1. TSE Program Manager (Northern VA)

Out client is seeking a senior Program Manager to direct our JIEDDO Technology and Systems Engineering (TSE) team of employees and partner companies in a mission-driven, dynamic customer environment both in the United States and overseas. This critical program will be performance-based and exceed $100M in contract value. The Program Manager will provide oversight of all work issued under this contract. Management functions will span the entire IDIQ life cycle including: responding to customer-generated task orders with innovative proposals, overseeing the execution of all awarded task orders; and generating new task orders via technology demonstrations and user engagement. The TSE Program Manager will communicate and coordinate with senior JIEDDO COIC and senior leadership to establish relationships to support program management business rhythms, business goals, capture initiatives and other new business activities as appropriate.

The JIEDDO Technology and Systems Engineering (TSE) contract is a five-year, multiple-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract that conducts research and experimental development; provides analytical, technical, and operational assistance; and delivers required capabilities to the JIEDDO-COIC to enable successful execution of its mission. R&D areas include bacteriological and biological research (e.g., biological-based IED forensic tools), chemical (e.g., IEDs are predominantly chemical based), computer, electronic, engineering, software, and mathematics (e.g., methods, tools, and techniques to defeat the IED network), industrial (e.g., interruption of IED manufacturing networks), physical sciences (e.g., IED damage effect analysis) and physics (e.g., electromagnetic and thermodynamic analyses).

The TSE Program Manager will direct all phases of the TSE program and be responsible for: Cost, schedules and technical performance; participation in the negotiation of contract and contract changes; Coordination and preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract; Act as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance; Coordinate design concepts, criteria and engineering efforts for research, development, integration and test; Establish milestones and monitor adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications; and Frequently meet with Government management personnel, contractor managers, and federal client agency representatives to explain goals, objectives, and policies of the organization to subordinates; formulate and review strategic plans and deliverable items, and ensure conformance with standards; and assign, schedules, and review work of subordinates.

Required Capabilities:

A Bachelor degree or equivalent experience

Project Management Institute (PMI) Project Management Professional (PMP) certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 Certified Program Manager credentials

A minimum of 8 years of prior general experience (or 5 years of specialized experience) managing programs of a similar size and complexity, including those within a multiple task order environment which interface with multiple Government agencies and industry partners.

Desired Capabilities:

Demonstrated ability to manage the harnessing, massing, and fusing information, analysis, technology interagency collaboration or training support to enable more precise attacks to defeat networks which employ IEDs.

Demonstrated ability to serve as the Contractor’s single contract manager and represent the Contractor in communications with the Government’s Contracting Officer, Government management personnel and customer agency representatives.

Demonstrated ability to formulate and enforce work standards, assign contractor schedules, review work descrepancies, supervise personnel and communicate policies, purposes and goals of the organization to subordinates.

Preferred experience and abilities:

An understanding of the JIEDDO COIC Counter Improvised Explosive Device mission

Experience with military and/or Intelligence Community development, operations and deployment processes as well as experience in a leadership role in a DoD or intelligence operational environment.

Experience managing IDIQ programs and demonstrated ability to operate and manage effectively including workforce planning, staffing projections, and the adherence to company and government policies and procedures, regulations, and statutes

Experience effectively managing program finance and business operations, consistency in meeting mission critical milestones and contract performance, and success in anticipating customer needs and formulation of proposed solutions that are complex in ature.

One full year of specialized experience. Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
QUALIFICATIONS:

As a minimum qualifications requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The narrative portion for the Technical Qualifications MUST NOT EXCEED 4 PAGES TOTAL.
