1. CSC Opportunity, NOCO, CA, All Source Intelligence Analyst

CSC is actively searching for an All Source Intelligence Analyst to help support the Naval Surface Warfare Center, Corona Division, at the Norco, CA. location. Department 40/41.
In this position the candidate will perform the vital role of All Source Analyst in support of the Pattern Analysis Lead Engineer (PALE) Team. As a member of the team assists in the development of Brigade Combat Team (BCT) Counter-Improvised Explosive Device Support Team (CSE) and Brigade Support Team (BST) Working Group (WG) staff personnel as a replicator of the Operation Research and Systems Analysis (ORSA) role. The PALE team will provide, as per the requirements of BCT staff, any and all trends analysis and predictive assessments as might be expected of the Operations Research and Systems Analyst in support of the Counter-IED Support Element or Brigade Support Team. Additionally candidate should be prepared to provide the replication of, emulation of, or coaching and mentoring of capabilities and abilities of each respective CSE/BST element in addition to ORSA responsibilities as a PALE Analyst. Finally, the PALE All Source Analyst will provide any and all pattern analysis and predictive assessment as regards BCT C-IED Operations, C-IED intelligence development, ISR application and employment, predictive assessment protocols or mentoring and coaching as required. This support will be done in cooperation with and supported by NSWC Corona, PALE Support Team subject matter experts in BCT Operations, Intelligence, and Statistics.
Qualifications
• 5+ years experience as a U.S. military coded Intelligence professional with practical experience within OIF or OEF theaters of operation at Brigade or Battalion echelons.
• Bachelor's Degree in Physical or Social Science disciplines from an accredited University is mandatory.
• Experience in statistical analysis and/or Six Sigma is highly valued.
• Experience in Link Association programs (such as Analyst Notebook) and ArcGIS are a plus.
• Strong communication skills to interact with team members, support personnel, and provide technical guidance and expertise to customers and management.
• Ability to work in a self-directed work environment.
• Ability to work in a team environment.
Candidate must be in adequate physical condition for routine, interim field assignments at Combat Training Centers (CTC) and remote test sites. Must be able to travel to remote test sites approximately once a month; must be able to lift up to 80 lbs; have good close vision, distant vision, depth perception, and the ability to bring objects into sharp focus.

Duties:
CACI has a contingent position for an Information Security Engineer at our Oxnard, CA location. This individual will perform the following duties:

THE ORGANIZATION AND CENTER

The Marine Corps Heritage Foundation is a non-profit organization dedicated to the preservation of the United States Marine Corps history and traditions . Over the past ten years, the Foundation has been involved in the development of the Marine Corps Heritage Center and National Museum of the Marine Corps - situated on 135 wooded and rolling acres on a portion of Marine Corps Base, Quantico, Virginia. These efforts will continue for the foreseeable future.

The Foundation staff is comprised of 34 employees, with offices in nearby Dumfries, Virginia. The “name and face” of the Foundation is its Chief Executive Officer (CEO), retired Marine Lieutenant General G.R. Christmas. The Foundation is supported by a vigorous Board of Directors which includes many highly successful industry and business leaders.

The Foundation has a multi-faceted and cordial business arrangement with The United States Marine Corps. A number of operating agreements are in place, which ensure proper coordination between the two organizations. The entire Heritage Center complex, now owned by the Foundation, will eventually be gifted to the United States Marine Corps.

By any measure, the fundraising campaign has been impressive. This should come as no surprise, as Americans of both wealthy and modest means are inspired to honor the 235 years of The Corps’ unparalleled success on the battle field. Among the 80,000 donors is a “Who’s Who” of patriotic luminaries, such as Ross Perot, Fred Smith, and the Sulzberger family. There is an elite list of corporate donors, as well.

The National Museum of the Marine Corps, which is the keystone of the campus, was dedicated on November 10, 2006. Other features that have been completed include the Semper Fidelis Memorial Chapel, a children’s playground, and numerous walking trails. It is anticipated that construction of the remaining portion of the National Museum will commence in the next two to five years. The private construction of a hotel and conference center is also contemplated.

