This position is located in the Department of Homeland Security, Federal Emergency Management Agency, Mission Support Bureau, Office of the Chief Procurement Officer. At the full performance level of this position, you will serve as a Contracting Officer with Level III signatory authority for all contract actions in support of multi-year major programs. You must maintain eligibility for a DHS contracting officer warrant to remain qualified for this position.
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

Major Duties:
• Exercises complete authority for all contractual actions and phases of the program including planning, requirements definition, acquisition strategy, pre-solicitation conferences, source selection plan, evaluation plan, negotiations, competitive range determination, and ultimate selection coordinating with the customer.
• Responsibilities include the whole range of contracting duties using a variety of contract types and acquisition strategies during both the pre and post award environment including utilizing new procurement initiatives such as performance-based contracting, partnering concepts, and past performance evaluation methods.
• Works in full partnership with the program offices to plan and develop the contractual strategy necessary to meet their requirements. This includes development of pre-negotiation positions, types of contracts, citation of appropriate regulatory and statutory authorities to justify the acquisition strategy, and preparing necessary documentation.
Acts as a mentor to junior procurement staff (GS-12s and below). Mentors other employees in the acquisition and contracting process. Prepares and provides monthly reports to management as to in process actions as well as actions in various phases of contract administration and closeout.

For the GS-09: Experience equivalent to the GS-7 level that has involved the application of contracting principles, laws, regulations and procedures to carry out recurring assignments involving planning, developing, implementing, and/or maintaining administration of contracts for procurement of a variety of supplies or services; reviewing requisitions and recommending use of formal advertising or negotiation; assisting in developing specifications and awarding contracts; monitoring financial and technical capabilities, or the performance, of the contractor.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-7 for the GS-9 level; at the GS-9 level for the GS-11; at the GS-11 level for the GS-12 and at the GS-12 level for the GS-13.

This position has a positive education requirement. To permit determination that you meet the basic qualification requirements for the position, please provide a copy of your school/college transcripts or a list of courses including course title, credit hours, and grade. Proof of successful completion of required course work MUST be provided before any offer is made.
To qualify for GS- 9 through GS-12, you must have:

- Basics of Contracting (Defense Acquisition University (DAU) CON 101 or equivalent); - Principles of Contract Pricing (DAU CON 104 or equivalent); - Intermediate Contracting (DAU CON 202 or equivalent); - Intermediate Contracting (DAU CON 204 or equivalent); - Government Contract Law (DAU CON 210 or equivalent); - Advanced Business Solutions for Mission Support (DAU CON 353 or equivalent); - Two Targeted Electives - each should be a minimum of 16 hours of assignment or individual specific learning identified as developmentally beneficial for the individual for career progression. Electives can include formal training or education, seminars, conferences, special projects, or other developmental activities in the procurement field. Day-to-day work experience may not be used to fulfill elective requirements. Only courses offered by the Defense Acquisition University (DAU) or by a recognized equivalent provider may be used to meet the training requirements. (Competencies may be verified through examination of performance appraisals, portfolios, resume of previous experience and/or interview with candidate).
EXCEPTIONS TO EDUCATION AND TRAINING REQUIREMENTS: a) Applicants for GS-12 positions who have been in a GS-1102 position at grades GS-5 through GS-12 since January 1, 2000 without a break in service meet the qualification standard for other GS-1102 positions up to and including those classified at GS-12. b) Applicants who have been in a GS-1102 position, at or above the GS-13 level since January 1, 2000 without a break in service meet the qualification standard for the grade held on January 1, 2000 and need to meet the requirements stated in Qualifications Requirements to receive a promotion.
Waiver: When filling a specific vacant position at the GS-13 level (or equivalent), the selecting agency, at his or her discretion, may waive any or all of the education and training requirements if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. K2 Solutions is seeking Senior Special Operations Instructor personnel who are former Special Forces operators and shall serve as SME(s) on the TTPs, SOPs, and POIs of the Technical Support Groups (TSGs), the candidate will communicate and train both military and civilian personnel on these plans and procedures. Serve as the SME on TSG search equipment, communications systems, surveillance equipment, and other mission essential gear. Operate specialized equipment on land, sea, and air either during contingency operations, training and/or exercises. Provides training to military and/or civilian personnel on the setup and operation of search gear and communications equipment and directly support R/N search operations. Serve as the contractor team leader and ensure the Junior Instructor Special Operations and EOD Technicians on his/her team are TSG-trained and deployment ready.

