Primary Purpose: This position is part of a Watch Team within the Regional Response Coordination Center (RRCC) branch, Response Division. The Watch Teams are responsible for an all-hazard 24/7 watch operation.
Specific Duties: The incumbent performs tasks in support of assigned emergency programs and as such articulates and communicates relevant project and program assignment information such as plans of action and milestones to team members. This position supports FEMA's all-hazard mission by ensuring accomplishment of reporting activities.
The incumbent determines the priorities and the allocation of resources necessary to successfully accomplish the Watch Teams and individual assignments. Manages the Watch Teams staffing schedule and rotations and maintains roster. The incumbent will also manage the intelligence gathering for the Daily Situational Awareness Report (DSAR). Ensures the Watch Teams are adequately trained in the DSAR process. Revises and updates the DSAR procedures, as needed. Also, makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks.
The incumbent will monitor and oversee the initiation of activation orders, mission assignments, and the development, distribution, and implementation of operational orders and warning orders. The Senior Watch Officer ensures that the Regional Disaster Operation Division Director is routinely kept fully apprised of team activities and the status of actions; serves as an information and action focal point for FEMA's disaster activities and programs; prepares and/or ensures preparation of daily briefings, presentations and reports pertaining to FEMA, and ensures a robust situational awareness during disaster and non-disaster times. Develops and proposes standards and criteria to guide watch and response operations overall.

QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

Specialized experience is described as experience in developing, planning and implementing complex studies and evaluation of large emergency management program.
Knowledge, Skills, and Abilities: Applicants meeting the basic qualification requirements and any selective placement factor stated in this employment opportunity will be rated and ranked on the following Knowledge, Skills, and Abilities (KSA's).

Knowledge, Skills, and Abilities:
1. Ability to analyze and synthesize incident or potential incident data to determine relevant information needed for decision-making purposes.
2. Working knowledge of emergency management laws, executive orders and regulations such as the Robert T. Stafford Act, the National Response Framework, and the National Incident Management System (NIMS) as they relate to emergency operations procedures and emergency notification.
3. Ability to communicate in writing sufficient to articulate a clear presentation of results of analysis that addresses a threat and provides options and recommendations of requirements or capabilities.

WASHINGTON, D.C. -- Kevin O'Brien notes that even the biggest career fairs
struggle to attract more than 1,000 job seekers, because of the space and
logistics involved. But he's hoping to attract more than 15,000 to his job
fair next month.

O'Brien, vice president of business development for UBM Studios Milicruit,
is behind the company's upcoming Veteran's Day Virtual Career Fair
, set to launch Nov. 4. The event, a
partnership between his company and the Military Officers Association of
America, will feature more than 60 employers with 5,000 potential job
openings, as well as presentations about government jobs and GI Bill
opportunities.

The online job fair will be the fourth the company has organized in the last
year, and O'Brien said it offers job seekers a different approach than the
traditional resume-drop sprint of many real-life career fairs. The virtual
fair site will stay open for a week, allowing job seekers to log in at their
convenience, sent emails and qualifications directly to company's human
resource workers, and set up video conferences with potential employers.

"The only thing that's missing is the hand shake," O'Brien said. "And,
frankly, the person who's shaking your hand at a traditional job fair isn't
the one who'll be doing the hiring. So, if that's just a resume exchange,
why can't we do that online?"

The company also notes that the online opportunity could be a boost for
disabled veterans, for whom traveling to a job fair and navigating crowds
could be a headache. O'Brien said about 1,000 of the 14,000 pre-registered
veterans are living overseas, including some active-duty troops serving in
Iraq and Afghanistan.

Although the fair doesn't start until Nov. 4, veterans can log onto the site
to pre-register for the event and set up an online profile. For more

A-T Solutions, Inc. is currently accepting resumes for experienced and qualified HUMINT Analysis to support the International Security Assistance Force (ISAF) or United States Force-Afghanistan (USFOR-A). This effort provides staff augmentation to the existing intelligence staffs at multiple tactical and operational echelons with the Combined Joint Operating Area - Afghanistan (CJOA-A) for the purpose of providing administrative, analytical, planning and reporting functions. The performance of duties is designed to support US and Coalition Forces in the CJOA-A. This effort will support and augment, not replace Government military and civilian personnel. Contractor personnel supporting this effort will be integrated, based on skill sets, into military/civilian (MIL/CIV) intelligence operations and support (both static/permanent facilities and mobile locations). This position requires staff to be self-reliant; versatile; comfortable working in a military expeditionary environment; diplomatic; and effective communicators. This position involves 6-month deployment rotations in Afghanistan.
Responsibilities include but are not limited to:
• Functions as a part of an intelligence analytical team of military and/or DoD civilian analysts in support of USFOR-A, CJTF Paladin, Regional Command, BCT/RCT/MEU/MEB/Coalition BDE, and Battalion CJ2 staffs' analytical requirements.

