Duties and Responsibilities:
This position works under the direction of the Business Manager, providing budget analysis support. Analyst assists in the preparation of Program Objective Memorandum (POM) submissions, Program Budget Reviews submissions and other financial reporting requirements. Analyst monitors and/or makes recommendations on commitments, obligations and disbursements. Analyst participates in the planning, organizing and coordinating of program office financial matters serving as the subject matter expert. Required Qualifications:
• Experienced, knowledgeable, and detail oriented mid level cost/budget analyst.
• Significant knowledge and understanding of legislative, DoD and DA financial management policies and procedures.
• Extensive knowledge and understanding of the US Army's Budget Processes, including the PPBES, building budget submittals, tracking obligation and expenditures, reporting Congressional marks, and creating and maintaining accurate budget spreadsheets.
• Thorough knowledge of MS Office Suite to include Excel.
• Experience with life cycle and program office estimates.
• DAWIA Level II in Business, Cost Estimating & Financial Management preferred.
• Education Requirements: Bachelor's Degree minimum. Advanced degree in Business/Financial Field preferred.

PRIMARY FUNCTION(S)
Provides program acquisition support to the Joint Space Operations Center (JSpOC) Mission System (JMS) program within the 850th Electronic Support Group (ELSG)/NGJ. Provide acquisition, program management and operational support to the JMS Program Manager to assist in managing acquisition of a net-centric environment and service oriented architecture that will provide effective command and control as well as space situational awareness to the Joint Force Component Commander-Space and to users throughout the DoD. RESPONSIBILITIES AND DUTIES
Specific Responsibilities include but are not limited to:
1. Provides non-technical acquisition support to include but not limited to, guidance and expertise necessary to apply principles, criteria, and procedures of DoD Directive 5000.1, DoDI 5000.02, and other DoD, AF, AFMC, and ESC instructions, directives, regulations, and guidance documents as applicable.
2. Develops and refines acquisition documentation required by DoD, USAF and ESC directives to support given acquisition requirements and review acquisition documents developed by other subject matter experts (SMEs) to ensure all requirements are incorporated.
3. Identifies and develops improvements along with proposed implementation of highly complex processes in the acquisition community within the context of extreme time pressures, conflicting requirements, and resource limitations in absence of closely related precedents.
4. Represents program management concerns and ensures they are adequately considered during the process of developing streamlined plans and proposals.
5. Advises Program Manager/Lead of significant actions or problems with proposed plans and recommends solutions.
6. Serves as a member of Integrated Product Teams and working groups composed of various functional disciplines engaged in developing and recommending acquisition streamlining proposals and implementation plans.
7. Provides continuous assessment and evaluation of overall program and individual project goals, objectives, strategies, performance to ensure a sound basis for long-range acquisition program management processes and follow-on system life cycle support planning.
8. Organizes team efforts, develops and recommends proposals for improvement, resolves integration issues identified, and advocates solutions for program management concerns.
9. Evaluates the relative levels of desirability and feasibility of alternative courses of action, and recommends decision options with supporting implementation plans.
10. Participates in conferences and meetings to deliver presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives.
11. Helps negotiate and resolve controversial issues, advocates proposals and recommendations, and reports on progress in resolving critical issues.
12. Consults with acquisition managers and executives to influence future policies and initiatives from a program management perspective.
13. Prepares, presents, defends, and interprets staff studies to the Programs Manager/Lead and/or other management officials.
14. Conducts meetings and working groups to address problems, technical developments, program changes, etc., and to collectively prepare an approach to incorporate responses to required acquisition program changes.
15. Briefs higher levels of management on program progress, problems, and other factors of interest or inquiry.

MINIMUM QUALIFICATIONS
Twelve (12) years experience in DoD acquisition support, program planning, financial budgeting, financial management, tracking, reporting, and evaluating metrics, organizing and managing critical aspects of the development, production, deployment, and sustainment of capabilities, systems, subsystems, and equipment.
Bachelors degree.
Program management training and experience equivalent to DAU Level I certification in Program Management.
Knowledge/understanding of laws, principles, policies, and practices of systems acquisition and program management.
Experience supporting DoD programs of similar scope.
Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
Excellent proficiency in MS Office applications (Word, Excel, PowerPoint, and Project).
Candidate must possess a Secret Clearance as a minimum; must be able to quickly obtain a Top Secret Clearance.