Due to the unique TSG mission and associated operations, TSGs are often required to work extended hours in a field environment under austere conditions during operational responses to contingencies with domestic and international travel up to (but not limited to) 90 days per annum.

TSG mission sets may occur in hostile environments, consequently the Government may issue weapons for force protection to contractor personnel. Some TSG personnel will be permanently assigned to overseas locations.

TSG contractor personnel will be located (permanently and/or temporarily) in the Washington DC area (WTSG) and within the U.S. European Command (ETSG), U.S. Pacific Command (PTSG), U.S. Central Command (CTSG), and when established, the U.S. Africa Command (ATSG) Areas of Responsibility.


Required Skills/ Qualifications

Demonstrated ability to manage and effectively lead teams in all operational and physical environments.

Ability to develop and implement suitable SOPs, TTPs, and POIs for tasks as operational capabilities evolve.

Possess advanced skills in surveillance/counter surveillance techniques, advance driver training (tactical/defensive), a minimum of Level 2 Advance Special Operations Techniques (ASOT) qualified.

Special Forces Qualification Course (SFQC) or service school equivalent.

Military instructor experience, military instructor training course, or civilian equivalent.

No less than 2 years experience as an instructor at a training command or in an operational units training department.

Experienced in small boat operations to include small boat experience, coxswain qualified, or civilian equivalent.

Experienced in fast rope and air operations.

Experienced in climbing techniques.

Experienced in land and maritime reconnaissance and surveillance operations.

Have a fundamental familiarity and understanding of CBRNE Personnel Protective Equipment (PPE).

Physically capable of working extended periods in self contained breathing apparatus (SCBA).

A graduate of the Army Advanced Non-Commissioned Officer Course or service equivalent.

Functions as a part of an intelligence analytical team of military and/or DoD civilian analysts in support of customer's analytical requirements. Prepares assessments of current events based on the sophisticated collection, research and analysis of classified/unclassified and open source information. „« Prepare maintenance and supply requests for unit level support. The COLTS system our personnel will utilize on this program will allow us to automate this process. 100% of critical pieces of inventory are maintained in a constant state of readiness.
„« Maintain a complete inventory (logs, checklists, records, documents, equipment, etc.) and maintenance schedule for management of the vehicle and on-board equipment. Documentation and reports shall be provided as required to the M/CO/COTR.
„« Inspect all equipment for faults and completeness. Test equipment to determine operational condition. Troubleshoot to determine location and extent of equipment faults. Makes minor repairs to equipment by adjusting, aligning, repairing, or replacing defective components. Test repaired items to ensure compliance with technical specifications. Advise and makes recommendations concerning equipment repair and status to GSA points of contact. Techs will perform preventive maintenance checks and services on tools, test, measurement, and diagnostic equipment, vehicles, and power generators. Prepares appropriate maintenance forms and records.
„« Maintenance/calibration logs will be kept for all applicable items. Any Discrepancies will be noted and steps to correct the discrepancies shall be identified. Record all regularly scheduled maintenance within 24 hours of completion.
„« Provide monthly reports consolidated by our Program Manager to the PM/COTR that will list inventory on-hand, including identifying physical locations within or outside the MCV storage facility and identifies expendable equipment/material shelf-life dates, including projecting expiration dates.
„« Additionally, each Technician will provide training to designated customer operations and maintenance Personnel as required.
He/she also will provide technical assistance and training for user owned and operated automation and communications equipment.
„« Technicians will ensure that security breaches, damage to government property and similar occurrences are reported to the COTR in a timely fashion, generally within two (2) hours during business hours. Emergency notifications will be made to the appropriate FPS Mega Center during non-business hours, with follow-up notification to the PM/COTR within two (2) hours of the beginning of the next business hour period.

Duties

Assist in the preparation and production of briefings to senior level leadership.

Maintain a reference library consisting of “as-is” and “to-be” processes.

