The Electric Distribution Controller is responsible for the supervision of the electrical operation of the Company's distribution systems. The principal duties of this position consist of directing all switching activities on the Company distribution facilities and certain customer lines and equipment. This includes analyzing system conditions, preparing procedures for field work, preparing and issuing orders, assuring the proper implementation of the protective card procedures, and preparing and maintaining records of distribution system operations and
status. This individual handles customer trouble calls and emergency situations by analyzing problems and calling in personnel as appropriate to secure the distribution system or to restore service. This individual also provides work direction, schedules routine inspection and maintenance work, and performs other duties as assigned. This position normally involves a rotating shift covering 24 hours a day, 7 days a week. Some field work is expected.

11. Homeland Security Certificates at UCCS
COLORADO SPRINGS, Colo. – The Center for Homeland Security (CHS), part of the National Institute of Science, Space and Security Centers (NISSSC) at the University of Colorado at Colorado Springs will offer two new certificates in security intelligence and disaster public health beginning 19 January.

The School of Public Affairs offers a graduate certificate in Security Intelligence in conjunction with CHS.

Beth-El College of Nursing & Health Sciences offers the undergraduate and graduate certificate in Disaster Public Health also in conjunction with CHS.

“An academic certificate from UCCS can be a powerful discriminator setting you above the competition when it comes time to land that next job or promotion,” said Mike Perini, NISSSC Executive Director.

The certificate programs are taught online and in-residence by experienced and leading professionals.

“For example, UCCS employs subject matter experts from NORTHCOM’s Surgeon General’s office and Intelligence Directorate as instructors,” said Tina Markowski, CHS Operations and Academic Programs Manager.

“These experts offer insight into and study of the intricacies of disaster health management for first responders, military personnel, community volunteers or anyone interested in the roles associated with managing public health issues during a disaster,” she said.

The new certificate in Security Intelligence helps people prepare for a career. “This is a unique opportunity to acquire the education for a specific path toward a professional career in the field of intelligence and homeland security,” said Markowski.

“These certificates build on the momentum of the exciting new efforts happening within NISSSC to provide educational services in partnership with academic units,” said Perini. “This new educational service will position NISSSC for future growth and demonstrate our commitment to meet the needs of our military and private sector partners,” he said.

Subject Matter Expert (SME) Requirements
All SMEs shall have strong communications, briefing, writing and organizational skills and be able to research, staff, integrate, write, and modify a complete Program of Instruction (POI), and corresponding situational training exercise. The exercise may require SMEs to participate in minimal nighttime scenarios without the use of linguist or role player support. SMEs shall be required to provide written individual participant performance assessments due on the last day of the situational training exercise.
All SMEs shall agree to have their name and personal information provided to U.S. Army Counterintelligence and U.S. Law Enforcement entities for vetting. The government retains the right to disallow participation by any individual found unacceptable through this vetting process. The contractor shall replace the individual in a timely manner with no disruption to the training, and at no extra cost to the government.



Tactical HUMINT SME
Tactical HUMINT SME personnel shall have solid and varied experience in mentorship of methodologies with knowledge of HCT operations. Contractor shall understand collection, dissemination, analysis, production and information technologies used to support the CAMO training event.

Tactical HUMINT SMEs shall meet the following minimum requirements: HCT leader experience, previous deployment to the Balkans, Iraq or Afghanistan contingency environment in a tactical HUMINT capacity, and formally trained in an appropriate Allied military service or DoD school. Tactical HUMINT SMEs shall have a minimum of ten (10) years HUMINT, including combat/contingency operation experience.


Operational Management Team (OMT) SME
OMT SMEs shall have a minimum of five (5) years previous OMT experience, in addition to the requirements for Tactical HUMINT SMEs as listed in Para 1.4.1.1. (b.) above. Waiver for individual candidates based on unique individual experience is possible with the approval of the USAREUR G2X or designated government representative.



HUMINT Analysis SME
HUMINT analysis SMEs shall have a minimum of five (5) years previous experience in tactical HUMINT analysis, preferably in a deployed area in support of a contingency operation in the Balkans, Iraq or Afghanistan.

Tactical Counter Intelligence (CI) SME
The Tactical CI SME shall have a minimum of five (5) years previous experience in tactical CI operations. Previous deployment experience to the Balkans, Iraq or Afghanistan combat area in a tactical CI capacity in support of U.S. Operations is essential.


Deputy to the Chief of Staff for Intelligence for CI and HUMINT Issues (G2X) SME
G2X SMEs shall have at least five (5) years of deployment experience in order to mentor a G/J2X cell to operate in the Balkans, Iraq or Afghanistan areas in support of a contingency operation.



