilities

 

Perform analysis of OSI's counterintelligence investigations to identify patterns aiding in efforts to identify foreign intelligence entities and other adversarial threats to DAF and DOD programs. Present those findings to OSI Center leadership and other OSI customers as appropriate, both orally and in writing. When appropriate and/or necessary, author analysis in adherence to Director of National Intelligence established analytic tradecraft standards.

Conduct long-term studies using a variety of statistical analysis to draw conclusions and estimate probabilities based upon knowledge of economic, geographic, and social information from current and past situations associated with foreign intelligence threats to DAF and DOD technologies and associated supply chains. Present findings and recommendations to appropriate government officials as identified by OSI Center leadership, both orally and in writing.

Support counterintelligence investigations and operations with focused analysis in order to evaluate the significance of the information collected, extract and further disseminate relevant threat information, identify investigative leads, provide assistance to the case agent, and coordinate actions within the law enforcement and counterintelligence communities.

Identify trends and actions of intellectual property theft and technology transfer investigated by OSI. Provide informational briefings outlining findings to facilitate the DAF's efforts to prevent such theft/loss.

Identify access and threat vectors commonly exploited by foreign intelligence, or other adversaries, to target DAF/DOD programs and associated supply chains. Provide informational briefings in support of the DAF's risk mitigation efforts.

Produce and publish analytical products via portal, SharePoint and other electronic methods for OSI Center leadership, OSI field units and DAF senior leadership.

Summarize work efforts, meetings, project statuses, and accomplishment in the form of Weekly activity reports (WAR).

Support collection efforts by authoring intelligence report evaluations, source-directed requirements, and/or assisting with the development or update of strategic and ad hoc collection requirements in support of DAF technology protection efforts.

Minimum Required Skills

Responsibilities:

 

Employ intelligence expertise and knowledge to assist in the integration of Defense and National intelligence support capabilities, including collection, analysis, and targeting activities, into overarching operational planning functions and efforts across the DoD

Mission areas for Intelligence Planner assistance include, but are not limited to, development of campaign plans, deliberate planning, crisis management, and time sensitive planning in accordance with the Joint Operations Planning and Execution System (JOPES)

Additionally, planners assist with red teaming and intelligence operations feasibility assessments within the planning process

Requirements:

 

Active TS/SCI security clearance

High school diploma with at least 12 years of relevant experience; an associates degree with at least 10 years of relevant experience; a bachelor's degree with at least 8 years of relevant experience; or a master's degree with at least 6 years of relevant experience

Demonstrated working knowledge of the concepts involved in the specific functions outlined in the job description

Knowledge of and demonstrated ability to apply Intelligence Community (IC) and DoD classification guidelines and procedures

Demonstrated ability to work semi-independently with oversight and direction

Demonstrated ability to use logic when evaluating and synthesizing multiple sources of information

Demonstrated understanding of interpreting analysis to include, but not limited to, its meaning, importance, and implications

Demonstrated understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors/platforms and human intelligence sources related to the job description

Demonstrated understanding of evaluating collected intelligence reporting, engaging with collection managers, and developing collection requirements

Demonstrated comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the position

Demonstrated ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and/or technically advanced

Demonstrated ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines

Desired Skills:

 

Minimum 8 years of experience related to the position with at least a portion of the experience within the last 2 years

About this Position:

 

TJFACT is seeking to hire a 5 Counterintelligence Analyst II to join our Team in Quantico, VA!

 

The Analyst will be an integral part of a Government and Contractor Team responsible for counterintelligence support to technology protection focus areas, while collaborating with counterparts throughout the DoD and other government agencies.

Major Duties and Responsibilities

 

Perform analysis of OSI's counterintelligence investigations to identify patterns aiding in efforts to identify foreign intelligence entities and other adversarial threats to DAF and DOD programs. Present those findings to OSI Center leadership and other OSI customers as appropriate, both orally and in writing. When appropriate and/or necessary, author analysis in adherence to Director of National Intelligence established analytic tradecraft standards.

