As a Geospatial Information Officer in the Office of the Associate Administrator, Office of Response & Recovery, Federal Emergency Management Agency (FEMA), you will be responsible for providing leadership that enables the use of actionable geospatial information (GIS) for tasking, processing, and decision making to support the mission and business needs of the Agency.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

Specific Duties:
• Serve as an expert and consultant to top agency management official to provide advice on and direct the formulation of geospatial information and technology approaches needed to support agency mission, initiatives, and priorities.
• Coordinates work efforts with the Assistant Administrator for Response, Assistant Administrator for Recovery, Assistant Administrator for Logistics Management, Director of the Office of FCO Operations, and the Office of the Administrator.
• Performs advanced needs analyses to define opportunities to formulate new and/or improved business process solutions relevant to GIS and associated Web-Based GIS applications.
• Perform a variety of market analyses and configuration design tasks associated with the acquisition and/or development of agency enterprise GIS.
• Consult with customers on specific requirements, and provides extensive programmatic technical expertise and guidance in the development of optimum solutions to obtaining necessary Geospatial Services.
• Provide leadership to FEMA and other Federal agencies supporting the National Response Framework in the development of disaster situation assessment programs and policies.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-15 level you must possess at least one of the following:
At least one year of specialized experience, managing and coordinating a geospatial information program, including developing policies and procedures, and identifying strategies for the advancement of GIS and Information Technology use, to create solutions to highly complex disaster operations support problems and issues.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-14 level for the GS-15.
All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement.


SECURITY CLEARANCE REQUIREMENTS:
This is a special sensitive position which requires an active/current Top Secret/SCI security clearance based on a Single-Scope Background Investigation (SSBI). You must be capable of receiving and maintaining SCI access and must meet the requirements of DCID 6-4 and Executive Order 12968. Description
SCA Electronics Technician Maintenance II applies comprehensive technical knowledge to solve complex problems by interpreting manufacturers' manuals or similar documents. Work requires familiarity with the interrelationships of circuits and judgment in planning work sequence and in selecting tools and testing instruments. Receives technical guidance, as required, from supervisor or higher level technician, and work is reviewed for compliance with accepted practices. May provide technical guidance to lower level technicians. Primarily responsible for training device maintenance and support on the various systems of medium to high fidelity training devices. This may include full motion systems, visual and display systems, and computer network technology. The position requires the technical ability to troubleshoot failures down to discreet component level by applying advanced knowledge in electronics and logical fault diagnostic abilities.

The Electronics Technician Maintenance II applies basic and some advanced technical knowledge to solve routine problems by interpreting manufacturers' manuals or similar documents. Work requires familiarity with the interrelationships of circuits and judgment in planning work sequence, in selecting tools, testing instruments, and is reviewed for compliance with accepted practices. This technician works under immediate supervision and achieves technical guidance, as required, from supervisor or higher-level technician.

Qualifications
Associate's Degree in Electronic Technology (or equivalent) from an accredited college or university or related military training or three years minimum work experience in a related discipline. Three years of increasingly complex and progressive experience in computer systems / network or training device maintenance. Two years experience with Microsoft office software operation and use. Must possess good written composition and verbal communications skills, ability to express facts and rationale. Must be a U.S. citizen and able to obtain and maintain a U.S. security clearance if required.

Creating documents using Microsoft Word, Excel, PowerPoint, Visio, SharePoint, and Adobe Acrobat

Required Qualifications:
Minimum of 4 years of experience performing the responsibilities listed above or similar; Preference will be given to those applicants that have 2+ years of experience as an active participant in the proposal process for a government contractor in the DoD arena
Ability to demonstrate excellent writing, proofreading, editing, and organizational skills
Ability to exercise excellent attention to detail
Must be comfortable interviewing SMEs and drawing out the technical data required to write superior proposals
Strong interpersonal and communication skills and the ability to communicate effectively with senior staff and potential and current team members
Ability to work with several key players in order to develop large documents under tight deadlines
Ability to prioritize and handle a variety of projects and assignments simultaneously
• Ability to meet tight deadlines and adjust to changing priorities
• Must be willing to work outside normal working hours to meet deadlines if needed
• Proficiency with Microsoft Office Suite to include PowerPoint, Word, Project, Excel and Visio
• Ability to digest concepts quickly and present information clearly and concisely
• Ability to consolidate various viewpoints by identifying and building on commons themes or similar goals
• Excellent research skills and the ability to effectively gather information needed from files, team members, senior staff members, over the Intranet, and through interviewing techniques

Education Requirements:

• Bachelor’s degree in English, Journalism, Literature, Communications or related discipline desired

Desired Qualifications:

• Ability to produce samples of successful writings considered a plus
• Training and/or certification in proposal writing and government services business development considered a plus
• Prior project management experience in the DoD arena strongly desired

O&M Developer
Designs and engineers building and real property systems to optimize customers’ goals; assess building/systems current status, propose system changes for increased efficiency and improvement and translate the proposed changes into payback and operational savings. Develops solutions using renewable energy sources and enhancing energy efficiency. Develops organization structure and identifies material/equipment requirements in support of proposal and “price to win” development.
Successful O&M Developers will have a B.S. in a relevant technical discipline or an equivalent combination of education and experience plus 10 years of relevant experience or an M.S. degree and 7 years of experience.
IT Developer
Identifies, analyzes, defines and coordinates user, customer and stakeholder needs and translates them into technical requirements; identifies information technology solutions with the potential to improve business process.
Successful IT Developers will have a B.S. in a technical field and 10 years of experience or an M.S. and 7 years of experience. The successful candidate will also have extensive knowledge of theories, principles, and practices in one or more of the technical or engineering fields to include, but not limited to: computer engineering, electrical engineering, information technology and computer science. He/she will also have experience in providing engineering services for customer systems, knowledge and experience of the software development lifecycle, the ability to identify technology gaps in current capabilities and processes, and the ability to communicate technical information to both technical and non-technical audiences.
Candidates with experience in Change Management, Disaster Recovery, and Network Security Systems are highly desirable. Preference will be given to those candidates with knowledge of Earned Value Management Systems (EVMS), Computerized Maintenance Management Systems (CMMS), extensive and broad knowledge of server and customer applications such as Office, Visio, Project (Client and Server) and server side shared applications, and knowledge of “green IT.”
Systems or Process Improvement Developer
Applies engineering and process management principles to investigate, analyze, design, evaluate, or improve a variety of both internal and external customer processes; review and prepare data, engineering and technical analyses, reports, change proposals, process management documents, and other documentation. The Process Improvement Developer will also assist the customer’s acquisition, production, integration, engineering, configuration management, and logistics functions.
Successful Systems Developers will have a B.S. in a related technical field and 10 years of experience or a M.S. and 7 years of experience. The successful candidate will also have knowledge of and experience with CMMI Development or Services and ISO 9001, experience with process or product monitoring, measuring and improvement. He/she will also possess experience with SharePoint, ProcessMax, or other library-based process tools and experience with CMMI appraisals.
Preference will be given to those candidates with experience in Lean Six Sigma Methodology (Black Belt certification highly desirable).