Situation Training Exercise (STX) Coordinator SME
The STX Coordinator SME(s) shall have a minimum of one (1) year experience managing and organizing training exercises, and experience working with Role Players and Linguists. The STX Coordinator shall have experience writing scripts for exercises and scenario development. The STX Coordinator shall coordinate with the government functional lead to organize, plan and de-conflict the employment of the Linguists and Role Players supporting the exercise. The STX Coordinator shall possess organization, management and leadership skills. The STX Coordinator shall have a valid driver's license for operating a motor vehicle in Germany on and off U.S. military installations.

The overarching objective is to provide the US Army Enterprise Task Force with senior enterprise Master Black Belts experienced in LSS to assist the Army in achieving it’s goal of Institutional Adaptation.

The MBB’s will support the three goals of the Enterprise Task Force:
1. Improve ARFORGEN
2. Adopt an enterprise approach
3. Improve Requirements and Resources Processes

We will deliver consulting and advisory services to support the United States Army (Army) Institutional Adaptation effort under the Enterprise Task Force (ETF) organization.

The work involved shall include:
(1) Consulting and advising Army uniform and civilian personnel on the strategy, approach and use of CPI methods that include but are not limited to Lean Six Sigma (LSS)
(2) Provide support, preparation and facilitation of events, forums, symposiums, and conferences for Army leaders as requested by the ETF Functional lead
(3) Provide six Subject Matter Expert LSS Master Black Belts with enterprise experience as defined in Appendix A, to support the following organizational groups:

1 Senior MBB to Support ETF Headquarters (Washington,DC)
1 Senior MBB to support the Human Capital Enterprise (Ft. Monroe, VA)
1 Senior MBB to support the Material Core Enterprise (Ft. Belvoir, VA)
1 Senior MBB to support the Readiness Core Enterprise (Ft. McPherson, GA)
1 Senior MBB to support the Services & Infrastructure Core Enterprise
(Washington, DC)
1 Senior MBB to support ETF assigned special projects (Washington, DC)

This work requires access to sensitive and/or SECRET Level classified material and security clearances for all resources.

Special Requirements:

This requirement will be for the procurement of Lean Six Sigma (LSS) Continuous Process Improvement (CPI) Master Black Belt enterprise-level project execution.

Special Qualifications: The Master Black Belts provided will be certified as Black Belts: by either the American Society for Quality or must have received both Six Sigma certification via a nationally-recognized standard (submit documentation) and Lean certification in accordance with nationally recognized standards (submit documentation). The contractor is responsible for ensuring all employees possess all required certifications in the execution of this contract. All Master Black Belts on this effort must have completed at least 5 enterprise-wide projects for major corporations that were complex and consists of many subcomponents and subordinate processes. Enterprise-wide projects are those with very complex problems, are multivariate in both dependent and independent variables, and whose impact and reach across an entire corporation or industry. The Master Black Belts will execute projects under the direct supervision of the most senior Army executives, the Core Enterprise Commanders and their representatives. These “corporate leaders” are adapting the institution to ensure effective and efficient delivery of land forces to the Combatant Commanders using the Army’s core process—the Army Force Generation process—which is our one “production line” . Master Black Belts under this contract must be able to value stream in this context, with all the supporting processes and complexities, and then quickly move toward process improvement across the enterprise with precision. This includes top-down, bottom-up, vertical, horizontal and diagonal integrations and optimizations. The Master Black Belts must deliver a parsimonious set of statistics, based on irrefutable multivariate analyses of variance that predict and project outcomes, failures, and defects to the Army Force Generation process and its supporting processes. This includes leading and lagging indicators focused on optimization of time, quality, and resources. The Master Black
Belts must deliver modeling and analytical capabilities that allow the evaluation of multiple courses of action to support Army Force Generation process and its supporting processes. The Master Black Belts must be capable of applying advanced Theory of Constraints techniques, including but not limited to, Linear Programming with Side Constraints, to the Army Force Generation Model and Process. The Master Black Belts must be able to make recommended adjustments to the Army Force Generation process and its supporting processes to account for surge scenarios and the associated impacts.

Master Black Belts -In addition to the special qualifications listed above the MBB shall possess the following:
1. Six Sigma certification via a nationally recognized standard (submit documentation)
2. Lean certification in accordance with nationally recognized standards
3. Ten years experience managing Six Sigma implementation and deployment in public sector
4. Demonstrated experience in managing, supervising, leading and executing LSS projects resulting in sustained performance and annual average savings of at least $10 million or more.
5. Demonstrated experience in world-wide LSS deployments
6. Demonstrated experience in supporting Army LSS deployment initiatives
7. Demonstrated experience in the execution of enterprise wide and service LSS projects
8. Demonstrated experience in the application of Lean/Rapid Improvement Events (RIE) techniques and tools
