Organization: This position is located in the Department of Homeland Security, Federal Emergency Management Agency (FEMA) Region's Protection and National Preparedness Division Region V office located in Chicago, IL.
Primary Purpose: The Regional Law Enforcement Liaison serves as the Regional central point of coordination for the Federal Preparedness Coordinator (FPC) and Regional Administrator in matters related to the Office of Counterterrorism and Security Preparedness (OCSP) and the FEMA Administrator's Senior Law Enforcement Advisor (SLEA), as well as applicable Region partners.
Specific Duties:
• Provides consultation, liaison support, and advice to the Federal Preparedness Coordinator on law enforcement as it relates to the overall FEMA mission.
• Oversees the proper and expeditious action on administrative, policy, and management matters involving law enforcement, information sharing and critical infrastructure protection.
• Represents the FEMA Region and works with State, local, tribal law enforcement, and Emergency Management Assistance Compact (EMAC) coordinators to ensure that State, local and tribal law enforcement resources are prepared to contribute to a law enforcement mutual aid system when requested to assist during a disaster.
• Supports, and assists as requested, regional law enforcement and intelligence stakeholders as they share appropriate terrorism information to the emergency management community.
• Provides strategic and operational advice to stakeholders on available planning, training, exercise, assessment efforts, technical assistance and FEMA grant programs that is directed at information sharing needs, critical infrastructure protection, and law enforcement.
• Makes formal presentations on behalf of FEMA.
• Assists in the design, development, implementation and assessment of short and long term initiatives that support the highest priorities of FEMA related to engagement between state and local law enforcement agencies, fusion center officials, emergency managers and critical infrastructure operators.
• Ensures the timely exchange of homeland security information between FEMA and its shared constituencies.
• Works with appropriate program officials in resolving issues or conflicts or technical or substantive nature which may arise between action and coordination offices.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service. For the GS-12 Level, at least 1 year specialized experience must have been at or equivalent to the GS- 11 grade level. For GS-13 grade level, at least 1 year specialized experience must have been at or equivalent to the GS-12 grade level.

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

Specialized experience for this position is described as experience in providing consultation, liaison support, and advice to agency officials on law enforcement as it relates to the overall FEMA mission.
Knowledge, Skills, and Abilities: Applicants meeting the basic qualification requirements and any selective placement factor stated in this employment opportunity will be rated and ranked on the following Knowledge, Skills, and Abilities (KSA's).

Selective Placement Factor: Experience as a command level police or law enforcement official for a Federal, State or municipal law enforcement agency, and demonstrated expertise in Public Safety and Security Response Operations (Emergency Support Function (ESF) #13), information/intelligence sharing and analysis, as well as critical infrastructure/key resource protection.

Knowledge, Skills, and Abilities:
1. Knowledge of security policy requirements to improve security plans and to reduce risk factors for critical infrastructure and key resources.
2. Ability to analyze complex physical security processes and procedures.
3. Ability to demonstrate expert knowledge of the National Intelligence Community and associated functions, process, principles, methods and procedures in order to obtain needed intelligence information.
4. Ability to plan and implement public safety and security response strategies (Emergency Support Function (ESF) #13) and plans utilizing training, exercises and corrective actions.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-11 level for the GS-12. To be credible, one (1) year is required at the GS-12 level for the GS-13.

Organization: This position is located in the U.S. Department of Homeland Security, Federal Emergency Management Agency, Office of the Chief Procurement Officer, Acquisition Operations Division, located in Washington, DC.
Primary Purpose: The incumbent provides Acquisition Planning and Support Services (APPS) as requested by customers or OCPO HQ. These services may include assessment of contractor capabilities, providing past performance data and recommendations on clauses and contract language for solicitation and contracts.
Specific Duties:
• Conducts initial conferences with the contractor to provide information and clarify standard and special provisions of the contract.
• Provides direction to appointed COTR's and ensures all request for waiver/deviation are properly documented.
• Performs risk analysis and uses risk management techniques to establish a plan for monitoring contract performance and to provide appropriate insight into selected contractor systems or procedures, as required.
• Makes recommendations, obtains corrective action, and resolves or negotiates issues on problems of production, delivery, Government-furnished property, safety, quality assurance, financial controls, or other area affecting the contract.
• Negotiates prices and executes supplemental agreements for services, spare parts, provisioned items, and repairs.
• Determines compliance/noncompliance based on information provided by the Auditor/Financial Services element and determines allowability and allocability of costs.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

This position has a positive education requirement. Proof of successful completion of required course work MUST be provided to determine if you meet the basic qualification requirements for the position. Without this proof, your application will be rated ineligible. You must provide a copy of your school/college transcripts or a list of courses including course title, credit hours, and grade and the required DAU transcript or certificates.
Requirements for GS-13 and above grade levels:

A. Completion of all mandatory training (listed below) prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
• In addition to the experience and education requirements above, There is a mandatory training requirements for progression to a Level III (i.e., GS-13 or higher level) contracting position with Department of Homeland Security (DHS):
• Basics of Contracting Defense Acquisition University (DAU CON 101 or equivalent);
• Principles of Contract Pricing (DAU CON 104 or equivalent);
• These two courses were replaced with CON 110, 111, 112 and 120. There is no need for applicants to complete CON 110, 111, 112, and 120 if they previously completed CON 101 and 104 successfully. Applicants can substitute CON 101 and CON 104 for CON 110, 111, 112 and 120.
• Intermediate Contracting (DAU CON 202 or equivalent);

Day-to-day work experience may not be used to fulfill elective requirements.
• Substitution of DAU CON 301 (Executive Contracting) or DAU CON 333 (Management for Contracting Supervisors) completed prior to 09/30/03 is allowed in the following manner:
• If DAU CON 301 was completed prior to 09/30/03, but not DAU CON 333: the two electives are considered to have been met – DAU CON 353 is still required.
• If DAU CON 333 was completed prior to 09/30/03, but not DAU CON 301: one elective and the requirement for DAU CON 353 are considered to have been met – one additional elective is still required.
• If DAU CON 301 and DAU CON 333 were completed prior to 09/30/03: the DHS training requirements are considered to have been met.

