Combat Operations Analyst assists in the conduct of studies for the U.S. Army at White Sands Missile Range (WSMR) to inform key decisions made by the Army and joint leaders by:
Expert operation of the U.S. Army's One Semi-Automated Force (OneSAF) interactive combat simulation components
Building all or portions of Army brigade and below level scenarios
Assessing the performance of military doctrine, organizations, and equipment under study
Conducting production runs of scenario cases in the simulation to generate statistically valid study data
Acquire and maintain a broad working knowledge of U.S. Army tactics, techniques, and procedures both doctrinal and experimental to include, but not limited to:
Vehicles, aircraft, weapon systems and other equipment both fielded and developmental
U.S. Army brigade and below organizations for combat and operational principles
Current approved Threat organizations, doctrine, and tactics
Become fully proficient in the most current release of the OneSAF model. This includes creating units, designing scenarios, building graphics, making production runs, setting up data collection, and creating After Action Reviews (AARs).
Qualifications:

The intent is that upon arrival in theater, these units can fully exploit the reach-back capability of the COIC portal, uses of their web based tools and fully utilize COIC analysts’ ability to provide fused intelligence products to fill intelligence gaps. The employee must possess in-depth understanding of how Army forces conduct irregular warfare, how IED threat networks operate and how the COIC functions to counter IED networks and other asymmetric threats. The employee reports to the Army Branch Lead and Deputy for planning, coordinating and providing instruction, reach-back, and exercise support. The employee is also responsible providing briefings, demonstrations of computer-based COIC tools, and hands-on training, to senior leaders and staffs at the supported unit’s Home Station and other locations.
The Team Chief, Army Reserve Component Support Team will be responsible for:
Prioritizing and coordinating the structure and essential tasks for up to eight individuals as well as supervise, direct and manage assigned personnel ensuring their continued professional development
Ensuring contractual stipulations are met and task personnel according to personal capabilities, developing and/or predetermined policies and standards
Supervising and conducting initial and refresher training on the COIC Request for Support (RFS) System, integration of the COIC Web-based tools and Attack the Network Operations
Supervising the developing briefings, lesson plans, training packages and Programs of Instruction (POI) to support Attack the Network (AtN) training, friendly/enemy TTPs, behaviors, and trends
Ensuring deploying units are provided with tailored, fused, and vetted products to improve situational awareness and fill intelligence gaps relating to identifying and attacking IED networks within their future Areas of Operation
Coordinating the conduct of post-deployment After Action Reviews (AAR) and debriefs to gather and analyze Observations, to combine them with Lessons Learned in order to improve TCOIC products and processes
Providing analysis, assessments, and recommendations to the Army Branch Lead and the Director of Training in planning and operational missions of the team
Developing and implementing internal training to support deploying battle staffs to conduct current and effective C-IED operations
Scheduling training for units and allocating resources to the needs of the training customer; manage the team’s training calendar
Briefing training audiences, as a senior leader, on the capabilities and availability of the COIC
QA/QC team trainers and methodologies for Home Station training, conduct at seminars, and at the training centers

DUTIES AND RESPONSIBILITIES:
Serves as the Deputy Director, Business Operations Directorate; Personal and Family Readiness Division (MR), Manpower and Reserve Affairs Department, Headquarters Marine Corps (HQMC). Accesses classified information to provide direction and oversight of inspections of field exchange support for designated deployments.
Provides expert advice and direction on appropriate products or services for customers to define program scope, requirements and deliverables when groups have complex characteristics, i.e., diverse social, economic backgrounds or special needs that require combined resources of many divisions and agencies with conflicting, overlapping and inconsistent requirements and objectives.
Provides direction on strategy, design, development, and modification of plans to improve integration, flow and effectiveness of the overall operation of Directorate activities and programs. Cultivates and maintains cooperative working relationships with sister services counterparts, senior Defense officials, leaders of DoD and external institutions, component staff and other professional associates to promote project activities that require negotiation and collaboration with representatives inside and outside the organization, and resolution of conflicts and controversial disputes over applicability of guidelines and operation of programs.
Monitors and continuously assesses Directorate operations and progress toward organizational goals, and develops new and innovative solutions for projects, activities and resources to anticipate and mitigate risks that can have far reaching affects on operations, large groups of people or strategic plans. Ensures implementation and maintenance of quality assurance processes to identify, prevent and correct failing operations and services. Identifies problems, provides advice, guidance, options and recommended courses of action to improve programming and achieve goals. Organizes and defines Directorate goals and functions, sets priorities and determines and allocates resources.
Consolidates Branch needs and identifies, analyzes, specifies, designs and manages functional and infrastructure requirements to translate functional requirements into technical requirements used for logical design and alternative technologies or approaches to use technological resources and capabilities to support and compliment existing resources and future needs.
Establishes minimum standards governing the program, policy, procedures and personnel. Addresses and resolves matters involving: difficult technical problems, application of new or questionable techniques and methods, further clarification, explanation and negotiation with the Director, MR. Provides expert explanation on application of regulatory and legal requirements relevant to problem situations. Establishes and ensures development of minimum standards: to apply methods and techniques to Marine Corps operations that are new in the federal sector or locality; to incorporate new services into existing programs; to establish new or expanded services for groups Marine Corps wide, or for patron groups having special problems or situations.
Reviews and assesses proposed changes to program plans and project proposals to ensure maximum effectiveness and efficiency, that statutory and regulatory requirements are met, and to insure changes do not include provisions contrary to basic law. Identifies provisions clearly not consistent with federal requirements and recommends remedial action or options necessary to correct inadequacies.
Initiates coordination of efforts and provides leadership in formulating methods to get results through cooperative efforts while monitoring coordination of conflicting or overlapping objectives. Advises, counsels, persuades and negotiates with representatives within and outside the agency, Active Duty Members, patrons, and representatives from agencies at the federal or local level, representatives of professional societies and other organizations in the community, to gain support and participation, resolve conflicts and controversial disputes and collaborate over applicability of guidelines and operation of programs.
Provides expert presentations and briefings on all aspects of the program. Participates in phased, milestone and final program reviews. Identifies program documentation requirements or procedures.
Executes and leads a proactive, comprehensive and integrated communications strategy for Directorate programs, products and services to ensure targeted marketing and appropriate coordination with other agencies, and executive level staff entities.
Exercises seasoned analytical ability, judgment, discretion, and applies a thorough knowledge of in depth management principles, practices, methods and techniques to continuously analyze accuracy of planning processes and procedures to recommend improvements. Responds to audit requests for information to brief executive level personnel and on programs Marine Corps wide. Supervises organized analytical studies, analyses and inspections of operations. Provides options, makes recommendations, takes corrective actions, and orders follow up inspections. Plans, oversees development and conduct of analyses for current and projected programs to achieve goals and objectives. QUALIFICATIONS REQUIREMENTS:

Evaluates the overall FAP prevention program to include swift modification of program components or procedures to enhance effectiveness, quality and efficiency of services. Reviews, develops, recommends, and monitors measures of effectiveness for prevention capabilities to ensure Marine Corps policies are being executed appropriately. Ensures that comprehensive Marine Corps Orders and standard operating procedures are developed, distributed and coordinated with other elements that have interfacing responsibilities.
Provides technical assistance to Major Command staff members and other stakeholders to improve and sustain prevention capabilities. Ensures that prevention and family support capabilities are timely, relevant to, commanders' needs, flexible, sustainable in execution, thoroughly coordinated within the Marine Corps, and external departments and agencies.
Identifies the training and developmental needs of prevention specialists, and provides or arranges for required training.
Manages and controls the Prevention Program operating budget, estimates budget requirements, allocates resources and writes justifications for operating and projected expenses. Prioritizes needs and monitors expenditures to ensure efficient use of funds and resources, and recommends resource requirements and priorities. Develops and monitors budget reporting requirements for Marine Corps prevention and family programs. Analyzes budget execution reports received from the Resource Management Branch. Summarizes and identifying significant program trends and issues, and ensures sufficient funding resources are available to achieve program objectives. Forecasts and estimates program requirements and prepares reports with statistical and narrative data for top-Level management.
Represents the Marine Corps in coordination of DoD and Secretary of the Navy (SecNav) policy development to ensure that the needs and priorities of the Marine Corps are represented. Makes recommendations for official Marine Corps comments on draft DoD and SecNav policies. Plans and conducts program analysis of prevention and family support programs for the Marine Corps, and provides policy analysis, plan of action and management plans to the Branch Head.
Reviews and interprets new and established DoD and DON directives, instructions, and regulations for potential policy or operational impact on the Marine Corps prevention and family support programs. Develops and prepares Marine Corps instructions, operating policies, inspection procedures, and guidelines, and recommends changes and adjustments to assure accomplishments of prevention and family support program goals and objectives in conjunction with the MR mission and strategic plan and vision.
Plans, coordinates, analyzes and carries out Marine Corps wide family needs assessments. Coordinates liaison between OSD, other services and HQMC management officials as requested. Conducts special research projects related to prevention and family support such as program study assignments that involve organizations, operations, and functions integrated with: education, training, substance abuse prevention, suicide prevention, family violence prevention, and personal financial management throughout the Marine Corps for complex multi--mission installations.
Plans a comprehensive public relations campaign for Marine Corp prevention and family support efforts to include acknowledging Domestic Violence Awareness and Child Abuse Prevention Months. Prepares and delivers briefings of the Family Advocacy Prevention Program and related issues to varied audiences to include the highest levels of the Marine Corps leadership.
QUALIFICATIONS REQUIREMENTS:
Masters degree in Social Work, Psychology, Marriage, Family and Child Counseling, Counseling or Behavioral Sciences and two years postgraduate clinical, counseling or teaching experience in family and children’s services per DoD 6400.1-M. DUTIES AND RESPONSIBILITIES:
Assists the Senior Financial Manager (Analysis and Reporting) by providing professional accounting oversight of Marine Corps Community Services (MCCS) Nonappropriated Funds (NAF) financial programs. Interprets and evaluates general guidelines and references for local application to specific problems, and advises MCCS managers on changes to accounting systems and program operations. Provides technical advice and coordinates on all financial operation instructions. Reviews financial policies and procedures to ensure they are appropriate and accurate. Provides analysis of accounting reports, statements, and other accounting data to MCCS management and assists them in ensuring NAF funds are not used where prohibited or when Appropriated Funds (APF) support is authorized. Performs financial analyses and prepares a variety of reports and related documents. Performs financial analysis of financial statements and operating conditions by comparing MCCS standards and goals, and local financial goals. Prepares financial analysis of all installation Nonappropriated Fund Instrumentalities (NAFIs) and their cost centers using financial statements, budgets, historical data and personal research. Provides MCCS personnel with timely statistical data and reports on sales, revenue, cost of goods trends, labor costs, and other operating expenses. These reports assist MCCS management in making decisions regarding future operations and identifying weak areas requiring management attention. Works with MCCS management developing Get Well Plans to correct deficiencies. Performs internal financial review and special financial studies and analyses as required.
Performs a variety of tasks related to financial planning and administration of accounting systems covering operations and expenses of supported MCCS activities. Ensures appropriate General Ledger Accounts Codes (GLACs) and cost centers have been used, documents findings and recommendations. When appropriate, provides written feedback to MCCS management. Employs statistical and other sampling techniques to review subsidiary accounts, and verifies reconciliation with the general ledger has been satisfactorily accomplished.
Reviews Headquarters audit reports and all field activity audit reports and addresses areas identified as MCCS/Headquarter responsibility. When necessary, prepares MCCS-HQTR responses to identified findings and recommendations; tracks corrective action until closed; and coordinates on audit non-concurrences and tracks them to resolution.
May travel to complete work assignments and conduct or attend conferences and meetings.
QUALIFICATIONS REQUIREMENTS:
A degree in accounting or a related field such as business administration, finance or public administration, or a combination of education and experience - four years of experience in accounting and 24 semester hours in accounting or auditing, or a certificate, or substantial course work in accounting or auditing, or an equivalent combination of accounting experience, college level education and training that provided professional accounting knowledge. Knowledge of accounting theories, practices, methods, and techniques to independently perform a variety of assignments and advise managers on accounting and financial matters.