Since opening, the NMMC has had over 1.8 million visitors, and the numbers are steadily increasing. On any given day, the parking lot and museum are bustling with school children, guided tours, international visitors, and crowds of interested and curious Americans.

THE POSITION

The Chief Financial Officer will report to the Chief Executive Officer, General Christmas, and he/she will directly supervise an Accountant and an Assistant Accountant. On a peer level, and also reporting to the CEO are Vice Presidents for Marketing, Development, Museum Operations, and Administration, as well as a Principal – Manager of Construction Projects.

The Chief Financial Officer will be a highly visible leader within the organization. He/she will be part of the executive team which, along with the Board, shapes the direction and strategy of the organization and the Foundation. It is the stated desire of the CEO that the CFO must possess sufficient executive bearing and business acumen to serve as a stand-in when he is absent.

The CFO will direct the financial affairs of the organization in conjunction with the Audit Committee of the Board of Directors. He/she will ensure the accuracy and veracity of financial statements, records, and reports; and ensure the effectiveness of all automated support systems, processes and procedures.

The new Chief Financial Officer will be faced with a degree of challenge in managing and juggling cash flow and financing of several on-going capital construction projects. He/she will develop a continuous financial plan – including financing of operations, programs, and construction; cash flow projections; and investment of funds.

Other Accountabilities:

• Provide staff coordination in executing the annual Operating Plan; stand in for the CEO when required.
• Coordinate the annual audit of financial records by independent auditors as well as state and federal taxing authorities. This entails IRS Form 990 requirements.
• Develop, implement and maintain all accounting systems and procedures throughout the operation.
• Manage the cash flow and cash sources and uses on a daily basis.
• Oversee the management of the general ledger and the preparation of monthly financial statements and supporting schedules
• Review all bank reconciliations and related adjustments
• Oversee the scheduling of the monthly budget reviews for each department
• Stay current with new accounting guidelines and regulations
• Coordinate with donors and brokers on gifts of stock
• Develop and maintain systems of internal controls to safeguard financial assets of the organization and oversee federal awards and programs. Oversee the coordination and activities of independent auditors ensuring all audit issues are resolved, and all 403(b) compliance issues are met, and the preparation of the annual financial statements is in accordance with U.S. GAAP and federal, state and other required supplementary schedules and information
• Attend Board and Subcommittee meetings, including being the lead staff on the Audit/Finance Committee
• Serve as a Trustee and oversee the administration and financial reporting of the organization’s retirement plans





QUALIFICATIONS

The successful candidate will have acquired 8 to 10 years or more of significant corporate financial management experience – featuring steady increases in responsibility and consistently excellent performance. He/she will have attained a position of Chief Financial Officer or Controller – or a position with a similar scale and scope of responsibility. Concurrent proven excellence in leading teams of people – and in effectively interacting with peers and superiors - is expected.

A degree in accounting, or a business administration degree with a strong emphasis in accounting, is required.

The candidate will have knowledge of current GAAP regulations, and of general office accounting software.

On a personal and professional dimension, the successful candidate will project a style of competence and confidence, without arrogance. He/she will be authentic and worthy of trust. Because of the nature of the mission, a genuine “buy-in” is expected. A strong sense of purpose permeates the Heritage Foundation organizational culture.

POSITION DESCRIPTION

The Columbia Group (TCG), a technical services support company which has a successful 30+ year history of providing the United States Military with acquisition, logistics management, engineering, design, fabrication, test and evaluation, information technology and financial management support services, is seeking a Training Support Center (TSC) Subject Matter Expert (SME).

The TSC SME supports the U.S. Marine Corps Training and Education Command (TECOM) Range and Training Area Management (RTAM) Division, in pre-deployment training plans (PTP) and other training as required. The SME provides technical and operational advice on training resources available with recommended methodologies to design and safely support training throughout deployment preparation. The SMEs access base, range, service, and joint service training resources to enable and enhance a unit training plan, providing a total systems integration that involves all training and sites. In addition, the SME assists with schedules and coordinates external training resources, training simulators, ranges, and devices.

