POSITION SUMMARY: Responsible for the capture of new and recurring business opportunities and programs after they have been identified. Interfaces with, and coordinates capture activities of Business Development Managers, Proposal Managers, Program Managers, Engineering, Contracts, Export Control and Management. MAJOR RESPONSIBILITIES
• Maintains strict compliance with ITT policies and procedures relating to Business Ethics and Code of Conduct, in addition to the specific procurement regulations established by the Federal Government.

• Develops, in cooperation with the proposal manager, bid and proposal cost estimates, monitors progress against plan, and initiates corrective action where appropriate.
• Assists in the preparation of milestone reviews, participates in milestone reviews and ensures the New Business milestone process is effectively utilized.
• Prepares, in coordination with BD Managers, acquisition/capture plans on selected programs detailing the win strategy, discriminators, Voice of the Customer, cost-to-win estimates, action plans, operations concept, gathers and prepares competitive analysis, analyzes/matrixes RFP requirements, and is responsible for managing the Proposal Team to execution against this plans.
• Manages new business proposal efforts to ensure the highest quality proposals are delivered ' proposals which implement the capture strategy; include effective themes and discriminators; provide the highest level of compliance with customer requirements and cost and budget objectives.
• Provides leadership and direction to the proposal team.
• Provides status reports on capture process and ensures the CRM database is up to date.
• Maintains an awareness of industry capabilities and assists and coordinates as part of the overall capture process, teaming discussion, agreements and negotiations through legal marketing and senior staff reviews.
• Interfaces with other ITT Defense organizations to promote cooperative new business capture endeavors.
• Assists in the development of the ITT Radar Systems strategic business development plan.
EDUCATION: Bachelors of Science Degree in Marketing, Business Administration, or related technical area. Masters Degree or equivalent work experience is desireable.
EXPERIENCE: A minimum of 10 or more years experience in capture management with substantial exposure to business development and marketing support activities. At least 5 years should have been in a position directly related to business development for international and domestic DoD customers, preferably in the ITT-RS' markets (ATC and air defense surveillance radars).
KNOWLEDGE: Knowledge of U.S. Government (DoD) and International Federal Government procurement practices, budgeting procedures, and operational requirements. Knowledge of Foreign Military Sales (FMS) procurement practices, budgeting procedures, and operational requirements. Knowledge of military air traffic control and/or air defense surveillance radar equipment/systems and their applications is highly desirable.
ABILITIES: Effective oral and written communications skills; ability to communicate effectively with individuals and groups within military customer organizations, as well as the ITT organization. The purpose of the BHS positions shall be to provide direct clinical support in the areas of management, oversight and psychological support relative to the administration of the U.S. Army SERE Level-C training program conducted at USAACE, Fort Rucker, Alabama. The specialties required to support the SERE Level-C training include the following positions: Physician (1 Full time (FTE) provider ), Physician Assistant (2 FTEs), and Emergency Medical Technicians - Paramedic (5 FTEs).
Places of Performance. We are seeking to immediately hire a Special Forces Combat Diver Subject Matter Expert (SME). The successful candidate will have held an 18 series MOS or AOC for a minimum of 4 years, and have specialized experience as an active member of Dive Team ODA and have been Navy or Special Forces Combat Diver qualified within the last 4 years. In addition, Dive Supervisor qualification and an Instructor level is preferred.
Duties include the provision of subject matter expertise in Special Forces Combat Diver training programs, tasks and operations to ensure that all deliverables meet customer requirements. The Special Forces Combat Diver SME will assist in clarifying customer expectations and standards, and respond to concerns related to all combat diving aspects of the courseware design, development, production, and delivery. The SME will also write realistic scenarios for training combat diving.
This is a contract position and the period of performance is 12 months. Work arrangements and hours are negotiable depending on the applicant's qualifications, but we prefer someone within driving distance of Fayetteville, NC.
Reminder: For this position you must have been an active member of a dive team ODA for at least four years. You must also have been Navy or SF Combat Diver qualified within the last 4 years.
