Plans, documents, coordinates, and performs day-to-day database administration. Makes on-line and off-line configuration changes in support of operations, test or exercises. Coordinates changes with contract customers, users, and developers. Assists in administering the CCIC2S enterprise. Interfaces with CCIC2S, ITW/AA, and administrative system users, administrators, and maintainers. Diagnoses and troubleshoots enterprise system problems using the SysOps monitoring and control tool, as well as supporting tools and utilities, to include HP Openview and Cisco Works. Program Manager, CNTPO Afghanistan National Police Facility Maintenance and Life Support Services
Location/Project: Afghanistan (Kabul & multiple remote sites)

Position requirements/qualifications:
Provides life and mission support for DOD efforts supporting the development of the Afghanistan Ministry of Interior and National Police, and DOD, Coalition and USG elements operating from forward operations bases throughout Afghanistan
Responsible for all program management functions in support of the DOD CNTPO Afghan National Police Facility Maintenance and Life Support Services Program. Overall responsible for providing life and mission support services at 17 FOBs, throughout Afghanistan and additional FOBs as directed. Acts as the senior leader and manager for subordinate managers and staff members. Focuses on program management, oversight, customer satisfaction, customer interaction, performance management, cost control and activities to meet critical schedules, resolve critical/complex technical or operational problems. Develops and administers budgets, quality assurance plans, schedules and performance standards. Reports directly to Combined Security Transition Command-Afghanistan Department of Defense chain-of-command (for operations) for technical program management functions.

Duties include:
Program management for life and mission services valued at several hundred million dollars per year, multiple subcontractors and several thousand full time employees. Maintain program flexibility, capacity and capability to respond to customer requirements in a hostile and austere environment. Responsible for preparing and executing a Government approved Master Project Schedule. Will participate in technical interchange meetings to present necessary data to enable a joint review of various customer assigned tasks, attendant schedules, and resource expenditures. Additionally, shall present and participate in technical discussions and inform the Government Technical Monitor (TM) of any problems with contract execution and any proposed solutions. Will attend and participate in other meetings, as scheduled by the responsible contracting officer or written designee. Maintains overall responsibility of the Program Management Plan and supervision of 1) program member roles and responsibilities, 2) cost management, 3) schedule management, 4) resource management, 5) risk management, 6) program monitoring and control, 7) quality control, 8) operational security and 9) maintains monthly status reports on quality and progress of the program.
Will be required to work 3000 Direct Productive Person Hours (DPPH)/yr to include holidays and weekends and/or during irregular times and shifts based on mission requirements. Hazardous conditions and living conditions may be encountered, as well as involvement in law enforcement/security operations.

Minimum Qualifications/Experience:
Must have significant senior leadership experience as a former Military, Federal Government or Law Enforcement Officer.

DUTIES AND RESPONSIBILITIES:
• Takes end-to-end ownership and command of proposal development and related support processes.
• Writes and delivers responses to Government RFPs, RFQs, RFIs, Task Order proposals, etc.
• Designs, formats, and updates standard proposal templates, to include outlines, storyboards, themes, action items, etc., consistent with industry proposal methodologies.
• Interfaces and communicates with functional or subject matter experts, senior management, and program/contract managers on all government and commercial proposal initiatives.
• Acts as liaison for gathering proposal information and resolves related issues or answers questions prior to and subsequent of bid submissions.

JOB SUMMARY:

The Capture/ Business Development Specialist, under direct supervision of the Director of Business Development and Sales, is responsible for the marketing and sales of LGS services and products in line with the strategic initiatives, budget, goals and objectives of the government services division. Overall responsibilities include management and reporting of all phases of opportunity capture, including development of technical, operational, management, teaming, and cost/price solution approaches, as well as, reporting to executive management on current capture status.

DUTIES & RESPONSIBILITIES:

The responsibilities of the BD Specialist include, but are not limited to, the following:

• Represent the Company in its dealings with customers, partners, and third parties.
• Demonstrate strong organizational, process development, and time-management skills.
• Develop key business relationships in domestic government and military markets
• Preparation and execution of the capture plan, the capture schedule, the CONOPS, and the Bid & Proposal budget associated with the new business target. Assesses and analyzes customer issues and hot buttons.
• Develop and sustain customer interface for new or re-compete programs/contracts. Act as liaison with government or military leadership and management.
Identifies and aligns company discriminators and key differentiators to set us apart from the competition. Proven ability to lead, motivate, and energize internal and external team members to produce a winning solution.
Formulates, communicates, and implements an approved integrated capture strategy that provides a clear and defendable justification for garnering internal approval, and, ultimately, client award. Assures appropriate/qualified resources are assigned to address all client requirements.
Develops and presents capture management briefings and required sales documentation.
Capable of working closely with functional departments (e.g., Contracts, Estimating/Pricing, Finance, HR, Procurement, Legal, Project Controls, etc.) to ensure an integrated/coordinated approach.
• Participate in coordination with each LGS Business Division for business development strategy, program identification, bid and proposal estimates.
Adept at following KBR policies and procedures, and other practices as set forth by senior management. Ensure compliance with company policies and procedures and other practices set forth by upper management.
• Development of business development reports and briefings

MINIMUM QUALIFICATIONS:

• Undergraduate degree preferred.
• Experience and confident maturity/ poise; possessing the professionalism, personal experience and communication skills, and the energy and vision required the successfully capture and win new work.
• 3-5 years experience with all aspects of capture in a federal sales life cycle environment, including lead and opportunity development, teaming strategies and negotiations, proposal planning, development/identification of win/lose potential as it relates to competition, cost estimating, and budget and operational management
• Federal industry knowledge, marketing and sales capability, technical insight, proposal experience, program management experience, program management skills and leadership skills.
• Previous military experience is preferred
• Thorough knowledge and understanding of military and governmental contracting, concepts, organization, and trends.
• Strong management, communication, and task organization skills.
• Must possess ability to communicate effectively both orally and in writing with individuals of many diverse backgrounds and cultures to include, but not limited to, junior and senior military, and government contracting officials.
