This opportunity requires configuration control, operation and monitoring of systems in the Enterprise Operations Centers (e.g., VAX, Sun, Network Control Microcomputers, and Local and Wide Area Networks), performing backups, and managing the tape and electronic media library.

Roles & Responsibilities:

8. Develops geographically correct and reality based IED network scenarios, threads and injects to facilitate AtN operations for inclusion into Master Scenarios Events List (MSEL) during MAGTF-TC supported exercises.
9. Participates in exercises to replicate MEF and Division level COIC support teams

Qualifications
* Microsoft Office proficient with a minimum of one years experience using ArcGIS and/or similar applications.
* Experience with operations centers, planning cells and operational planning teams desired.
* Experience at the Division and MEF levels desired
* Experience with Interagency and other governmental entities preferred
* Minimum ten years experience as a ground intelligence analyst or supervising ground intelligence personnel involved with developing IED networks and Asymmetric threats. Military experience with one or more deployments to OIF or OEF preferred. At least one assignment working with Explosive Ordnance Disposal units required.
* Bachelor's degree preferred.

Background
Support the USSTRATCOM Assessment Team using operations research methods and mathematical techniques to analyze the effectiveness of achieving the Commander's strategic and/or operational objectives and end states and develop associated weighting and measure criteria. Use effects based approach techniques for assigning measures of effectiveness to desired effects and capturing measures of performance and indicators. Distill complex planning and operational problems into essential elements of analysis in formulating analytical approaches to addressing those problems. Interact with operations, planning, and intelligence personnel on the headquarters' staff in addition to personnel from the Joint Functional Component Commands (JFCCs), Centers, and Task Forces in the process of collecting data. Duties will include assisting in the development of strategic and operational assessment methodologies and measures of effectiveness, data source identification, data collection, data analysis, gap analysis, and risk analysis.

Required Experience:
3-5 years experience in Ops Research or applied mathematics activities. Experience with the application of qualitative and quantitative analytical methods to military operations

Qualifications:
• Excellent Understanding of USSTRATCOM and DOD assessment processes and methodologies.
• Experience in the implementation and integration of DOD and Inter-Agency operations and associated programs/projects.
• Exceptional ability and experience to team with a variety of groups and disciplines working and coordinating efforts both across USSTRATCOM, within the DOD and across Inter-Agencies.
• Ability to brief senior leadership and to develop senior level briefings with little notice.

Additional Functions:
• Document and where required assist in the development of USSTRATCOM Objectives and Effects to achieve stated GEF End States associated with the Space, Cyber, and Deterrence mission areas.
• Participate in strategic and operational assessment topic-focused workshops
• Participate in Command-level exercises
• Support development of Strategic and Operational Assessment reports and projects

• Process Engineering and Re-engineering experience
• Information Systems Engineering experience
• System of System Analysis (SoSA) experience
• Management and Network Analysis experience
• Understanding of the JOPES or operations processes
• Knowledge of DIMEFIL and PMESII

• Knowledge of USSTRATCOM missions, operations, and planning
• Excellent oral and written communication skills
• Experience with Microsoft PowerPoint, Excel, Access, and Word

Description: The overall goal of the Joint Training Counter-IED Operations Integration Center (JTCOIC) is to provide expertise and training to units deploying to theater on efficient and effective utilization of the Joint IED Defeat Organization (JIEDDO) Counter-IED Operations Integration Center (COIC). The JTCOIC is responsible for coordinating the training of deploying units on joint, national and interagency intelligence, CIED and emerging asymmetric capabilities gleaned from the JIEDDO COIC; integrating processes, practices, concepts and materiel capabilities into Joint and Service DOTMLPF solutions; and coordinating with the training centers to provide realistic enemy and environmental signatures into models and simulations in support of realistic intelligence collection and analysis.
- The JTCOIC Training Division trainers must attain in-depth understanding of how U.S. forces conduct irregular warfare, how IED threat networks operate and how the COIC functions to counter IED networks and other asymmetric threats. JTCOIC trainers train tactical level war fighting commanders and staff prior to deployment into either OEF/OIF on the Counter Improvised Explosive Device Operations Integration Center's (COIC's) reach-back capability processes, computer-based tools, and Attack the Network methodologies.
- Trainers must competently present briefings, demonstrations of computer-based COIC tools, and hands-on training, primarily at home station, the Service Training Centers, and Joint MRXs. JTCOIC trainers must effectively achieve COIC proficiency in deploying staffs by applying the teach the man to fish philosophy so that upon arrival in theater, units can fully exploit the reach-back capability of the COIC portal with its vast tool sets and fully utilize COIC analysts ability to provide fused intelligence products to fill intelligence gaps.
- As the JTCOIC matures, the Training Division trainers will engage a wider training audience, to include the staffs of joint task forces, corps, divisions, support brigades, warfighting battalions, Special Operations Forces, and Service training institutions. In the future, trainers will also train commanders and staffs of other COCOMs that are deploying to other theaters of operation.

Qualifications
- 8 years of military operational experience minimum, 10 plus years preferred.
- Active Secret or higher security clearance is required. Must be eligible to obtain TS/SCI
- High School or GED, Bachelors degree preferred.