PREFERRED QUALIFICATIONS
Program management training and experience equivalent to DAU Level II certification in Program Management.
Knowledge/understanding of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process.

The supply technician receives, examines, and issues expendable and non-expendable items.


ESSENTIAL JOB FUNCTIONS (duties and responsibilities and percentage of time spent performing functions).
The Supply Technician will conduct, but is not limited to, the following job duties:
• Check receipts for accuracy and verify quantity of individual items in each incoming shipment against the package counts indicated on delivery tickets reporting all discrepancies to the warehouse manager
• Coordinate and conduct the turn in of excess equipment to the Defense Reutilization Marketing Office (DRMO) monthly
• Load and unload furniture and other government property, equipment, and supplies from trucks at loading platform using required material handling equipment (MHE), to include but not limited to pallet jacks, carts, forklift, etc.
• Pack and unpack cases, cartons, and crates.
• Handle incoming and outgoing shipments for various types of laboratory material and equipment, to include packages transported to and from IRAQ
• Assist the Chief of Logistics/ Property Book Officer, Equipment Managers, and Biomedical Technicians in the performance of maintaining property accountability, medical supply operations, and administrative functions
• Maintain accountability documentation for property and medical supply management utilizing the Defense Medical Logistics Standard Support (DMLSS) System
• Perform supply functions related to logistics, to include purchasing a variety of products to assist scientists and support staff
• Assist with the shipping and receiving accounts (FedEx, DHL, UPS, etc.) for the Logistics Division
• Assist with clothing records and related functions
• Assist with the Quality control register for all messages received and disseminate the messages within the organization, as required
• Provide customer support to the staff and establish effective working relationship
• Maintain the equipment assigned by the Institute for the completion of assigned tasks

JOB FUNCTION: Under the supervision of the Construction Branch Manager and Deputy Construction Branch Manager, the incumbent will organize, plan, coordinate and supervise activities of subordinate personnel assigned to the maintenance repair, alteration and minor/major construction of building structures and installed equipment. Perform after hours, weekend and emergency call back service as required.

Perform other duties as assigned.

REQUIRED QUALIFICATIONS:

Must possess a valid motor vehicle operator's license.

Lift/carry up to 75 pounds.

Be willing to work overtime, weekends and holidays, as required.

EDUCATION: High school diploma or equivalent. Journeyman's Certificate from Sate of Virginia, Maryland or District of Columbia as Electrician, Plumber, HVAC Mechanic, or similar qualification highly preferred.

EXPERIENCE: 5 + years of supervisory experience of tradesmen. Must have knowledge of computer-based facilities management software and of standard and construction practices pertaining to commercial buildings.

Modernize the existing Census Bureau cell suppression program that is used for production work



The current cell suppression program has the following properties:

It is written in Fortran77 and is about 2500 lines long.

The main input records describe the data in a statistical table. There is one record for each cell of some magnitude data table. The input records describe in detail the contributions to a given cell, e.g., how many contributions there are and which establishments are associated with the dominant contributions.

Other input files describe the structure of the table in detail; e.g., whether the rows are hierarchical.

The program determines which cells in the tables are sensitive, and how much 'protection (from disclosure)' each of those cells needs.

There are many ways to ensure that each sensitive cell receives adequate protection, but this program tries to find the protection pattern that is achieved with minimum loss of cell value information. This involves the mathematics of optimization. In particular the two versions of the program use (a) a network flow model (b) a linear programming model.



We are looking for programmers who are proficient in C++ and have worked on designing and writing large scientific programs. They should have a strong mathematical background, e.g., they should be familiar with mathematical concepts such as linear algebra and graph theory. They should have experience with programs that involve a large number of data structures (such as arrays) and with passing the data contained therein among the modules of the program. They should also have some knowledge of basic statistical concepts. In addition, knowledge of linear programming is required. Experience implementing linear programming models that have been used for a business or scientific project (i.e., not just as a teaching tool) is desirable. Experience with developing DoD or Federal Government proposals in a team environment is a plus. Proficient in organizing data and information for easy retrieval by anyone companywide.

Technical Support to the Marine Corps Combat Development Command, Combat Development Divisions
• Provide technical and functional expertise, analysis of requirements, resolution of issues, supporting documentation, and recommendations in one or more of the following areas:
