1. Subject: Facilities Manager in Uzbekistan
We had a FM (expat) hire for our logistics facility in Uzbekistan drop out on us. Can you assist with locating perhaps a recent retiree with log experience, especially with knowledge of Class IV construction materials and running warehouses? Perhaps an E-9 or O-4? This person must deploy and take up residence in Termez, UZ for 12 months for starters. You may not know a specific individual yourself but perhaps you can steer me to someone who does know of a candidate. Leadership is an important ingredient since he'll have warehousemen (Uzbek) working for him. He needs to be computer literate and be able to represent TMC with the AMEMB and UZ government officials. The annual salary is 85K with a $19K relocation and R&R (2) allowance per 12 months. Full TMC benefits, including 15 days accrued vacation.

Job Description:
Provide and guidance of Client's corporate Quality Functional Director and Contingency Operations Program Management, for Log Cap IV as country senior QA/QC Manager.

Be able to apply intensive and diversified knowledge of quality assurance and quality control principles and practices to a LogCap Contingency and Sustainment Operations and Task Order assignments.
Manages multi project and QA/QC organizations and activities, including establishment of multi-discipline quality programs, sustainment and operational quality programs, field oversight design, construction drawings, inspection and test plans, executes a wide variety of technical and administrative assignments, and effectively interacts with project and DCMA QAR, ACO, military personnel and clients.

Basic Job Requirements:
* Bachelors (masters or above preferred)
* No less than 15 years of DoD or Federal Sector experiences, most recently specific to Defense Contractor Audit Agency (DCAA), and DCMA liaison for LOGCAP Operations
* Familiarity with QARs/CARs and working with client, primary and sub-contractors in order to deliver a solution in large to small FOBs.
* Work as part of a cross-functional team that also has dotted line responsibility to US corporate offices
* Able to represent their employer to the Army, when necessary

I wanted to let you know about a position that we’re trying to fill on one of our other projects. The project manager needs someone with technical expertise in communications (satellite, HF, Ku, X, etc.) to work on the Air Force Air staff. It requires a TS/SCI clearance and the ideal candidate would have at least 10 years of experience. Because this is an Air Staff position, the candidate would have to have excellent written and oral communication skills in addition to the appropriate subject matter expertise. Below is a brief description of the position:

Review various draft directives, staff the drafts with (i.e., forward to) appropriate using commands, consolidate comments and submit comments back to directive authors for resolution by authors. Review various equipment or circuit configuration change proposals or upgrade proposals, staff comments with impacted organizations, coordinate changes to the draft proposals, and submit requisite changes back to the proposal authors for resolution and changes in funding. Director of Contracts

Directs the formulation of contracts policies, procedures, methods, operating practices and performance standards for assigned LOGCAP IV.

Principal Responsibilities

Directs the proper coordination of various types of¥ agreements, subcontracts and other contract/legal documents with accounting, legal, program management and other organizations as necessary
Oversees¥ the develop of cost proposals to address request for proposal (RFP) requirements and approved cost strategies in accordance with cost estimating system requirements, company policies, and government regulations

Performs many of the following responsibilities

• Facilitates effective implementation of contract responsibilities with program objectives and requirements
• Reviews all contract modifications and proposals for completeness, compliance and accuracy
• Advises and guides Contract department in export and control and licensing matters to ensure the upper management is kept fully aware of company’s compliance
• Monitors performance, funding, and payments on assigned contracts
• Notifies upper management and site Program Management of potential non-compliance and other problems that could have an adverse impact to the company
• Advises management of contractual rights and obligations and provides interpretations of terms and conditions of assigned LOGCAP IV
• Manages the process for updating contract information in contract’s database ensuring all data is current and complete
• Participates in contract disputes, claim resolutions and outside audits. May be assigned to take the lead in some cases
• Reviews and resolves issues affecting assigned SBU or company compliance and ensures satisfaction of legal requirements, company and customer objectives
• Negotiates proposals, contract modifications, and agreements as required within the limits of authority delegated by the upper management
• Acts as advisor regarding legal requirements, customer contract requirements, and government regulations

Education

Bachelor’s degree in an associated discipline is required. Two (2) years Contracts Management or related field experience can be substituted for each year of the four (4) years of college.
Master’s degree is highly desired.

Experience

Typically, fifteen (15) to twenty (20) years of experience in contract administration and government cost accounting environment. At least ten (10) years experience in a managerial role is required.

Special Knowledge/Skills Required:

• Knowledge of various computer programs required (ex: Word, Excel, etc) and working experience with spreadsheets
• Knowledge of cost controls and international logistics support
• Thorough knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR) and related federal and state legislation and regulations
• Knowledge of Service Contract Act and Truth in Negotiations Act
• Knowledge of international business management and International Traffic in Arms Regulations (ITAR) if required for contract
• Knowledge of accounting practices including DynCorp’s disclosed accounting practices.
• Excellent oral and written communications
• Effective leadership and interpersonal skills
• Able to travel internationally on short notice to a hazardous environment