The SMEs will work with Integrated Product Teams (IPTs) and training cadre to develop training exercises and scenarios based on unit requirements, and provide process reviews and assessments of training effectiveness toward specific USMC training goals in accordance with the Systems Approach to Training and Education (SATE). The SME provides support for training analysis with subject matter expertise in intelligence scenario development, joint operations scenario development, interagency operations scenario development, and scenario development specific to current theater operations and employment of C4I. The SME inputs, collects and analyzes Range Facility Management Support System (RFMSS) training data for use in defining future changes, upgrades, and planning.

The SME provides for the installation, operation, maintenance, recovery, and transportation of TSC training devices on base ranges. The SME serves as a liaison between the training command, training units, and other contractors and agencies to ensure exercise forces receive optimal support, relevant training, and after action reviews.

TSC SME positions are available at MCB Hawaii, MCB Camp Pendleton, MCB Quantico, MCAGCC 29 Palms, and MCB Camp Lejeune. Specific support requirements vary between sites.

The Columbia Group (TCG), a technical services support company which has a successful 30+ year history of providing the United States Military with acquisition, logistics management, engineering, design, fabrication, test and evaluation, information technology and financial management support services, is seeking a Marine Corps Training Ranges Communication and Information Systems Engineer.
The Communication and Information Systems Engineer provides Systems Engineering planning and support for Marine Corps Installations West Regional Ranges and Training Area Management Branch (MCIWEST RR&TAMB) and will provide support for the Range Facility Management Support System (RFMSS) and for Communications and Information Systems (CIS) development.
The CIS Engineer will perform tasks associated with I/T and Communications support to include: planning, policy development, prioritization, programming, and re-sourcing pertaining to the standardizing, contracting, procurement, testing, integration, interoperability, installations, utilization, modification, maintenance, and life-cycle sustainment of Marine Corps Installations range instrumentation systems, range safety communications systems (i.e., Land Mobile Radio (LMR)), Range Operations Control Centers (ROCC’s), Emergency Operations Centers, and various mobile wireless networked systems, facilities, and services for Marine Corps Range Controls and MAGTF organizations conducting training and testing on Marine Corps ranges and training facilities.
The CIS Engineer will assist with the development of CIS plans, policies, and procedures associated with long and short-range wireless I/T communication network planning supporting USMC range complex operations. The CIS engineer will participate in planning for related communications/IT support for future range and training facility systems and capabilities for the short (2/3 year) term and/or for long-term (5+ years) requirements. The CIS engineer must retain state-of-the-art knowledge in the following categories (but not limited to): communications equipment and techniques, upgraded automated management tools, range related command and control and information system requirements, networking, bandwidth, converged technologies and video-conferencing capabilities. The CIS engineer must also be able to maximize purchasing power for both hardware and software purchases.
The CIS engineer will assist with the development of RFMSS plans, policies, and procedures associated with RFMSS network planning supporting MCIWEST range complex operations. EVM Analyst (Earned Value Management) - Minimum/General Experience: Ten

a monthly basis. Ensure the program's lifecycle PWBS/PMB tracking and
reporting is in accordance with DOL ANSI Standard 748a and/or industry best
practices. Utilize EVM to respond to reports and other data-calls by the
Department of the Office of Management and Budget (OMB). Provide technical
expertise to assist the Government in the development and maintenance of the
EBSA Programs' annual business case (Exhibit E300) and accompanying Exhibit
53. Develop and maintain EBSA Capital Planning and Investment Control
(CPIC) documentation. Provide other CPIC services as required.

Minimum Education: A bachelor's degree from an accredited university or
college is required.

Senior Analyst - Minimum/General Experience: At least seven years experience
in Capital Planning and Investment Control (CPIC) or similar related
business fields. Acquisition, evaluation, and functional system life cycle
analysis knowledge required. High proficiency in the latest earned value
management, cost analysis and capital planning software and methodologies.

