SUMMARY OF KEY JOB FUNCTION:

The incumbent is responsible for monitoring and directing the mobilization of equipment, vehicles, information technology, telecommunications, and facilities. The incumbent serves as the Chief, Acquisitions (Contracting) Section for the LATRO and serves as an advisor to program officials in the planning and development of specifications and purchase descriptions. The incumbent locates sources for the products/services procured, develops new acquisitions plans, source selection plans, and contract terms, conditions or financial arrangements that may serve as models for future acquisitions. The incumbent conducts pre-proposal conference(s) with prospective contractors to arrive at a clear understanding of proposed contract requirements, plans the negotiation strategy, conducts the negotiations to develop the contract prices and terms, and award the contract. The incumbent determines the responsibility of the apparent low bidder based on an analysis of financial and technical information gained during the pre award survey, and awards the contract accordingly..

The incumbent serves as Contracting Officer responsible for procurements and involving a number of different processes or elements resulting in extensive subcontracting. The incumbent also performs procurement planning to develop objectives in terms of competition and price range, and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies, and similar considerations. The incumbent is responsible for the preparation of acquisition plans, milestone charts and related schedules for major complex projects, advises senior program officials of the procurement objectives to be used, and assists in the preparation of statements of work applicable to long-term recovery programs.

The incumbent uses contract types such as simplified acquisitions, interagency agreements under the Economy Act, interagency agreements under the specific authorities, contracts, delivery orders and blanket purchase agreements, and develops and approves determinations and finding and solicitation documents of varying types and amounts. The incumbent uses new or innovative contracting approaches to arrive at equitable contract arrangements.

The incumbent monitors the contractor’s performance, and performs contract administration activities, independently reviewing contractor performance through site visits and correspondence for completion of applicable contract clauses. The incumbent ensures compliance with technical, financial, delivery, and other terms of the contract and recommends the issuance of “cure” or “show cause” notices when the contractor is not in compliance. The incumbent performs such functions as incremental funding, redirection of effort, coordination of time extension, incorporation of change orders, issuance of stop work orders, approval of progress payments, and final payment to the contractor. This individual will:
• Be the key person accountable for the internal accounting system to measure and allocate the
costs of products produced by the NPI team.

• Review all costs, reconcile variances and report margins on the various NPI product lines.
• Prepare, analyze, reconcile and report monthly financial results for the NPI business.
• Lead action plans and teams to address any issues or outages.
• Review monthly journal transfers for accuracy and correctness and address any outages.
• Review and approve all standard cost modification requests.
• Analyze and report monthly variances in labor, material or other direct costs to determine their
cause and train employees to prevent reoccurrences of issues.
• Perform monthly review and reconciliation of development costs, warranty costs, program
costs, facilities costs and infrastructure costs.
• As the primary LGS Cost Accountant for Manufacturing, interface with the corporate Finance
team to represent the NPI business and to insure consistency in accounting practice and
procedures.
• Take a lead role in establishment of the proper financial structure, chart of accounts and
reporting for the transition to a new MRP system for the NPI business.
• Ensure compliance to manufacturing finance regulations

Minimum Requirements:
• At least five years of solid manufacturing cost accounting experience or equivalent
• Five years experience utilizing an MRP or ERP system similar to SAP, Oracle or others
• Experience working in a “cost plus” environment with government customers preferred.
• Experience working in a “Standard Cost” manufacturing environment preferred
• Must be an expert in the use and manipulation of Excel, pivot tables and databases
• The ability to obtain and hold a U.S. Government Security Clearance is
required.

This individual will assist the Program Property Coordinator in performing contractually required inventories and self assessment audits.

Duties:
a. Perform certified annual inventories (two-person completely documented) of program owned

Qualifications:
Government Security clearance required. Must have a working knowledge of inventory control and inventory record keeping. Must be able to identify equipment and materials as well as the ability to review and apply proper catalog identification to both equipment and materials. Must have a working knowledge of the inventory procedures for property end item that are composed of multiple component items. Must have a proven track record of following set policies and procedures and applying the same on a routine basis. A working knowledge of the requirements established by the Federal Acquisition regulation (FAR) parts 45 and 52 is preferred.
