Essential Job Functions:
Responsible for supervision and management of the Installation Property Book Office. Directs the Installation
Property Book actions for accountability of expendable, nonexpendable, and durable property on hand and all
transactions that affect property book records. Monitor and develop resolution of all related issues/problems
with property management; plans work independently and develops analytical methods for problem resolution;
analyzes property management problems to determine scope and course of action required; perform and
independent analysis of issues, identifies tools necessary for timely resolution of property control
issues/problems and initiates resolutions of problems issues and develops procedures to enhance DOL, Fort
Carson and soldier support. Supervises subordinates in the day-to-day operation of the Property Book office.
Responsible for accountability and maintenance of automated official government records through practical
knowledge and execution of the provisions contained in Federal Acquisition Regulation (FAR) Part 45.5 and
associated clauses which effect the government property systems. Maintains a designed automated property
control file management system and associated audit trail for government and contractor acquired property,
realizing the difference in acquired and government furnished. Instructs and assists secondary property
custodians with procedures and security precautions needed to protect property from theft and
misappropriation. Interface with units processing their adjustments and providing technical guidance to
military personnel of all ranks. Cross train other employees in all aspects of the Property Book operation.
Prepare various accountability documents with automated support. Reconcile results of inventories to resolve
complex property accounting problems.
Minimum Qualifications:
Associate Degree in Business desirable. Formal military training or equivalent civilian experience and course
work in logistics management/property book accountability mandatory. Course work in personnel
management desired. Through military or industrial logistical training, must have a broad and comprehensive
knowledge of the theory, principles and methods for Property Book. . Five years or more directly related to
Property Administration or Property Book Office. Operate personal computers and software consisting, but not
limited to Microsoft Office, and Property Book Unit Supply Enhanced Program (PBUSE), the Standard
Property Book Redesign System (SPBS-R), and Unit Level Logistics Systems S4 (ULLS-S) hand receipt
program. Must have ability to use and interpret Army Regulations and Directives. Candidate selected will be
subject to a government security investigation and must meet eligibility requirements for access to classified
information.

The Navy Engineering Logistics Office (NELO) is a federal government organization consisting of civilian
employees within the Department of the Navy. NELO is recruiting for positions to support multiple
disciplines within the Department of Defense Acquisition Process. All positions are Federal Government
jobs and involve various aspects of business support for United States Navy programs.
As a condition of employment, all candidates must be: United States citizens; able to obtain a Top Secret
security clearance; and pass a drug screening test.
NELO provides training to all new employees, including formal classes toward applicable certifications
and on-the-job training. The following are duty summaries of the jobs we are recruiting for:
Contract Specialist- Contract Specialists are responsible for all aspects of the contracting process from
initiation to award of complex, high-dollar, Navy contracts. All procurements require a great deal of
coordination, analysis and detailed negation to ensure they are timely, reasonable and cost
effective. Although Contract Specialists receive supervisory assistance on new and unusual assignment,
they are expected to exercise sound judgment and initiative throughout the process. There are extensive
training programs as well as travel opportunities available. An undergrad degree is required with a

Budget Analyst - Budget Analysts are concerned with the performance of functions such as the
formulation of budget and cost estimates to support plans, programs and activities. Budget Analysts
handle the presentation and defense of budget estimates and review requests for apportionments and
allotments. They review, control and report obligations and expenditures and handle the development,
determination and interpretation of budgetary policies and practices. They also analyze and offer
recommendations concerning the cost and benefits of alternative methods of financing agency programs
and administrative operations. Eventually, Analysts are responsible for all aspects of the budge process
from initiation of a program to expenditure of funds. There are extensive training programs as well as
travel opportunities available.
Security Specialist - Security Specialists represent the Department of the Navy in the protection of vital
national security information and provide policy and guidance to the military, government agencies and
industrial contractors. Security Specialists are responsible for the execution of all aspects of program
security. They emphasize a structured risk management approach to bring issues to final