A-T Solutions is seeking a full-time HUMINT Collection Specialist ready and willing to deploy as needed.
Job Description: Conducts source deconfliction, support to military source operations, HUMINT operations coordination and synchronization, strategic debriefings, support to interrogation operations, liaison and other HUMINT activities as necessary. The HUMINT Collection Specialist provides direct support to the HUMINT Collection Teams/ HUMINT Exploitation Teams / Field HUMINT Teams as appropriate. The HUMINT Collection Specialist provides routine and recurring support to HUMINT activities from fixed and secure locations (defined, bases, camps and installations). The HUMINT Collection conduct activities such as debriefing of personnel, coordination with installation units/personnel, initial handling of walk-in sources, intelligence report writing/quality control, other HUMINT activities, and can support other operations within the scope of this SOW. Individuals will be equipped to travel to and operate from multiple fixed sites within an assigned AO and in accordance with unit procedures, but will not conduct intelligence activities outside of secure areas (as defined above). General Description: Serve as the Inventory and Database Technician (IDT) in support of a US Government (USG) contract in Kabul, Afghanistan supporting all Afghan Air Corps rotary and fixed wing aircraft, which at this time include An-32, An-26, Mi-17 and Mi-35. The IDT will be part of a team made up of personnel from Arma and Lockheed who holds the prime contract with the USG. The IDT will:
1. Review, translate and transcribe documentation in Russian and English for all parts processed for repair and received for delivery
2. Track and document the receipt, inventory and delivery of spare parts;
3. Track and document all parts processed under the Repair of Repairables (ROR) program which will require receiving, preparing for shipment, shipping and tracking all ROR parts.
4. Maintain current data in the Parts Tracking Database.
5. Assist on the warehouse floor with parts inspections, inventory inspections, aircraft loading and unloading and all other requirements as assigned.

The IDT will report to Arma's Deputy Program Manager (DPM) based in Kabul, Afghanistan, and will also receive direction from the Prime's Program Manager in Afghanistan.

Education, Training & Experience:
Education: Two year associate's or four year university degree.
Work Hours: Six (6) days per week, ten (10) hours per day
Security Clearance: Ability to obtain a Secret clearance is desired
Language: Must speak and read fluently in Russian and be able to provide translation between Russian and English.
Mandatory Certifications: N/A
Preferred Certifications: Familiarity and some experience with Mi-17 helicopters/parts is desired, but not required.
Minimum/General Experience: One year working/studying OCONUS, preferably in Afghanistan.
Physical Requirements:
Sitting at desk 70% of the time; working in the warehouse and with aviation spare parts 30% of time. Phone use 10% of the time and PC or laptop 80%. May require lifting and carrying boxes of supplies or files up to 25 lbs. (2%). Extended periods of sitting while working on PC/laptop or phone
Work and Living Environment: All work will be conducted at the Joint Air Facility located at Kabul International Airport (KAIA). Office space, billets and meals shall be provided by the US Government. Billets will be at a secure compound located off the KAIA complex that will require travel to/from KAIA each day on public roads in Afghanistan. Transportation, meals, laundry and cleaning services will be provided. Transportation is in an unarmored vehicle.
Equipment and Machines:
General office equipment, which includes: telephone, fax machine, copier, PC/laptop, and other miscellaneous office equipment. (100%). Warehouse equipment, to include forklifts, overhead crane and large aviation spare parts. Must be able to pass a forklift operators course.
Period of Performance:
From November 15, 2010 through July 31, 2011. Possibility of extension through August 23, 2011 depending on contract extension.
Leave shall be 21 days off for every 90 days worked in country. The first leave period will be no earlier than February 15, 2011. The 21 day leave period includes travel from/to Kabul.
Medical Requirements:
Candidates must be healthy, able to pass all US Government mandated health screening checks and able to work in austere conditions with only limited access to emergency medical and dental care. No major ailments requiring routine medical care or medication are acceptable.

