You will serve in the Business Operations Branch, Technological Hazards Division, National Preparedness Directorate, Protection and National Preparedness Directorate, Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS). In this position, you will serve as subject matter expertise on the effectiveness of the Business Operations Branch programs and operations as they relate to Agency directives, forms, and records management programs.
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-11 level you must possess at least one of the following:
One full year of specialized experience. Specialized experience is described as experience evaluating and facilitating records management policy, procedures, and guidance. This experience must also include experience making decision for and working with record retention.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
OR
Combination of education and experience (if required)
To qualify for this position at the GS-12 level you must possess at least one of the following:
One full year of specialized experience. Specialized experience is described as that involved the development of a records management strategy for evaluating and facilitating records management policy, procedures, and guidance. This experience must also include working with Federal laws and regulations to effectively make decisions, submit recommendations, and resolve issues concerning record retention.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-09 level for the GS-11 or one (1) year is required at the GS-11 level for the GS-12.

All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement.

7. Position: Field Operations Specialists (Temporary Contract Assignment – 6 months)

Description: You will work in teams of 4 – 8 people conducting Field Operations to collect and disseminate data in support of company mission. The company is currently engaged in multiple projects that extend from its core business. In these roles you will work as part of a cross functional project team. Every person of the team has specific responsibilities as well as shared collateral duties. No egos, you must be a true team player and be flexible and willing to change to accommodate “the mission” for the field work your team will be doing. Think of the military and how plans can change due to a multitude of factors. Looking for people that can thrive in that a changing environment with the autonomy to get a job done without specific directions of “how”. Must be resourceful and able to think on your feet. “A Day in the Life – Work Week” - Below is an outline of a “potential” work week to give you an idea of what a work week can look like: The scenario below illustrates more uncertainty and plan-changing than would be expected in a "typical" work week. The purpose of the example below is to illustrate how several kinds of schedule change-ups can occur while on the road.

SUNDAY
Afternoon/evening: Fly to Des Moines, Iowa and check into hotel.
MONDAY
Morning: Breakfast and team meeting to discuss work schedule and assign tasks.
Mid-morning: Teams break into smaller groups and deploy to locations throughout the city.
Lunch: Team leads and/or designated team members coordinate in person with our local partners.
Afternoon: Teams perform on-site data collection, with designated team members. Responsible for trouble-shooting, quality-control, and signing off on whether their job at that site is complete.
Early evening: Team meets back at hotel; team leads and/or designated team members evaluate data quality, hear reports from team members, and make plans for next day's work.
Mid-Evening: Team lead transmits collected data back to HQ, and coordinates with Bay Area-based colleagues to make sure the day's data-collection targets have been met and the data is good. Team leader keeps HQ abreast of whether data collection is on schedule, advises HQ of any changes he/she made on the fly or feels should be implemented going forward.
All Day: Team lead is responsible for making sure work is proceeding on schedule, trouble-shooting any tech bugs, coordinating with and answering questions from our partners, coordinating with Bay Area-based project members.
TUESDAY
Same as Monday
WEDNESDAY
Team has finished ahead of schedule, or scheduled work has fallen through; paid day off as team lead arranges new assignment with Bay Area HQ.
OR: Same as Monday, except team lead is informed mid-afternoon that new work is available in Kansas City; he/she arranges for team to travel by rental van in preparation for work Thursday morning.
THURSDAY
Half day of on-site work; team flies to Dallas late afternoon and has the evening off.

The Technical Solutions Coordinator (TSC) is responsible for taking proposed solutions developed by the Solutions Development Team and generating estimates for labor. This position is responsible for authoring basis of estimates of WBS (Work Breakdown Structures) for labor and working with the pricing team to develop a staffing structure that incorporates the requirements of the RFP.
The TSC is critical to the development of a solution Price-to-Win (PTW) and will lead top-down and bottoms-up assessments.
The TSC conducts, but is not limited to, the following job duties:
• Collects critical data and builds WBS, IMP and IMS as needed to capture full lifecycle costs from startup to contract close out

Billet Description: This individual will be a part of a multi instructor workforce providing instruction in the courses listed below. This individual will report to the Lockheed Martin Lead Instructor at the LCS SBT. This individual must have a minimum of 10 years operational Navy Fleet experience as Engineering Officer of the Watch (EOOW) including a minimum of three years performing those duties in LPD 17 or LCS 2 engineering plants. Experience gained while part of a Precommissioning Crew can apply to the years of experience. As an alternative to EOOW experience in LPD 17 or LCS 2 engineering plants, EOOW experience onboard an Aegis cruiser under the Smart Ship concept is acceptable. Additionally the candidate should be familiar with Navy Curriculum Development processes and be an expert in the delivery of both classroom and practical lab instruction.

This individual should have experience as a watch stander in a CWC Organization, preferably as a Surface Warfare Commander or Sea Combat Commander. Must demonstrate ability to role play various Warfare Commanders in a simulated CWC environment. Possess qualification as a Master Training Specialist or have significant naval instructor experience.

