Job Summary:
This position is located in the Pharmacy Anticoagulation Clinic.
Anticoagulation management is highly skilled, complex management of high
risk therapy and it is imperative that incumbent be able to function at a
highly complex capability to ensure positive patient outcomes. The Pharmacy
Anticoagulation Clinic is responsible for the monitoring, education,
anticoagulation medication prescribing, teaching and anticoagulant
management of over 500 anticoagulation patients, who are at risk of
thrombolytic events.

Major Duties:
Incumbents functions encompass a broad range of technical, clinical, social
and problem solving skills. Assignments are diverse in nature and include
the outpatient and inpatient areas of Pharmacy Section requiring a high
degree of responsibility, experience, organization and adaptability.
Working closely with Clinical Pharmacists, the Pharmacy Anticoagulation
Clinic Pharmacy Technician is responsible for the entire anticoagulation
continuum in both inpatient and outpatient areas; including lab monitoring,
effective verbal, in person, telephone and written patient communication,
patient teaching and quality assurance monitoring. Duties will be performed
in the Pharmacy Anticoagulation Clinic offices. Incumbent works closely
with Anticoagulation Clinic Pharmacists, reports to the Pharmacy Supervisor,
but must be able to function independently. PTCB certification is required.

Qualifications:
You must have one year of specialized experience at the GS-6 level that has
given you the particular knowledge, skills, and abilities required to
successfully perform. Typically we would find this experience in work as a
Pharmacy Technician or a field that is closely related.
You must be a U.S. citizen to qualify for this position.

You must submit to a drug test and receive a negative drug test before you
can be appointed into this position.

You must have a certification, licensure, or registration credentials in
PTCB for this position. In some cases, these may be substituted for
experience and education.

You will need to successfully complete a background security investigation
before you can be appointed into this position.

You must meet time-in-grade restrictions by the closing date of this
announcement.

The HVAC Specialist conducts, but is not limited to, the following job duties:
• Performs the maintenance, diagnostic testing, overhauling, installation, and effects repairs on a large variety of types of refrigeration, dehumidification, air-conditioning, ventilation and heating systems equipment which critically controlled environmental installations
• Researches specifications as provided by other parties and makes installation corrections required ensuring proper function of equipment as required by tenant agency requirements

Performs cleaning/painting and maintaining of mechanical rooms in assigned building. Performs minor touch-up painting chores consistent with preventative maintenance functions and minor repairs.
• Performs minor preventative maintenance functions which include, but are not limited to: changing filters; cleaning cooling towers, heating and cooling coils; cleaning floor drains, grease traps, roof gutters, downspouts; and changing fluorescent tubes and other light bulbs where needed and performs preventative maintenance on standby generators
• Performs miscellaneous functions that include, but are not limited to: assembles and disassembles "systems furniture;" removes and installs signs and picture frames; assists in relocating furniture and computers; and performs other similar duties

• Must have a general knowledge of every cycle and its components; such as electronic circuitry, high and low voltage electricity, pneumatic and electronic control systems that sense minute changes in temperature and humidity, dew points, air water and refrigerant pressures; air and water flow and overload protection
• Must have skill and technical ability to interpret so as to complete installations and repairs as required and must be able to apply trade techniques to modify and execute in order to minimize equipment down-time
• Must have a working knowledge of other trades such as: sheet metal- fire dampers, zone control, airflow volume and velocity and damper linkages; plumbing- water and steam supply, drainage, gravity systems, condensate, water make up evaporation and human protection systems; electric- circuit breakers, relays, solenoids, transformers, timers, electromagnetic contactors, vacuum tubes, motors and motor controls and overload protection devices
• Must be proficient in all types of soldering and brazing
• Familiar with computerized maintenance management programs and entry and retrieval of data from these systems

Specific Duties:
1. Serves as a senior contact with the agency for other federal agencies and for significant organizational segments of an agency.
2. Develops policy guidance to be used for implementing HMA program criteria and evaluating HMA programs inclusive of the Hazard Mitigation Grant Program, Pre-Disaster Mitigation Program, Flood Mitigation Assistance Program, Repetitive Flood Claims Program and Severe Repetitive Loss Program.
3. Develops oral and written briefings and presentations on HMA program policy and guidelines, and policy interpretations.
4. Researches and analyzes historic and current HMA policies and decisions in order to prepare position papers, speeches, reports, and correspondence.
5. Prepares responses to a variety of correspondence and inquiries from local, Tribal and State Congress, often involving complex and sensitive subjects.
6. Assists with the presentation of briefings to Agency officials.
7. Reviews and provides HMA program policy interpretations to other Federal agencies, regional offices, etc.
8. Participates in inter-/intra-agency meetings.
9. Formulates and prepares drafts of legislative proposals and revisions to existing laws and regulations in coordination with FEMA Chief Counsel.
10. Coordinates and manages a variety of highly complex and typically long-term contractual efforts.
11. Performs other duties as assigned.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-12 level you must possess the following:

Job Description
Job Duties: Provide medical support or 'out of hospital care' in
semi-permissive environment. The RM will work under the supervision of a
physician assistant, physician or nurse practitioner. Work with team members

The Advanced Registered Nurse Practitioner (ARNP) supports the medical

This position is located within the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Chief Information Officer.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

• Identifies, documents, oversees, and improves the processes, procedures, committees, and boards that the Office of the Chief Information Officer ( OCIO) and Mission Support Bureau (MSB) use to govern the fulfillment of its day-to day mission and to plan strategically as the Agency evolves in anticipation of changing operational and technical environments.
• Directs governance associated with business process re-engineering and strategic sourcing efforts to achieve enhanced value (improving cost and mission performance) for FEMA IT.
• Makes specific recommendation to the CIO's Leadership Staff concerning levels of involvement, resource requirements, procedural improvements, and potential benefits or risks pertaining to courses of action.
• Directs governance analysis and advice to develop solutions that will solve governance issues and problems associated with agency-wide IT programs. Reconciles IT governance with basic policies and program goals.Ensures the governance of IT cost analysis that involves consideration of the time value of money, present value concepts and quantifying the tangible and intangible benefits.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-15 level you must possess the following:
One full year of specialized experience, equivalent to the GS-14 level in the Federal service senior level, managing and directing information technology governance, including policy development, capital planning and investment control, and systems development life cycle management, resulting in the capability to measure and improve program effectiveness and organizational productivity. Your experience must also demonstrate the ability to effectively advise and provide guidance to senior and executive management from the business, technology and related support organizations, such as, acquisition and financial management, audit and governance.
Selective Placement Factor: In addition to the specialized experience, you also must possess expert knowledge of insurance IT systems and the strategies associated with their effective design and successful development and implementation, as well as in managing the transition from an existing legacy system as the System of Record (SOR) to a replacement system platform as the new SOR. This experience must be clearly reflected in your resume; failure to do so will result in your application not being considered.
All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement.

Education:
There is no education substitution at the GS-15 grade level.

SECURITY CLEARANCE REQUIREMENTS: This is a Public Trust position that requires a background investigation. Appointment to the position is subject to the applicant or appointee successfully completing essential security investigation forms, the applicant or appointee cooperating with the investigation, the completion of the investigation, and the favorable adjudication of the investigation. HOW YOU WILL BE EVALUATED:
