Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
GS-15: At lease one year of specialized experience, equivalent to at least the GS-14 of the Federal service, applying knowledge of disaster assistance programs - Federal, state, and nongovernmental, and knowledge of emergency management sufficient to support programs in the disaster relief process to perform such work as: providing operational direction relating to disaster assistance activities to include assessing, managing and meeting customer expectations in a service industry; directing and overseeing the development and implementation of operational policies and procedures to ensure the accessibility of a full range of assistance to disaster survivors; interpreting policy and programs issues relating to on-going implementation of programs; devising and implementing solutions to operational problems; writing technical reports, documents and other material relating to disaster programs; communicating orally with various groups such as: high ranking officials, media, congressional members, senior level state, local, nongovernmental and private sector representatives on matters relating to disaster recovery and emergency activities and programs.

Conditions of Employment:
• On-call : FEMA employees may be subject to 24-hour on-call in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress.
• Direct Deposit: Mandatory Direct Deposit/Electronics Funds Transfer (DD/EFT) for salary payment is a condition of employment at FEMA. Selectee will be required to participate in DD/EFT.

JOB SUMMARY:

Nature of work
Modernize the existing Census Bureau cell suppression program that is used for production work

The current cell suppression program has the following properties:
o It is written in Fortran77 and is about 2500 lines long.
o The main input records describe the data in a statistical table. There is one record for each cell of some magnitude data table. The input records describe in detail the contributions to a given cell, e.g., how many contributions there are and which establishments are associated with the dominant contributions.
o Other input files describe the structure of the table in detail; e.g., whether the rows are hierarchical.
o The program determines which cells in the tables are sensitive, and how much 'protection (from disclosure)' each of those cells needs.
o There are many ways to ensure that each sensitive cell receives adequate protection, but this program tries to find the protection pattern that is achieved with minimum loss of cell value information. This involves the mathematics of optimization. In particular the two versions of the program use (a) a network flow model (b) a linear programming model.

We are looking for programmers who are proficient in C++ and have worked on designing and writing large scientific programs. They should have a strong mathematical background, e.g., they should be familiar with mathematical concepts such as linear algebra and graph theory. They should have experience with programs that involve a large number of data structures (such as arrays) and with passing the data contained therein among the modules of the program. They should also have some knowledge of basic statistical concepts. In addition, knowledge of linear programming is required. Experience implementing linear programming models that have been used for a business or scientific project (i.e., not just as a teaching tool) is desirable. Such experience will typically involve use of one of the major mathematical programming software packages such as CPLEX or XPRESS.

ESSENTIAL JOB FUNCTIONS (duties and responsibilities and percentage of time spent performing functions).
• Calls involve commercial numbers; leased lines; direct tie lines; and include overseas connections; collect or charge calls; conference calls, covered by both government and commercial billings, and charges made over both commercial and military systems.
• Applies various special government procedures and different types of local and long distance calls applicable to several different classes of telephones.
• Handle emergency calls such as fire alarms, bomb threats, calls for the Security Police and ambulance service.
• Provide directory assistance information and services requiring a general knowledge of the functions, protocol and activities of various Air Force installations.
• Performs Base Locator functions using the Global Address Listing. Furnishes telephone numbers, designations and location of offices and personnel.
• Calls out standby maintenance technicians, resets telephone exchange switches, and performs related duties as directed by the maintenance technicians.
• Reports outages and any significant events in the Master Station Log (MSL). Read the MSL during shift to stay aware of changes
• Connect customers to Conference calls or monitor/control Missile Potential Hazard (MPH) conference calls when required
• Upon completion of three days of training and 45 days of work on the operator consoles all operators shall be able to process a minimum of 50 calls per hour.
• Inform the Lead Operator of customer complaints and annotate problem in the MSL.
• Notifies Lead Operator of any problems found in the MSL.
• Log all information on the MSL or notify the Lead Operators of information that is disseminated via the Public Address System, pop ups on the computer screen or the Giant Voice System.
• Ensure switchboard operations are handled in an expedient and professional manner.
• Complete training, on-the-job training for operator standards and procedures, methods and regulations. Use a personal computer to provide directory assistance and perform other functions. Must maintain proficiency.
• Maintain knowledge of established Operating Procedures.
• Complies with Aleut Global Solutions and contract Statement of Work directives.
• Participate in all Base Exercises and ensure co-workers are aware of exercise situation.
• Observes safe working practices and complies with security procedures.