Seasoned ammunition business developer responsible for business development and project management of small to medium and large caliber weapon systems as well as mortar/artillery and rocket platforms in the Ammunition division. QUALIFICATIONS

TIDOS (Trauma Infectious Disease Outcomes Study) has been carefully designed to combine surveillance, laboratory and clinical data of combat injured patients identified in the DoD and follow them through their transition to the VA system. POSITION SUMMARY:
In your role as the Medical Records Abstractor, you will get the opportunity to assist in clinical record activities and follow up of enrolled research participants. Administering phone call or in person interviews/survey questionnaires. Retrieval and/or review of medical records and obtain any other information needed for performing the medical abstraction process to complete forms for TIDOS and any other studies within the IDCRP (Infectious Disease Clinical Research Program).

eScience and Technology Solutions, (eSTS) Inc. has an immediate opening for a Science and Technology Advisor. This position is located in the Office of Program Management – Ministry of Interior (OPM-MOI) in Riyadh, Saudi Arabia. The Ministry of Interior (MOI) requested the Department of State OPM-MOI establish a Critical Infrastructure Protection (CIP) program to assist in strengthening the ability of the Saudi Arabian government to protect and secure critical infrastructure. OPM-MOI leads an interagency effort currently including the Departments of State (DOS), Defense (DOD) Energy (DOE), and Homeland Security (DHS) with the possible addition of other agencies and offices in the future.
The Science and Technology Advisor will advise the US and KSA OPM-MOI program directors on emerging developments in science and technology that could be applied to exploit opportunities to establish a competitive advantage over the threat or to contribute to addressing critical infrastructure protection shortfalls. The incumbent will conduct an aggressive program of exploratory research to identify significant advances in technology. Duties and Responsibilities
1. Maintain relevant awareness on emerging and envisioned scientific and technological developments.2. Provide advice, recommendations, and support on science and technology advances on the full range of program-related activities. 3. Assist with developing, implementing, and assessing system effectiveness analyses.4. Serve on science and technology interagency working groups, planning committees and other high-level committees and effectively collaborate with senior US and Saudi Government technology officials. 9. Provide effective leadership/management across organizational, departmental, and national cultural lines.The work involves providing advice and guidance to senior leadership across several USG agencies on taking the actions necessary to ensure the timely completion of the OPM-MOI mission. Complexity results from the multi-agency structure of OPM-MOI and the broad mandate that it has to provide a variety of assistance to MOI. The incumbent’s responsibility for identifying and overcoming obstacles to effective coordination and integration of OPM-MOI activities, advising the OPM-MOI-US/KSA staff, including Program Directors, Operations Advisor and Deputies for Programs and Management on key technological advances for benefiting the OPM-MOI programs. A supported staff, comprised of a large and diverse population of civilian and military experts, also adds to the complexity of the work. OPM-MOI projects require dynamic leadership and expertise and complex innovation, strict adherence to high-level policy without lower-level interpretive assistance, and the ability to single-handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may affect other programs. They are broad in scope and complicated by many complex features, technical, administrative or political nature.
Physical Demands
Many of the demands of the work can be performed in a typically sedentary office environment. Physical demands associated with travel to and from remote areas, for example on a site visit within KSA, in restrained timeframes over under-developed infrastructure and conveyances, require an average resistance to fatigue and physical hardships. Individuals undergoing medical treatment or taking certain medicines that limit their physical or mental abilities may find it difficult to adhere to the limitations recommended by their physician(s). The harsh desert climate conditions in Saudi Arabia, with exceptionally high heat and sandstorms often create hardships for some individuals. Restrictive social norms in Saudi Arabia are also a factor.
Knowledge and Qualifications Required
1. Experience that demonstrates proficiency and understanding of science, research developments and use of technology and data underlying critical infrastructure.
2. Experience providing policy recommendations, including the administration and implementation of scientific programs.
3. Ability to effectively interact with diverse constituencies, e.g., industry, domestic and international governmental bodies at various levels, and tribes.
4. Superior knowledge of, and successful leadership experience in, managing multiple and/or complex transformational research and development programs.
5. Superior communication skills (oral, written, and graphic), required to clearly communicate complex technical ideas to a non-technically oriented audience and represent the program effectively with contacts at the highest-levels of government and industry on scientific and technical programs.
6. Ability to plan and organize activities, prioritize and schedule work, efficiently allocate assigned resources, meet deadlines, work under pressure, and achieve desired results with minimal supervision.
7. Relevant education such as a master’s degree in physical science, engineering, computer science or mathematics, or relevant work experience. 8. Project Management Professional, PMP, Certification or equivalent experience and completion of PMP certification within six months of assuming the position.
9. U.S. citizen, eligible for a Top Secret State Department security clearance.

Additional Information

Pay is variable, depending upon experience and is negotiable. Selected applicant will be subject to a security investigation and must meet eligibility requirements for access to classified information. • The CBA will apply current U.S. military doctrine and assessment methodology to develop a Transformation Plan which documents the impact and desired end state for UAE Land Forces Doctrine, Organization, Training, Materiel, Leadership, Personnel and Facilities (DOTMLPF).
• Team with UAE counterparts to understand threat, missions, capabilities, culture and challenges that drive improvement and transformation.
• Provides the team a Joint perspective while assessing the ability of the Land Forces to operate effectively in a Joint environment.
• Candidate will work with the Aviation Group Unit Assessment Team.
• Provide advice to Land Forces Brigade-level and below Commanders and conduct readiness assessments of these units.

EDUCATION
Minimum level of education: BA/BS from an accredited college or university.

QUALIFICATIONS
Former Aviation Chief Warrant Officer with Flight Lead, Instructor, and Maintenance experience.