Functional Responsibility: This position requires systems analysis and
implementation skills. Performs analysis and evaluation of the EBSA IT
portfolio by using earned value project management, risk management, and
other methodologies. Conducts detailed cost and spreadsheet analysis.
Develops and delivers reports/presentations to management pertaining to the
IT portfolio. Interprets and implements Departmental and governmental
policy for the functional areas. This individual may attend and be
requested to contribute to Departmental CPIC meetings and Control Reviews.
Provide technical expertise to assist the Government in the development and
maintenance of the EBSA Programs' annual business case (Exhibit E300) and
accompanying Exhibit 53. Assists in the preparation of an annual budget
report on information technology capital expenses. May involve preparing IT
Budget Decision Papers for EBSA, the TRB, and the Office of Management and

Senior Analyst/EA (Enterprise Architecture) - Minimum/General Experience:
At least seven years experience in Capital Planning and Investment Control
(CPIC) or similar related business fields. Acquisition, evaluation, and
functional system life cycle analysis knowledge required. High proficiency
in the latest earned value management, cost analysis and capital planning
software and methodologies.

Functional Responsibility: Provide the level of technical expertise to
ensure full alignment of the EBSA (Employee Benefits Security
Administration) system architecture with the maturing DOL Enterprise
Architecture, EBSA's Target Architecture, and the EBSA EA Transitional
Sequencing Plan (EA Implementation Plan); including EA certifications,
program standards and definitions, and E-Gov performance reviews. Serve as
the subject matter expert for the DOL DEAMS EA system. Maintain DOL EA
architecture, performance metrics, and all other EA materials in DEAMS in
accordance with DOL OCIO guidance. Provide Enterprise Architecture (EA)
integration support in parallel with each EBSA programs' lifecycle
management and execution to ensure EBSA meets OCIO and OMB A-130 and A-11 EA
performance guidelines. Ensure that EBSA IT system specifications are
developed and maintained in conformance with DOL's maturing EA standards,
the maturing DOL Target Architecture, and are reportable on DEAMS.
Participate and keep current in the ongoing EBSA IT Enterprise Architecture
training program and with current FEA guidelines. Develops and delivers
reports/presentations to management pertaining to the IT portfolio.
Interprets and implements Departmental and governmental policy for the
functional areas. Provide technical expertise to assist the Government in
the development and maintenance of the EBSA Programs' annual business case
(Exhibit E300) and accompanying Exhibit 53. Assists in the preparation of
an annual budget report on information technology capital expenses. May
involve preparing IT Budget Decision Papers for EBSA, the TRB, and the
Office of Management and Budget (OMB). Develop, maintain and archive EBSA
CPIC documentation in accordance with DOL Office of Chief Information
Officer requirements. Monitor OCIO resource library on the DOL Intranet for
updates to Capital Planning activities, required deliverables, and policy.
Will brief EBSA regularly on updates to requirements.

Junior Security Specialist - Minimum/General Experience: Five years
experience supporting the security aspects of information technology
systems.

Functions Responsibility: This individual will assist with ensuring that
all agency training has been assigned and completed. Prepares reports and
gives presentations to management on EBSA (Employee Benefits Security
Administration) system security issues. May attend monthly IT Security
Sub-committee meetings. Assist in tracking EBSA system IT security
deficiencies on the system's POA&M and the program's PWBS; maintains regular
communication with EBSA and Contractor program security staff to coordinate
workload. Assist in tracking EBSA system IT security deficiencies on the
system's POA&M and the program's PWBS. Provides weekly status updates on
security issue status to system Program Manager. Run reports on the PIV II
system for status of fingerprints and badge status (expiration, renewals,
temporary, etc.). Perform new user IT Security training coupled with the
Rules of Behavior. Perform data entry and tracking of various EBSA/DOL
security measures.

Minimum Education: High School Diploma or G.E.D and Technical School
Certificate such as Security System and software installation or equivalent
experience.

Technical Documentation Specialist - Minimum/General Experience: Two years
of experience in technical writing, and documentation experience pertaining
to all aspects of ADP, including preparing technical documentation,
including research for applicable standards.

Functional Response: Gathers, edits, and composes technical information.
Performs Personally Identifiable Information (PII) cleansing of official
documents. Provides other administrative and security support to EBSA as
requested.

Minimum Education: High School Diploma or G.E.D and Technical School
Certificate such as Security System and software installation or equivalent
experience.