Specific Requirements of the IDT:
a. Maintain current and accurate data on all parts under Arma's responsibility. This includes general spare parts and ROR parts.
b. Repair of Repairables (ROR): Under this contract, Arma will be responsible for providing services including but not limited to; purchasing ROR, shipping unserviceable aircraft components for ROR, ROR for aircraft support equipment such as ground support equipment (GSE), aircraft tools, and aircraft test equipment applicable to any aircraft designated by the MOD ANAAC/MOI CN AVN SQ to an OEM authorized repair facility for repair or overhaul and return. All items that have been repaired or overhauled shall have an airworthiness certificate, passport and/or a copy of the warranty (if applicable). At a minimum, a copy of these documents shall be kept on file as long as the item is in service.
i. Read, interpret, transcribe all relevant documentation data from ROR parts received for repair. Nearly all data will be in Russian and must be translated into English and entered into Arma's database.
ii. In support of the ROR effort, the IDT is responsible for tracking all ROR provided by the USG.
iii. The IDT shall ensure all programs metrics regarding repair times and work order tracking are met, and is responsible for creating metric reports on a daily, weekly and monthly basis.
iv. The IDT shall track the disposition and status of all component end items shipped to and from the repair facility, and shall provide reports on the disposition and status of all component end items.
v. The disposition of items will be determined by MOD ANAAC/MOI CN AVN SQ FSR or other designated USG technical representatives who shall have final authority over the required repair/overhaul or purchase of new action items.
vi. The IDT shall work closely with the PM and DPM to track shipping of the items to the OEM for repair/overhaul, tracking of items while at the OEM and returning the items for re-stocking the MOD ANAAC/MOI CN AVN SQ warehouse.
c. Receipt of Spare Parts: Arma ships thousands of CLIN's of aviation spare parts from various sources worldwide to KAIA. Shipments will either arrive on an Arma chartered cargo plane, or come in smaller numbers via an international courier. The IDT will support the spare parts delivery process by:
i. Tracking parts from pre-inspection notification through inspection and acceptance at source, through clearance of customs up through final delivery to the customer.
ii. Obtaining written and signed delivery verification (exact format to be determined) from the authorized USG personnel within 24 hours of material arriving in Afghanistan.
iii. Unloading of aircraft delivering parts.
d. Warranty Management: Track the warranty repair status of spare parts and ROR provided to the USG.
e. Historical Records: For all ROR, overhauled, and new equipment purchases, including but not limited to, airframe, aircraft components, spare parts, special tools and test equipment delivered, Arma is required to submit for Government approval all Historical Records (passports) in accordance with data submittal requirements in the USG Contract. These records shall certify the legitimate origin and maintenance history of the items being delivered to the Government. These records shall certify that all work performed has been done so in accordance with certified OEM procedures and by certified OEM vendors. The OEM standard passport documentation will be used for acceptance of the equipment. The IDT is responsible for the accuracy and maintenance of historical records in accordance with USG guidelines.
g. Meetings, Briefings, and Publications: The IDT shall support all meetings as required. Any meetings attended by the IDT in Kabul shall be recorded in brief meeting minutes and submitted to the DPM within 24 hours.
h. Technical Interchange Meetings: The IDT shall support in the preparation for, and participate in, technical interchange meetings, to be scheduled upon request of the customer, to discuss and to informally evaluate Arma's efforts and accomplishments.
l. Contractor's Progress Report: The IDT shall provide input to the DPM for the monthly Progress Report.
m. Translate Russian documents and text into English, and English into Russian. Information and data may be received in Russian, but must be entered into the tracking database in English. Provide translation of conversations from Russian to English and English to Russian.

QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

Specialized experience is described as :
GS-0343-12: at least one year of specialized experience, equivalent to the GS-11 in Federal Service analyzing and managing budget operations for several programs, including providing input in budget preparation, formulation and execution.
GS-0343-13: at least one year of specialized experience equivalent to the GS-12 level in federal service analyzing and managing budget operations for several large programs , and providing recommendations for financial planning, policy formulation, and implementation, and decision making; develops current and future year planning products, and advising on availability and use of fiscal resources.

EMERGENCY ASSIGNMENT: IMAT employees are subject to a 24 hours on call work schedules in the event of an emergency and be willing to relocated to emergency sites with little notice. The teams deploy as soon as notified to respond and are n the scene within 12 hours. Once on-scene, the teams operate and function under intense physical and mental stress until the response mission is accomplished. This service will require irregular working hours which may be under austere environments that include living and working in temporary facilities such as tents, warehouse, or other expediently established facilities, significant damage to critical infrastructure that prevents ready access to potable water (other than for drinking), other than basic medical care, and other routinely available services. Work may include duties other than those specified in the employee’s official positions description to include performance of manual labor to support the establishment of team facilitated, subsistence of team members, and distribution of commodities to incident survivors.

Primary Purpose: The incumbent of this position serves in a trainee capacity progressing through various Planning Section incident management and support positions within their career path while deployed performing associated duties in each position that will prepare then to progress to the full performance level of a Situation Unit Leader. The incumbent of this position serves as a Situation Unit Leader when deployed and as a Program Specialist when not deployed.

• Participates in the development of the information collection plan.
• Supports the archiving and documentation of all key incident decisions, actions, information and data utilized in the accomplishment of assigned unit responsibilities.
• Participates in the development of deliberate and crisis action strategic, operational, and tactical plans during both steady state operations and when deployed.

HOW YOU WILL BE EVALUATED:
