Duties and Responsibilities: The IT Applications Consultant - Generation IT is responsible for supporting IT application systems & underlying databases for clients in the Generation business that includes Generation Operations, Environmental, Wholesale Energy and Fuels, Generation Project Development, and Generation Project Construction. The role is focused, but not limited to the commercial application support role that involves working with clients to identify their business requirements, providing technical expertise in the evaluation of software solutions, testing, training, documentation, design, configuration, implementation, upgrades and ongoing production support of these solutions. Production support includes troubleshooting applications, interaction with software vendors, as well as solving and responding to client requests. Ability to work independently or as a team member is required.

The successful candidate will frequently be working independently, on small project teams or as a team member on larger projects. Occasional travel to We Energies' generation facilities is required. On-call support during off hours is required on a rotating basis.

Education and Experience Requirements

QUALIFICATIONS REQUIRED:
Information Technology (IT) Management Series, 2210 (Alternative A)
You may qualify by either meeting Education or Experience below:
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Applicants applying for the GS-07 grade level must meet one of the following requirements:
A. You must have 1 year of graduate level educations in one of the majors listed above or superior academic achievement. Superior academic achievement is generally defined by an earned grade point average (GPA) of 3.0 or higher out of a possible 4.0. • Responsible for the development of Standard Operating Procedures (SOP) to ensure that the automated disaster personal property, and asset visibility systems are properly maintained and updated the Agency’s Personal Property Management Manual.
• Lead and/or assist with inventory efforts at distribution centers, regional sites, and sustaining bases, providing pertinent reporting as required based on responsibilities and initiatives identified by the PMD management and the inventory SOP.
• Deploys to all fixed and disaster locations to support personal property and asset management functions and missions.
• Analyzes, maintains, updates, and manages parts of the National disaster automated property management databases and tracking systems.
• Ensures the policies and procedures outlined in the FEMA Manual 119-7 (Personal Property Management Program) are adhered to at both FEMA-owned and non FEMA-owned sites for FEMA owned property.
• Provides guidance and policy interpretation to Agency personnel who work in personal property operations on the control and management of FEMA person property assets

QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must possess one of the following:
Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

COMBINING EDUCATION AND EXPERIENCE: An applicant who has less than one year of specialized experience as described above may combine successfully completed graduate-level education with experience to meet the total qualification requirements.
To qualify for GS-12 grade level, you must have one year of specialized experience applying knowledge of inventory management principles and practices necessary to manage, coordinate and lead staff and Personal Property Programs; including demonstrated experience applying principles, practices and techniques to assist in managing a logistics disaster operations or readiness center.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-09 level for the GS-11. To be creditable, one (1) year is required at the GS-11 level for the GS-12.

Specific Duties: The incumbent serves as the Grant Management Specialist for FEMA, Region IX. Interprets FEMA and Treasury regulations and policies relative to administering grants. QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-12 level you must possess at least one of the following:
One full year of specialized experience. Specialized experience is described experience as developing and applying knowledge of external affairs and crisis communications strategies during disasters and emergencies.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-11 level for the GS-12.
