JOB SUMMARY (what must be accomplished and equipment used to perform job functions such as computers, tools, machines, materials, etc.)
The Stationary Engineer/HVAC/Electrician Lead (HVAC) supervises the maintenance, repair, overhaul and operations of the installed heating, ventilation, refrigeration and air conditioning (HVAC) systems, blast and plumbing systems. This position supervises training for all HVAC personnel and evaluates personnel and renders performance reports.

Additionally, this position assists and administers any certification or re-certification testing as necessary and supervises HVAC technicians, plumbers, pneudraulic systems mechanics and maintenance trades helpers. May be required to work as a member of a rotating shift that provides 24-hour, 7 days per week coverage to support emergency site situations.


ESSENTIAL JOB FUNCTIONS (duties and responsibilities and percentage of time spent performing functions).
The Stationary Engineer/HVAC/Electrician Lead (HVAC) will conduct, but is not limited to, the following duties:
• Primary Duties
o Responsible for the proper operations and maintenance of all installed HVAC equipment and systems in accordance with the Statement of Work and best industry practices
o Coordinates any troubleshooting, diagnostic evaluations and multi-craft operations
o Ensures compliance with the annual Recurring Work Plan
o Oversees and coordinates multi-shop support for the blast protection and shock isolation systems
o Supervises the work of assigned HVAC Mechanics and assists in performance of the scheduled work in accordance with the weekly work schedule
o Supervises the training of personnel on the installed systems using knowledge of the installed plant, prepared lesson plans and through research of available documents such as “Blue Books,” Engineering and Construction Technical Letters and Manufacturers’ guidance. Ensures training is provided and recommends any certification or re-certification of HVAC personnel to include OMCS operations with assistance from Programmer
o Coordinates with Technical Director and recommends assignment of personnel to Operational Crews
o Reviews Crew logs when required, resolves problems and recommends revisions to the training program
o Monitors the performance of HVAC systems, analyzes the historical performance, recommends system improvements to the Technical Director and implements approved changes
• Secondary Duties
o Reports to Crew Lead during emergency situations and absence of any Crew HVAC/OMCS Technician
o Directly supply purchases in accordance with government and company policy
o Procures and secures material purchases through coordination of Supply Technicians
• Additional Duties
o Maintains assigned sub-library of technical material
o Works with General Clerk on the proper administrative procedures for the update and disposal of library material
o Functions as Quality Control Inspector in areas of supervision
o Other duties as assigned


QUALIFICATIONS (what is required to perform the job, i.e. education, experience,

• Fifteen (15) years experience in the maintenance, repair and operations of HVAC systems. Experience must include inspection, disassembly, assembly, replacement and repair of heating, ventilation, refrigeration and/or air conditioning systems to include compressors, motors, burners, pumps, filters, ductwork, pipes, valves, refrigerants and their recovery system and pressure vessels
• Five (5) years supervisory experience in the maintenance, repair and operations of HVAC systems
• Experience in installing, calibrating, troubleshooting and replacement of control systems
• Must be able to obtain and maintain a Secret Security Clearance for the performance of this job

Qualifications:

Candidate will perform a full range of administrative duties in support of the USSOCOM Interagency Task Force (IATF) and Special Operations Support Teams (SOSTs) located in the National Capital Region using office automation tools and software such as word processing, databases, spreadsheets and graphics in support of administrative and clerical work. Candidate will prepare a wide variety of recurring and emergent correspondence, reports and other documents from information obtained from the USSOCOM staff, existing files and other sources as required. The position will require independent composition and preparation of non-technical correspondence such as: request for information concerning the organization's mission and programs; office procedures; letters of acknowledgment, commendation, or notifications; interpreting and adapting policies; guides; procedures; regulations; and precedents to new or unique situations. Candidate will be required to proofread and edit correspondence and documents for correct format, grammar, spelling, capitalization and punctuation, review and process incoming and outgoing correspondence, publications, regulations and directives. Candidate will receive telephone calls, greet visitors, and ascertain the nature of the call or visit; determine appropriate action based upon detailed knowledge of the organization and its programs and operations.

Objective:

Instructor Operator Maintainer (IOM) must possess an extensive knowledge in US military tactics, which includes convoy operations and MRAP vehicle operations. A combat background is desired. IOM must understand Training Directives and Operations / Training Requirements in order to provide operation and support for the MRAP Egress Trainer (MET). The Operator/Maintainer will provide support to units & crews during the new equipment fielding process. The operator will also provide maintenance support to ensure the MET are fully mission capable. Must be capable of independent action, and working with minimal support from others.

Typical Duties include, but are not limited to:

* Operates monitors and controls virtual training systems to support unit training objectives.
* Briefs vehicle rollover procedures and techniques in a classroom environment and administers related proficiency examinations.
* Assists military leaders in accomplishing their real world training requirements, based on US military doctrine and knowledge of current Tactic, Techniques and Procedures.
* Directs, coordinates and conducts training, evaluation and certification of MET instructors and students.
* Assists military instructors in the operation of simulation training systems to train soldiers.
* Assists military instructors in collecting data and conducting performance analysis and after action reviews.
* Performs installation, corrective and preventative maintenance services on the MET device to maintain full mission capability
* Travels to domestic and international locations to support installation and training.
* Conducts instruction on IED's (NOFORN).
* Leads the instruction of customer personnel in the operation and maintenance of the MET device.
* Applies comprehensive technical knowledge to solve complex problems by interpreting manufacturers' manuals or similar documents.
* Examines training systems and subsystems to diagnose sources of trouble.
* Performs remove and replace actions to effect MET repairs.
* Troubleshoots electrical and mechanical malfunctions.
* Prepares written synopses of repair activities; and writes new or modifies existing maintenance work instructions and troubleshooting steps.
* Conducts on-site installation of equipment and follows established testing procedures to ensure proper working order.
* Isolates equipment start-up malfunctions and performs corrective action, receiving technical guidance, as required, from supervisor or engineers.

Minimum requirements:

* Knowledge of US military small unit tactics.
* Military leadership experience at platoon level or higher.

Information About The Job:



According to specific agency rules and federal guidelines, this work unit
exists to assure the production of quality and correct documents (including,
but no limited to correspondence, transcripts of decisions resulting from
unemployment insurance appeals hearings, and other forms related to the
appeal process) by referees and staff of the Appeals Section, with a variety
of intended audiences, such as local, state, and federal courts, other state
agencies, the press, attorneys and parties to hearings.



DUTIES:



Produce quality, correct, and sound confidential legal documents in a timely
fashion through using logic and independent judgment to select and apply
appropriate macro options to insert applicable (CESA) laws, text and formats
in production of Hearing Officer’s Decisions. Transcribing from dictation,
inputting, amending and modifying documents using electronic processing
procedures, standards and communication with officers to clarify, update and
complete information. Perform work strategies for best timeliness results;
record purging activities; and updating record information or case activity
to the Appeals Computerized Entry System. Provide assistance with Appeals
Official Records Administration for conservation of file retention,
restoration, archiving and destruction activities. Other administrative
duties as assigned.



REQUIREMENTS: Two years of general clerical experience



Highly Desirable:

•Detail oriented

•Ability to transcribe from recorded dictation

•Type 50 words per minute

•Excellent grammar skills

•Accurate data entry skills

•Excellent communication skills

•Proficient use of MS Word and Outlook applications



Substitution: College, university or non-correspondence business school
course-work may substitute for the clerical experience on a year for year