Conduct long-term studies using a variety of statistical analysis to draw conclusions and estimate probabilities based upon knowledge of economic, geographic, and social information from current and past situations associated with foreign intelligence threats to DAF and DOD technologies and associated supply chains. Present findings and recommendations to appropriate government officials as identified by OSI Center leadership, both orally and in writing.

Support counterintelligence investigations and operations with focused analysis in order to evaluate the significance of the information collected, extract and further disseminate relevant threat information, identify investigative leads, provide assistance to the case agent, and coordinate actions within the law enforcement and counterintelligence communities.

Identify trends and actions of intellectual property theft and technology transfer investigated by OSI. Provide informational briefings outlining findings to facilitate the DAF's efforts to prevent such theft/loss.

Identify access and threat vectors commonly exploited by foreign intelligence, or other adversaries, to target DAF/DOD programs and associated supply chains. Provide informational briefings in support of the DAF's risk mitigation efforts.

Produce and publish analytical products via portal, SharePoint and other electronic methods for OSI Center leadership, OSI field units and DAF senior leadership.

Summarize work efforts, meetings, project statuses, and accomplishment in the form of Weekly activity reports (WAR).

Support collection efforts by authoring intelligence report evaluations, source-directed requirements, and/or assisting with the development or update of strategic and ad hoc collection requirements in support of DAF technology protection efforts.

Minimum Required Skills

 

Must have at least three (3) years of experience with collecting, evaluating and analyzing raw and processed intelligence reporting concerning threats to DOD technologies.

Knowledge of the principles and practices of counterintelligence functional services, collection, investigations, and operations.

Specific knowledge and at least one (1) year of experience conducting research across multiple acquisition and intelligence databases and networks such as, but not limited to CHROME, TAC, SAM, EDGAR, and Lexis Nexis to prepare foreign intelligence threat assessment reports for technology protection.

Must have at least three (3) years of experience working in the principles, concepts, and methodologies of intelligence analysis and research to include statistical methods; link, pattern and timeline analysis; and database manipulation. Must have at least one (1) year of demonstrated knowledge in the authorship of finished intelligence which adheres to DNI analytic tradecraft standards.

Must have at least three (3) years of experience using analytical software and presentation tools, such as Analyst Notebook, Microsoft Publisher, Microsoft PowerPoint and Adobe suite products. The contractor must be able to use these tools without extensive training.

Must have at least three (3) years of experience with the link analysis process, including the ability to make connections between foreign intelligence entities and operations.

Two (2) or more years of experience and judgment in planning and accomplishing work independently and/or part of a working group or team to provide time sensitive and quick responses to Requests for Information.

Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and oral presentations.

Must be computer literate with working knowledge of creating relevant spreadsheets, graphics, mapping and network applications; word processing, the Internet and other computer software.

Must be able to demonstrate how research methods, statistical analysis, and mapping to produce relevant products.

Must have skills in: gathering, recording, and organizing data; identifying and using potential sources of data; determining appropriate visual presentations of statistics or factual data; developing effective data collection procedure; establishing and maintaining effective working relationships; maintaining accurate detailed records.

Minimum Required Qualifications

 

At least five (5) years of experience in analyzing intelligence and at least two (2) years of experience in analyzing threats to Research, Development, and Acquisition (RDA), Supply Chain Risk Management (SCRM), or other technology focused subject.

Bachelor's Degree related to Engineering, Political Science, or Intelligence Analysis; or an equivalency of nine years’ (9) experience as an intelligence analyst.

Experience with intelligence information and data collection, analysis and integration with other all-source intelligence information, to include experience writing finished intelligence which adheres to DNI analytic tradecraft standards.

Experience with the OSI, Naval Criminal Investigative Services, Defense Intelligence Agency Office of Counterintelligence, or other counterintelligence unit is preferred.

Ability to conceptualize, design, develop, execute and animate high-end design projects.

Demonstrated skill in design software applications such as Adobe Master Collection CS6 (Photoshop, illustrator, Premier, and After Effects), Autodesk, Maya, Mudbox, Motion Builder, and Smith Micro (Poser 10), and Portrait Pro.

Must be able to maintain a clearance.
