9. I’m including below the Statement of Work and Instructor Requirements for the positions we are trying to fill. It will require two (2) Primary and two assistant instructors to teach a course on DPW (Department of Public Works) Job Order Contracting (see full course description below). I believe the ideal candidate is either someone that has recently retired from his or her second career, doesn’t need full time employment, or someone still working and willing to take a week vacation to teach the course to earn extra pay and travel per diem. The locations of the courses to be taught are in Alabama, New Mexico, and Alaska (that doesn’t sound like a bad deal at all). The courses (a one week basic and one week advanced) will be taught four times in 2010, and two times each in 2011, 2012 and 2013.

I also need one of the senior experienced instructors to be selected available for an additional week or two of work this coming January or February to work with the ISD/course developers as the Subject Matter Expert (SME) as they build the course. Of course they will be well compensated and receive travel and per diem to Orlando, Florida where the work will be done. Instructor Compensation will be negotiated with the individuals selected and based on their level of expertise. It will be at least a couple of hundred a day plus per diem. DPWJOC COURSE INFORMATION:
1.1 Description: DPWJOC Basic is a 32-hour lecture-based course that teaches students
the basic policies, and procedures for properly executing sustainment, restoration, and
modernization (SRM) projects using a Job Order Contracting (JOC) contract applicable to the
Directorate of Public Works organization (or equivalent) on a federal installation or community.
Topics include elements of JOC; task order scoping; task order proposal requesting, receiving,
reviewing, evaluation, negotiation, and documentation; task order placement by ordering
officers; key JOC management issues; and contract administration procedures under JOC.
1.1.1 A combination of lecture and follow-on discussions which include group exercises
and case studies shall be utilized to reinforce learning objectives and to encourage student
involvement.

1.2 Description: DPWJOC Advanced is a 24-hour course that teaches students strategies
and procedures for technical discussion and negotiation with contractors in the JOC task order
process. Topics include preparation for negotiation, conduct of negotiation sessions,
alternatives, and documentation. It also provides students with an understanding of the overall
process of contract changes, modifications, and claims and prepares individuals to perform their
roles in the contract actions applied to JOC.

workshop which includes group exercises and case studies shall be utilized to reinforce learning
objectives and to encourage student involvement.


Instructor Qualifications:
2.9 The contractor shall provide course instructors as follows:
• One principal instructor for course 990
• One principal instructor for course 991
• Two instructors for any scheduled combined 990/911 course sessions.
For the 40 hour combined 990/991 onsite referenced in Appendix A, both instructors shall be
present in the classroom for the duration of the 40 hour session. The combined onsite can consist
of a principal and assistant instructor OR two individuals both qualified as principal instructors.

it is the contractor’s responsibility to ensure that the identified backup instructors are available to

Public Works (DPW) in a professional work setting (reference section 2.9.5). Additionally, the

within the past eight years working directly with an Army, Navy, or Air Force Directorate of

TROY is providing food, since both sessions span meal hours, hence the symposium has the potential to nourish both the body and intellect. Please give the attached notice the widest dissemination possible within your organizations and among the local Air Force Space Command, Army Space and Missile Defense Command, and Missile Defense Agency communities. Terrorism shapes both foreign and domestic agendas; therefore, opening a dialogue on the adversary is an essential component on the path to understanding. Intelligence reports and news stories only provide the event phenomenology, but without an understanding of the context any response could be hap-hazard. Provide high fidelity modeling and detailed analysis support for modeling individual and/or integrated system of systems for existing, emerging and conceptual Global ISR systems and the associated TCPED. These systems may consist of manned and unmanned air and surface vehicles (e.g. aircraft, armor and ships); cruise missiles; air and surface weapon systems; command and control systems; sensor systems; communication systems; intelligence collection, fusion, correlation and dissemination systems; automated planning systems; and space systems.