Serve as the primary point of contact for IT processes in the ITMO. The contractor shall develop guidance and provide training material to assist customers throughout the headquarters in the new processes.

Have excellent management, planning and analysis skills.

Travel may be required to provide the above support for those processes that are Enterprise in nature.

Principal Accountabilities
JOB DUTIES & RESPONSIBILITIES
1. Compiles and records production data for aircraft, engine and aircraft component overhaul. Updates status and records maintenance actions. Responsible for maximizing most opportunistic usage of assets; requires in-depth knowledge of aviation actions at both unit, intermediate and depot levels.
2. Generates work-orders for repair and inspection. Compiles and records production data from historical records and other documents such as logbooks and vendor work orders using personal computer and other devices. Must be fluent in Microsoft Word, and Excel.
3. Calculates aircraft availability by airframe, by hour. Generates production reports for all aspects of the aircraft status based on data compiled, tabulated and computed, following prescribed formats.
4. Transfers raw data into production priority through aircraft availability chart production, using chart, graph, or spreadsheets based on statistics compiled for reference by production and management personnel. Prepares production reports and special reports as needed to reflect contract requirements.
5. Verifies, validates and documents Time Before Overhaul (TBO) requirements for flight critical aircraft components and sub-components; ensures availability of required parts using experiential determination to enhance mission rates.
6. Monitors daily status for accuracy. Monitors Partial Mission Capable Supply (PMCS) and Not Mission Capable Supply (NMCS) for Estimated Delivery Date (EDD). Takes action for and responsible for deciding which critically needed part is assigned to which fleet, country and airframe.
7. Maintains aircraft historical files for validation of critical flight safety issues. Maintains critical component Controlled Substitution reports in accordance with contract compliance prepares and submits requests for airframe Non-Reportable Time (NRT) and Requests for Waiver/Variance for substitution of aircraft subcomponent and other information to comply with Federal Aviation and other flight regulations. Fluent in the Air Wing Information Systems and responsible to turn data into wisdom..
8. Records aircraft flight and � monthly status DA Form 1352 information according to Department of the Army Pamphlet 738-751 (TAMMS-A) instructions. Uses MEL as reference and reports daily status accordingly.
9. Act as liaison point of contact between the Department of State, the Director Aviation Resourse Management, Logistics, Information Technology, and Business Contracts.
10. Generates internal work orders for maintenance support from assigned Points of Contact (POC�s) in the CONUS and OCONUS.
11. Acts as centralized point of contact for assigned Country Site Manager; makes (at a minimum) weekly conferences to recommend improved maintenance activities, assist in repair part location, and decision to repair or replace, and follow-up for CONUS and OCONUS sites with coordination of work flow to meet contract requirements. Briefs Senior Management weekly on status of aircraft conditions for assigned sites
12. Uses established information systems to research aircraft and component part numbers for procurement, and then acts on information gained to maximize mission capable rates.

and consultation experts worldwide who focus on complex installation
management challenges and inter-relationships.

PMG is seeking Facility Engineer (2) 1 for Kandahar/1 for Bagdad to join
their consulting staff in Afghanistan.

Duties Include:
Facilities Engineer to support the National Geospatial-Intelligence Agency
(NGA) at OCONUS sites. Support NGA with overseas building or facility plans,
designs, configuration and equipment maintenance.

Manages activities concerned with the installation, operation and
maintenance of buildings, equipment, utilities, structures, grounds and
roads. Ensures building integrity and maintenance of electrical, water and
air systems and other real property. Oversees maintenance of facility
grounds/landscaping. Supervises numerous vendor and subcontractor
relationships. Responsible for the employment, training, motivation,
discipline and performance evaluation of assigned employees. Participates in
planning and policy development issues.
Required Qualifications:
• Master's degree in Electrical, Mechanical or Civil Engineering or
equivalent experience within a related field, plus 10 years of experience
• Active TS/SCI clearance
• Knowledge of LEED, UIDC, ASHRAE and NEC standards
• Knowledge of building electrical and HVAC systems
• Strong verbal and written communications abilities
• Understanding of DoD engineering procedures and policies
• Ability to travel overseas


Highly preferred:
• NGA Experience
• Professional Engineer License held in one of the 50 states or a US
Territory
• OCONUS/Deployment Experience
