POSITION: Aerostat Operator
Aerostat UAS systems are unmanned non-rigid lighter-than-air vehicles (a.k.a. balloons), which remain anchored to the ground by one or more ropes used for various surveillance tasks. In all tethered aerostat systems, the main tether not only holds the balloon in position, but also provides electrical power to the vehicle's systems as well as a data link (via fiber optics in all modern systems) to communicate with the on-board sensors.

JOB DESCRIPTION:
The aerostat operator is responsible for the safe operation of the aircraft during all phases of flight. Controls the payload and imaging software in order to achieve customer request. Performs various preflight and post flight tasks. Fills out flight logs and tracks maintenance on the aerostat. Interacts with crew members to accomplish all mission requirements.

Senior Program / Management Analyst to serve as the Office of the Secretary of Defense,
Rapid Fielding Directorate (RFD) Liaison Officer (LNO) to the Commander, Yuma
Proving Ground.
5.4 Scope of Work: The contractor shall provide staff to serve as the focal point for
coordination for all Rapid Fielding Directorate related activities at YPG. The contractor shalcoordinate, prioritize and oversee all Rapid Fielding test activities and represent RFD during
program and test reviews. Specifically, the contractor shall review test schedules with YPG
personnel for supportability and identify potential conflicts with other organizations concurrently
utilizing YPG facilities. The contractor shall also monitor test execution and reporting. The
contractor shall monitor the status of all range development efforts and provide reports as
necessary to the Director, RRTO as to ongoing projects. The contractor shall track and
coordinate annual RDT&E funding - approximately $1.5 million annually - apportioned by the
Director, RRTO to support RFD activities at YPG. The contractor shall develop an annual plan
and prepare documentation as required to commit/obligate funds by the Director, RRTO. The
contractor shall develop and maintain positive working relationships with other organizations
such as the JIEDDO Test Board in order to benefit from information sharing and synchronization
of efforts. The contractor shall be familiar with the current threat environments, maintain an
understanding of emerging technology requirements, maintain an awareness of likely and
anticipated threats that exist or may emerge, and maintain a solid understanding of the
geopolitical environment to shape/develop/inform technology development efforts specifically in
regards to operational assessments, rapid capability development and possible adversary
countermeasures. The contractor shall have a familiarity with rapid fielding methodologies,
standard acquisition practices and a deep understanding of technology assessment/test and
evaluation procedures. The contractor shall be directly responsible for ensuring the accuracy,
timeliness and completion of all requirements under this Performance Work Statement.

To qualify for this position at the GS-6 level you must possess the following:
One full year of specialized experience equivalent at least to the GS-5 federal level. Provides a complete range of technical services in support of the FEMA comprehensive energy management program and provides consultation to the Headquarters offices, Regional Offices, and all FEMA field components, and lines of business in same.

QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-12 level you must possess the following:
One full year of specialized experience, equivalent to the GS-11 level in the Federal service planning energy/sustainability management programs, including recommending changes to plans, policies, and guidance, in order to ensure effective operations for potential/actual incidents.
To qualify for this position at the GS-13 level you must possess the following:
One full year of specialized experience, equivalent to the GS-12 level in the Federal service leading the development of deliberate energy and sustainability action and implementation plans, assessing capabilities gaps, developing recommendations to resolve complex response issues/problems, and initiating complex studies producing major changes to an energy/sustainability program.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-11 level for the GS-12; and one (1) year is required at the GS-12 level for the GS-13.
