Java Team Lead

CCE has the following positions available:
9. Helicopter/Aircraft Logistics Technician – International. We are currently in need of logistical technicians looking for stand by short term positions to perform tasks associated with UH-60L maintenance in accordance with US Army Technical Manuals.
These assignments will occur on an as needed basis and will involve travel to locations worldwide. Most assignments will last 1-4 months but this will vary by assignment. In addition to your salary you will be provided housing and transportation as well as limited company benefits.

10. Assorted Managers. We are seeking a variety of well qualified management level candidates in anticipation of an upcoming world-wide project. We anticipate the following key positions but this is subject to change. Please note that overseas experience is required--domestic experience alone will not do. We anticipate that some, if not all, positions may require current secret clearance.

11. Civil Engineers – International. We need CE’s capable of conducting safety surveys on completed structures. They should be flexible as regards working in a number of different overseas settings but we have immediate needs for Afghanistan, Iraq and Palestine. Secret clearance is required.
12. Food Program Administrator – To join our database for anticipated projects in a variety of overseas locations.
13. Journeyman –To join our database for anticipated projects in a variety of overseas locations. Will work under the general direction of the Site Manager. He/she receives general guidance and instruction and is expected to work with minimum direct supervision. Work is subject to evaluation based on acceptability, adherence to procedures and guidance, and overall effectiveness.
14. Logistics Manager – Mexico City, Mexico. Coordinates the company’s travel needs to include: scheduling hotel and flight accommodations, car rentals, and procuring necessary documentation such as passport, visas, or other clearances for people coming from through-out the world to Mexico for training.
15. Network Engineer – Annapolis, MD. The role is to ensure the stability and integrity of in-house voice, data, video and wireless network services. This is achieved by planning, designing, and developing local area networks (LANs) and wide area networks (WANs) across the organization. In addition, the Network Engineer will participate with the installation, monitoring, maintenance, support, and optimization of all network hardware, software, and communication links. This individual will also analyze and resolve network hardware and software problems in a timely and accurate fashion, and provide end user training where required.
16. Site Managers - To join our database for anticipated projects in a variety of overseas locations. Works under very limited supervision in the performance of all major duties. Coordinates activities with the customer representative on a daily basis.
17. Proposal Manager – Annapolis, MD.
Supervisory Control – Reports to Executive Vice President, Marketing & Proposal Management.
Major Duties – 1 - Plan, organize and manage the entire proposal process for assigned projects throughout the proposal development cycle from establishing the proposal schedule, preparing presentations for and conducting kickoff meetings, conducting review sessions, writing proposal content, finalizing production, and delivering the final proposal to the customer.
2 - Prepare all proposal development documentation (outline, team assignments, proposal management plan, schedule kick-off meeting materials, templates, writing guides. etc.).
3 - Review and analyze solicitations (RFPs, RFQs, TORPs, RFIs, ect.) and all related documents, create detailed proposal schedules and ensure adherence to all deadlines.
4 - Manage and/or accomplish writing assignments, to include development of original material and editing of existing material, to ensure that submissions are accurate and compliant with the proposal outline and solicitation instructions and incorporate noted win themes, discriminators and reviewer comments.
5 - Responsible for final production activities including coordinating editing, proofreading, printing and binding.
6 - Interface with proposal and business development resources, including the Capture Manager, as appropriate.
7 - Ensure proposal material (final volumes, templates, graphics, pictures, etc.) is organized for easy retrieval and possible re-use.
8 - Advise the Executive Vice President and Senior Proposal manager all pertinent information contained in the solicitations, to include anything that may impact pricing, special contact clauses that could impact the bid decision or operations, conflict of interest statements, staffing requirements that may present a challenge a response to the solicitation. Identify and communicate risks associated with solicitation requirements.
9 - Participate in pricing discussions and ensure proposal pricing components are compliant and formatted according to solicitation requirements. Providing pricing assistance as required.
Required Qualifications – Bachelor’s degree or equivalent combination of education and experience in Communications, English, Journalism or related field preferred.
10 + Years of demonstrated experience writing U.S. government proposals to include at least 5 years managing midsize to large proposal efforts (multi-volume 100-250 + pages) from start to finish.
Must have strong computer skills and be proficient in Microsoft Word, Excel. PowerPoint and Adobe Acrobat. Additional skills in other similar document production and graphic design software are desirable.
Must have strong writing and communication skills.
Must be able to work under pressure against deadlines, and handle multiple and varied job tasks. Must be capable of adjusting quickly to schedule and requirement changes.
Must be highly organized and detail orientated.

18. Proposal Specialist (Writer) – Annapolis, MD.
Supervisory Control – Reports to Executive Vice President, Marketing and Proposal Management.
Major Duties – 1. Support development of various proposals (construction, base operation services, IDIQs, etc.) including technical, management, and past performance volumes. Activities include;
a – Assist with review and analysis of REPs to develop proposal outlines/schedules based upon customer requirements, proposal themes and capture strategies;
b – Coordinate one or more concurrent proposals and /or specific volumes of a proposal;
c – Coordinate with Company departments and team members to ensure assigned proposal tasks are accomplished in accordance with the proposal schedule and outline;
d – Track compliance of proposal development against RFP requirements and schedules;
e – Develop/ edit resumes, position descriptions and past performance descriptions;
f – Write technical and management proposal sections and/or volumes as assigned in coordination with Company technical personnel assigned to the proposal team;
g – Assist with preparation of formal questions for submittal to customer;
h – Work with the Marketing/Graphics Specialist to develop and integrate graphics and artwork into proposal narrative;
I – Attend job walks, pre-proposal conferences and industry day meetings as assigned;
j – Review/edit content for consistency in style, word usage, grammar, spelling, format etc.;
k - Assist with and/or development of proposal layouts and templates;
l – Participate in various meetings (planning, capture, proposal review etc.), both within and outside the Company, prior to final production of the proposal;
m – Assist with final document production, printing/copying and delivery to customer; and
n – Provide hands-on support as needed to ensure completion within proscribed schedules.
2. Enhance and maintain Company capabilities and experience data, to include contracts charts, various Company past performance narratives and biographies, and similar.
3 – Develop and maintain SF330s for proposal submissions and as required for presentations.
4 – Develop presentation packages and briefing documents (slide shows, handouts etc.) to support proposal efforts, program management reviews (PMRs), business development requirements, Company executive meetings/conferences, and similar.
Required Qualifications – Bachelor’s degree or equivalent combination of education and experience in Communications, English, Journalism or related field preferred.

Position:
Quantum is currently seeking an experienced candidate to serve as a Systems Analyst. This position encompasses system design, development and integration for tactical satellite ground systems. Primary responsibilities involve conducting market research and analyses and proposing recommendations on hardware and software solutions. Candidate will perform mission definition and analysis functions, requirements allocation, and alternative solutions evaluations, as well as translating system performance requirements into design specifications that acknowledge technical, schedule, and cost constraints and managing the integration of new capabilities and components into an existing architecture.
