Position Description:
Under the supervision of the Lead / Supervisor, performs the
full range of work involving servicing, preventive maintenance, repair
and modifications to military and civilian heavy equipment, tactical
tracked vehicles, towed and self-propelled howitzers, tank retrievers,
earth moving equipment, diesel power generators, light vehicles and
trucks, mobile equipment and material handling equipment as well as
fuel, hydraulic and electrical subsystems in accordance with pertinent
technical manuals and bulletins.

MAJOR JOB ACTIVITIES (not all inclusive):
1. Replaces and adjusts tracks, road wheels, road wheel
bearings, idler wheels, idler bearings and oil seals. Replaces
suspension arms, torsion bars, stabilizer bars.
2.Repairs hydraulic braking systems.
3.Repairs and adjusts power and mechanical steering systems.
4.Operates and inspects vehicles, generators and equipment to
diagnose defects.
5.Troubleshoots gas / diesel engines, transmissions and transfer
cases; and examines parts for damage or excessive wear using micrometers
and gauges.
6.Remove and replace engines, transmissions and transfer cases.
7.Replace and test engines, transmissions and equipment for
operational efficiency in accordance with specifications.
8.Replace and adjusts turret components including turret braking
systems and conduct Direct Support Electrical System Test Set checks and
replace components as indicated.
9.Perform inspection, diagnosis, repair and operational tests on
fuel and electrical systems on chassis groups of multiple vehicle types.
10.Performs tune ups, replace batteries, rotate/replace tires,
wash and clean vehicles and equipment internally as well as externally
and replace fluids and filters.
11.Performs all related duties assigned as required by contract
with the customer.

Experience Requirements:
WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:
Work is generally conducted in a shop environment; however,
duties may involve the conduct of work in the out-of-doors area with a
potential exposure to extreme climatic conditions. Work will require
lifting up to 50 lbs, stooping, climbing, prolonged standing, prolonged
sitting and working with or in areas where a potential could exist for
exposure to physical, chemical or biological agents. Employee use of
Personal Protective Equipment (PPE) is required in certain areas. Such
PPE includes but is not limited to head, foot, hand, torso, respiratory,
vision and hearing protective devices. Must comply with OSHA, EPA, Fire
Regulations and published company work rules.

Primary Purpose: The incumbent this position provides logistical support to the disaster field operating facilities.
Specific Duties:
• Provide initial logistical and life support services to Federal response personnel. Serve as Assistant Logistics Team Leader, during responses to catastrophic disasters or disasters coverning large geographic areas.
• Contributes to the preparations of operating procedures, checklists, and sparing and supply requirements; acquires the data needed to determine optimal deployment routes, estimate deployment costs, and prepare annual budget inputs.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

FOR GS-11: Applicants must meet at least ONE of the qualification requirements described under A, B, or C below:
[A.] To qualify at the GS-11 level, you must possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. [B.] Three full years (54 semester hours or 81 quarter hours) of progressively higher level graduate education, or possess a Ph.D., LL.M., or equivalent doctoral degree, if related, from an accredited college or university, or has been evaluated by an Accreditation Association responsible for evaluating foreign education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (Please submit transcripts.) Degrees in the following fields are preferred: emergency management, crisis management and/or homeland security. OR
[C.] COMBINATION OF GRADUATE EDUCATION AND EXPERIENCE: If you have less than the full amount of graduate education described in "B" and less than the amount of experience described in "A," but have a combination of the type of graduate education described in "B" and the type of experience described in "A," you may be able to qualify by combining your education and experience. First determine your total qualifying specialized experience as a percentage of the experience required for this grade level (one year). Then determine your total number of successfully completed graduate semester hours as a percentage of education required for this grade level (54 semester hours, or whatever amount your school has determined to equal three full years). Then add the percentages. The total percentage must equal at least 100 percent to qualify under this provision.
FOR GS-12:
To qualify at the GS-12 level, you must possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-11 grade level in the Federal service or private sector that involved providing HR information systems automation tools through researching, analyzing and resolving issues related to various HR functions. You must also have assisted in developing, delivering, managing and maintaining HR information systems.

The Human Intelligence Adviser shall interface with the intelligence elements of all USG and NATO partners to help the SIO as well as the supported RC identify COIN-focused intelligence opportunities and requirement or capability gaps, and ensure unity of intelligence support to the COIN campaign plan and objectives. The HUMINT/Human Terrain Adviser shall provide expert advice and assistance to tactical intelligence and operations elements in the field from the lowest echelon of intelligence support to the division level, coaching and mentoring as required to improve operational performance. HUMINT/Human Terrain Advisers will exploit raw and finished human intelligence, gathered by supported elements and received through intelligence information systems, to support all-source fusion and to recommend to the SIO and RC courses of action that will optimize the effectiveness of the COIN campaign. Alternately, these advisers may be tasked to employ a range of analytical and social science techniques to enhance overall supported element understanding of the local populace and its cultural dynamics, customs, attitudes, aspirations, and motivations. As directed, HUMINT/Human Terrain Advisers shall produce analytical reports and products, ethnographic or cultural analysis or overlays, or other finished products detailing key issues and identifying methods likely to maximize effectiveness in support of COIN operations.
