Basic Functions
Responsibilities are focused on continuing to build a strong internal proposal process as well as planning, organizing, monitoring, and controlling proposals throughout their entire lifecycle.

Primary Responsibilities

Responsible for high-quality content and appearance of the final proposal product and the on-time delivery of the proposal
Collaborate with the capture team to gain an appropriate understanding of the sales strategy and to ensure the response clearly conveys the proper business perspective, key messages, value proposition, and differentiators against our competition
Drive proposal strategy meetings to discuss themes, discriminators, solution, pricing, etc
Conduct lessons learned and document and implement actions to improve overall process
Work with management to select technical proposal team members and delegate authority/responsibility
Identify, assess, resolve, and/or escalate issues as needed
Read and interpret solicitation to identify critical items required for a compliant response
Apply project management techniques to control scope, cost, and schedule
Develop and be held accountable for the overall proposal schedule, production schedule, outlines, compliance matrices, proposal development plan, and writing assignments
Create/Maintain proposal file organization and distribute internal and external proposal documents to team (e.g., RFP, schedule, etc.)
Maintain configuration control of all living and dead proposal files, forms, graphics, drafts, reviewers¿ comments, and approvals
Coordinate the collection and accumulation of cost, scheduling, and performance elements from functional departments as requested. Ensure the technical and business proposals align
Review proposals to ensure sections comply with RFP requirements, contain win strategies, win themes, and comply with STS format and style criteria; provide feedback on proposal products
Lead activities required to successfully assemble multi-functional, cross-divisional teams to perform Storyboard, Pink, Red and Gold Team proposal reviews and to collect input into a cogent technical approach
Obtain appropriate sign-offs of all volumes
Assist with the formatting and layout of the proposal volumes
Produce, assemble, and ship multiple copies of responses and report on delivery of responses; responsible for production and on-time delivery
Coordinate activities involved in the development of orals presentations, discussions, and Final Proposal Revisions (FPRs)
Act as the single point of contact for proposal team members
Lead Proposal Kickoff Meeting and daily status calls as necessary Counsel proposal team on complex proposal issues and make recommendations

Experience/Requirements
Bachelor's degree required, advance degree preferred
Minimum 5-7 plus years proposal management experience specific to the federal contracting arena consistently managing proposals of at least $10M or higher
Solid understanding of the federal government procurement process and policies
Leadership potential and ability to be a team player and lead teams in the production of proposals with a variety of staff members involved
Management skills required to direct large, multi-contractor proposal team efforts

Must be okay with living in very harsh environments (30 people in a large tent, porta-potties, etc.) and working for extended periods of time without a day off.

Tax Benefits:

Because this is a Swiss based company they take out no taxes on your income. This can result in significant savings for you since your gross pay will be your take home pay. If your pay from this company ends up being $74,000 a year and that is not taxed then you would be making the equivalent take home pay that someone working in the United States US might make who has a gross income (before taxes) of $100,000.

Here are general "Unofficial" guidelines on how the tax-free situation works: (Please do not consider Lucas Group as your tax-adviser on this. Please consult your tax-advisor since these rules change frequently) You will need to report your income to the IRS. IRS rules allow for the first $91,500 in income (amount changes often) to be tax-free as long as the person spends no more than 30 days in the United States or its territories in a calendar year. If you start in the middle of the year then you can still enjoy tax-free status since your income will be pro-rated. Example: If you start on June 1st and thus work for 6 months abroad your first year then you would be allowed 15 days (50% of amount for 12 month period) to spend in the US between June and December 31st and still be able to claim tax-free status on that June to December income with the IRS.

Additional Benefits:

A) 63 days vacation a year (In three "21 day" increments). Most people will come home for the first R&R and then, to avoid crossing the 30 day tax-free mark, will fly their spouses to Paris or Australia or Canada or Mexico, etc. for the next two trips. • Lead Pre-sales efforts through authoring and managing proposals along with the VP of Solution Delivery and Technical Architects.

Requirements:
• Demonstrable experience and established relationships with public sector entities such as DOD, Homeland Security, DOJ, Dept of Labor, Dept of Energy, State Dept, Treasury, etc.
• Intimate knowledge of creating and optimizing internal support structures needed to engage and contract with the above entities.
• Expert level skills in Government RFP response and proposal writing.
• Technical aptitude - ability to understand and interface with technical client contacts and internal staff in Business Development, Pre-Sales, and Engagement Management activities.
• Ability to both plan strategically and work tactically.
• Ability to work autonomously as a business development exec, and transition quickly to work as part of a team in the areas of Pre-sales and Delivery.
Location: Ideally, would like a local (Colorado) sales exec, but for the right Government “book of business” we will hire a candidate who lives anywhere. This is a very autonomous position and as such, will allow a high level of autonomy in physical work parameters.

Position Description The Environmental Research Center (ERC) primary mission is to support the Air Force Office of Scientific Research (AFOSR) basic research program through faculty and cadet research efforts. The United States Air Force Academy has a long-term vision to establish a multi-year alternative energy program of planning, research and infrastructure investment which started in 2009. The vision involves a mix of research and alternative energy production facilities in solar electric, biofuels, waste-to-methane and other conservation efforts. Given the recent high interest in the use of microalgae in alternative fuels production, our ERC has started a Biofuels research program. The Biofules Researcher will aide in developing photosynthetic, growth, and biomass properties of certain microalgae for the purposes of optimizing algal oils production. Research efforts will focus on strain selection/cultivation to improve the overall yield of oils in microalgal mass cultures, in concert with developing novel extraction processes to increase oil harvest yields.

Specific Requirements • Research background in applied algal biochemistry, physiology and lipid biosynthesis.