QUALIFICATIONS REQUIRED:

QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

Provides technical guidance to the Deputy Director and Director on matters pertaining to physical protection of critical MSRO equipment and assets; recommends actions; identifies problems; and identifies and resolves security issues. Participates in the planning and recommendation of the installation of security systems which may involve access controls, alarm systems, security forces, surveillance activities, photographic identification, and other security measures and conducts surveys to identify and correct possible security weaknesses or plan improvements.
Oversees personnel security investigative packages to assure all information is contained therein and any missing information is requested. Fingerprints employees and reviews fingerprint charts to determine if they are classifiable and contain all appropriate data.
Evaluates work performance of employees; gives advice and/or instructions to employees for initiating and completing work assignments, improving work habits, coping with sudden changes in workload or work priorities.

QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

The Security Engineer must have an extensive background in technical security equipment. The individual must have a minimum of four years general technical security and security communication equipment experience and at least two years of formal, relevant technical experience.

Role and Responsibilities
Support a DOD customer by creating photo realistic 3D models of facilities/key structures for a contingency response survey; visit field sites located throughout the world and create photo-realistic 3D models for use as training and planning from blueprints or measurements collected on site; assemble collected data in an office environment utilizing available software, to create an effective planning tool.

Qualifications and Education Requirements
Proficient in 3-D Studio Max, Multigen Creator or Maya; in depth knowledge of Photoshop; Proficient at creating real time rendered models or video game levels or environments; Knowledge of current versions of AutoCAD, Adobe Acrobat, MS Office, Adobe Photoshop, video editing software and various mapping software programs; Active Secret clearance with the ability to obtain TS/SCI; Ability to work under timelines and synchronize the work of others; Ability to lift and carry equipment up to 50 pounds; Capable of working and functioning in an outdoor environment under varying weather conditions; Ability to climb to the rooftop of buildings; Ability to walk/travel long distances on a wide variety of terrain: Travel 25%; Bachelor’s degree from an accredited university or equivalent experience.

K2 Solutions, Inc. is seeking Military Intelligence Integrators to serve on a unique, multi-discipline team assisting Special Operations Forces’ (SOF) operational and tactical staffs and their subordinate units with fusing operations and intelligence information in an effective, seamless process to enhance their effectiveness against enemy networks that employ Improvised Explosive Devices (IEDs).

Assist in developing processes that focus on exposing enemy networks that employ IEDs prioritize and categorize requests for information and conduct near and long term analyses of device and network-centric problem sets fusing and prioritizing the multiple intelligence disciplines to disrupt and defeat enemy networks that employ IEDs.

Focus on problem sets at the tactical through operational levels while applying a thorough understanding of the ops/intelligence fusion process to compile, collate, analyze and evaluate all sources of intelligence (to include unevaluated intelligence) associated with IEDs and their employment by terrorist, insurgent, or criminal networks.

Work closely with other members of a multi-discipline team to identify capabilities and vulnerabilities of targeted enemy organizations and decipher trends and patterns related to various group activities.

Possess a thorough understanding of the intelligence process
and the ability to effectively communicate both orally and in writing.

Possess a strong operational background and must have experience in shaping intelligence products that support tactical or operational goals set forth by the supported unit commander in order to create actionable target support packages.

Possess an understanding of the IED as well as the local, regional, and global networks that facilitate its construction, design, and usage.

Successful applicants will have documented experience working with multidiscipline operations/intelligence teams and familiarity with other elements of the DoD, the interagency and coalition partners.

Have the ability to participate in and lead meetings, conferences, and engagements to exchange information, assist in making decisions, and/or provide updates.

Have the ability to identify and analyze problems and generate recommended solutions based upon experience working with elements of the DoD, interagency and international elements.

Have the ability to perform tasks with the following web-based intelligence tools, software, and databases: Multimedia Message Manager (M3), Tripwire Analytic Capability (TAC), NCTC Online, Terrorism Identities Datamart Environment (TIDE), ICReach SIGINT database, Cultweave SIGINT database, PROTON SIGINT database, Skope SIGINT analytical toolkit, Analyst Notebook 7/Palantir link analysis software, ArcGIS spatial analysis software, Google Earth spatial analysis software, SIPR, JWICS, and Microsoft productivity software and applications as needed.

Work with single source analysts and other team members to prepare a variety of recurring and special messages, reports, briefings, information papers, and assessments.

This position requires recurring domestic and international travel to include deploying to combat zones.

The applicant may be called upon to support 24-hour watch operations.

Bachelor of Science or Arts degree from an accredited college or university. Equivalent work experience may be considered.

A minimum of 5 years of relevant military intelligence collection and analysis experience in positions of increasing responsibility in one or more military, academic or defense industry functional areas is required, with 10 or more years being highly desired.

Prior experience with SOF is required. This experience should demonstrate the ability to meet the duties described above and to develop intelligence products based upon command guidance, mission analysis, an operational perspective, and/or thorough threat analysis.

Applicants must be fully deployable to the required theater of operations, wear uniforms as prescribed by the supported unit commander, and bear arms as prescribed by the supported unit commander.

Recent in-theater experience with SOF is highly desired.

Must possess a current TOP SECRET clearance with SCI eligibility.