22. Exercise Control Operations Officer (Bridgeport, California): The EXCON Operations officer
will provide all higher headquarters staff actions and products while
acting as higher and adjacent units during the exercise. The subject
matter expert will be capable of providing consultation and
mentorship to the training unit’s regimental and battalion Operations
section, with emphasis on MAGTF tactics, techniques and procedures.
Additionally, he will oversee fire planning and control measures, and
provide conventional and joint fires coordination for the Mountain
Warrior exercise.

Incumbent receives general supervision and reports to supervisor to
get instructions and/or give progress reports. This position will
manage and lead 7 or more exercise control chief planners and
intelligence planners.

This position requires performing critical tasks across the
warfighting functions in cold weather, at medium to high altitudes,
and in complex and compartmentalized terrain, as found in the
Afghanistan theatre.

23. Exercise control Operations Chief/Planner: This position is located
in the Marine Corps Mountain Warfare Training Center (MWTC). The
EXCON Operations Chiefs will assist in the management and execution
of all EXCON staff actions as directed by the MWTC EXCON Operations
Officer and MWTC EXCON Intelligence Officer. Staff actions required
will include: exercise control design, pre-exercise planning, role
player scripting, exercise management, operation of C4I systems, and
training effectiveness assessment reporting. In addition, they will
oversee fire planning and control measures, and provide conventional
and joint fires coordination for the MW exercise. This SME will be
capable of providing consultation and mentorship in conventional and
joint fires coordination and planning. The EXCON Operations chief
will also serve as the Role Player Coordinator (RPC). The RPC will
coordinate all activities of the role players and will coordinate
with the Unit Training Group Role Player SNCO. The EXCON Operations
Chief will be able to complete the EXCON Operations Officer’s duties
in his absence.

Incumbent receives general supervision and reports to supervisor to
get instructions and/or give progress reports. This position will
manage and lead 7 or more intelligence planners. Work is reviewed by
MWTC Operations Officer and the EXCON Director for the purpose of
designing and executing exercise control within MWTC unit training
program, Mountain Warrior.

This position requires performing critical tasks across the

24. Exercise Control C4I systems Manager: The EXCON C4I Systems Manger
will provide C4I expertise to the MWTC Exercise Control Group. The
C4I Systems Manager will maintain, upgrade, integrate, and operate
the MWTC EXCON C4I systems utilized to conduct exercise control.

This position will require access to classified information.
Incumbent will be subject to a security investigation and must be
able to meet the eligibility requirements to obtain and maintain a
minimum of Secret clearance issued by the U.S. Government
This position will require 10% travel to alternate venues. Length of
travel may vary.

25. Command and Control Systems Planner and Integrator: The primary
duties of this position involve performance of technical work in
support of the integration, utilization, modification, and
maintenance of telecommunications equipment and other systems that
are part of the Range Modernization and Transformation (RM&T) Program
at the Marine Corps Mountain Warfare Training Center (MWTC),
Bridgeport, California. This position provides resident Range
Command and Control (C2) expertise to the MWTC Range Control Officer
by assisting contractors and MWTC personnel in the installation,
operation and integration of RM/T systems and software.
Additionally, the position requires working knowledge of DoD
acquisition process for the procurement and funding of required RM/T
systems.

These systems will include data and Voice over IP (VoIP) networks,
commercial trunked/repeated radio network systems, commercial
microwave transmission circuits, and solar power systems. This
position involves performance of technical work for maintenance of
the computer suites, associated peripherals, and other components and
equipment. Some software related tasks such as performing security
updates (IAVAs), software upgrades, and general software loads may
also be required.

Provides for basic maintenance and repair of the computer hardware
suites, includes peripherals such as printers, scanners and external
voice and data storage and retrieval devices. This position will
require use of various types of electronic test and measuring
equipment to align, maintain, and trouble-shoot these systems.
On-site repairs shall be made by making adjustments or parts (spares)
replacement in accordance with the RM&T System and Original Equipment
Manufacturer specifications and procedures.

Supports evaluation of alternate approaches for satisfying the
requirements of the Program’s telecommunications requirements related
to voice and data developmental projects or training events conducted
aboard various training ranges.

Locates, identifies, and resolves causes for network failures,
conducts pre-event testing and evaluation in order to optimize
network performance. Evaluates network and telecommunications
hardware and software and makes recommendations to the government.
Participates in the design and maintenance of telecommunications
systems.
