13. ASSISTANT DIRECTOR FOR PROCUREMENT (Washington, DC)
DC GOVERNMENT – OFFICE OF CONTRACTING AND PROCUREMENT
The mission of the District of Columbia’s Office of Contracting and Procurement (OCP) is to partner with vendors and District agencies to purchase quality goods and services in a timely manner and at a reasonable cost while ensuring that all purchasing actions are conducted fairly and impartially. OCP’s four delivery teams (goods, services, IT and specialty equipment) make over $1 billion in purchases each year on behalf of over 50 government agencies.
The agency is in the midst of implementing exciting operational, technological and regulatory reform. The Assistant Director for Procurement will need to be a change agent, a dynamic leader and committed to service as we continue to strengthen the public’s trust in this agency. The Assistant Director for Procurement will face many challenges. The OCP has suffered from shifting leadership and continues to face strong but appropriate public scrutiny. When Mayor Adrian Fenty took office in January, 2007 he made procurement reform one of his top priorities, and the Chief Procurement Officer enjoys the unqualified support of both the mayor and the city council. Reform is underway, and many successes have already been achieved, particularly in the areas of organizational alignment, improvement in the procurement workforce, and a properly balanced regulatory environment.
The Assistant Director for Procurement must (1) have exceptionally strong leadership skills, (2) have a demonstrated ability to make an organization more efficient in its procurement practices; (3) be a hands on manager; (4) have a minimum of three years senior-level procurement experience, preferably in the public sector; and (5) possess a detailed understanding of current issues in the government procurement arena. The ideal person for this position will have a demonstrable mastery of the body of knowledge attendant to public procurement, for example being professionally certified in purchasing or a related field. The Assistant Director will be responsible for leading a buying staff of nearly 70 personnel. He or she must understand, advocate for and guide staff toward public procurement best practices.
The Assistant Director for Procurement will serve as consultant and advisor to the Chief Procurement Officer and the heads of District agencies on contracting and procurement matters. As such, the Assistant Director is responsible for efficient and effective management of the contracting and procurement process, and is expected to apply an unqualified degree of integrity, initiative, foresight, and judgment in executing responsibilities.
Other duties include setting and monitoring appropriate operational standards and goals as well as mentoring and developing the personnel he or she leads. The Assistant Director for Procurement will also direct the research and analysis of existing and proposed governmental policies and legislation that affect functions and activities for the Office of Contracting and Procurement. The District’s government procurement activities must be in compliance with the Procurement Practices Act which is the current government procurement code for the District. The starting salary for this position will be between $109,000 and $130,000.
