Job Summary
Perform Missions as directed by the Senior Aviation Advisor under oversight from the Bureau for International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A). Responsible for conducting Fixed Wing Pilot training and evaluations, standardization administrative duties, i.e. flight records, AWIS, publications and references.
Single point of contact for Standardization (SP) and test flight (ME) activities. Monitors flight instruction, to include standardization of transitions, annual proficiency reviews and flight evaluations. Assists key managers in providing oversight, initiates, conducts, and supervises training within his/her respective area of responsibility to meet the contract objectives of host nation and contractor training.

Principal Accountabilities
JOB DUTIES & RESPONSIBILITIES
Provide fixed wing aviation mission support, conducts and oversees in-country flight instruction, aircraft transitions, annual proficiency reviews, and flight evaluations. These flights are accomplished day and night, under visual and instrument meteorological conditions. Supervises pilot participation in host nation pilot training program. Develops examinations to determine the proficiency of fixed-wing pilots and test pilots, and non-pilot crew members. Processes and reports operational and training evaluation results. Oversees maintenance of pilot flight records, weight and balance calculations, and risk assessments. Monitors pilot proficiency in phases of mission planning and flight operations to ensure compliance with policies and directives. Conducts academic and hands-on performance training and administers evaluations to ensure pilot proficiency and standardization of training in addition to maintaining IATF's and completing required AWIS entries. Performs operational checks, routine maintenance, and maintenance test flights to ensure the airworthiness of the fleet. Applicant will be required to maintain Instrument proficiency.

An FAA CFI/II rating in type and category or military equivalent is required. Individual must demonstrate proficiency in understanding aircraft systems, components, and operations. Principal Accountabilities

Services, repairs, and overhauls aircraft and aircraft engines to ensure airworthiness. Reads and interprets manufacturers' and maintenance manuals, service bulletins, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components. Performs miscellaneous duties to service aircraft, including flushing oil systems, cleaning screens, greasing moving parts and checking brakes. Must be able to become qualified and perform engine runs or the aircraft type they are assigned to support. Operationally checks repaired or modified systems for proper operation. Performs quality maintenance on aircraft in accordance with (IAW) Federal Aviation Regulations (FARs), Original Equipment Manufacturers or military technical orders as specified. Shall make inputs into the Air Wing Information System (AWIS) and ensure correct entries are annotated. Ensures OJT instruction to Host nation personnel is documented and IAW published guidelines. Provides maintenance training/mentoring to assigned host nation mechanics. This training will consist of formal and informal instruction on maintenance, management, records documentation, maintenance of technical libraries, and safety. The incumbent is expected to document and maintain training records, prepare progress reports, and monitor quality control procedures and enforce company directives and procedures.

The Regional Facilities Modification Manager is responsible for directing the daily operations of the Facility Modifications Teams and district Facility Modification Project Managers as well as the execution of the Facility Modification requirements based on the customer’s contract.

The Regional Facilities Modification Manager supervises the Facility Modification team, Facility Modification Project Managers and all project subcontractors and vendors.

The FM Estimator/PM conducts, but is not limited to, the following job duties:
• Responsible for the execution and coordination of activities with all teammates, customer stakeholders and subcontractors

• Prepares and provides numerous project statuses and update reports necessary to keep managers and customers informed
• Coordinates and ensures all regional emergency response activities are performed and executed per company and contractual standards
• Responsible for the coordination and execution of all subcontractor planned quality, schedules, and activities
• Oversees all phases of construction projects and redirects efforts as necessary to obtain reliability, operability, and aesthetic results consistent with our customer standards, requirements and expectations
• Assists in the preparation, coordination, selection and execution of complex proposals and estimates
• Provides technical contracting information and ensures all construction terms and conditions comply with all regulations, standards, codes, and specifications
• Reviews and recommends all subcontractor proposals, bids or estimates ensuring all subcontractor terms and conditions are clearly communicated, coordinated and implemented to ensure quality of performance and standards that meet or exceed customer standards and expectations
• Coordinates and reviews all designs, cost estimates, material requisitions, plans and specifications, and schedules of projects to ensure successful completion and provide issue resolution
• Conducts necessary site visits to ensure and review project quality and conformance, contract terms and pricing, and interface and coordination with subcontractors
• Ensures all work performance meets or exceeds customer expectations and all regulations, codes, and standards
• Reviews and recommends all change order pricing
• Prepares, reviews, and provides all information to customers, clients and district field staff
• Assists with developing, coordinating and leading all projects as required
• Troubleshoots installation and management of various projects including, but not limited to, electrical, plumbing, carpentry, and HVAC
• Participates in reviews to refine construction projects processes to ensure the quality, timeliness and successful completion of each project
• Directs, coordinates activities and ensures reporting on all project emergencies in coordination with all district staff to ensure response, coordination of activities and contract compliance
• Assists in any special internal project office assignments as requested
• Serves as the corporation’s Responsible Managing Employee (RME) with the State of California Contractors License Board

QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-15 level you must possess at least one of the following:
Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

Specific Duties:
This position is located on the Officer of the Chief, Component Human Capital Officer (OCCHCO). As a Supervisory, Program Manager you will be responsible for technically and administratively supervising a staff of budget analysts and administrative support personnel. They provide a wide variety of financial analytical support services relating to budget execution, travel, facilities, supplies, and purchases. The unit assignments characteristically involve problem or issue definition, identification of the nature and source of relevant information, collection of data, analysis using appropriate quantitative and qualitative techniques.

You will also be responsible for the day-to-day supervision of a staff who is responsible for maintaining, monitoring, and reporting on statistical analyses; carrying out budget execution and financial management for the OCCHCO, as well as program and reimbursable budgets; developing, implementing, and maintaining budget and fiscal policies and procedures, to guide the CCHCO; establishing financial controls necessary to achieve effective financial policies; and carrying out a variety of special projects in support of the OCCHCOs budgets.

Serve as the technical expert advisor to senior management on the integration of the financial systems for a broad, large-scale program of national scope. Plan and establish an organizational and analysis program that encompasses diverse projects for the Office of the Chief Component Human Capital Officer (OCCHCO). One full year of specialized experience. • Consults and collaborates with Multidisciplinary Teams (MDT) during initial treatment phase and continuing throughout the continuum of care

SCOPE:
The contractor shall provide assistance in developing processes and procedures designed to facilitate all-source intelligence analysis of the foreign threat picture in support of USCYBERCOM- components, the USCYBERCOM staff and Commander. The Contractor shall maintain visibility of events occurring both within the U.S. government systems and internationally as directed to identify possible relationships to current and databased intelligence. The contractor shall provide assistance in developing the processes and procedures to facilitate all-source intelligence analysis support to United States Cyber Command (USCC) Commander, the USCC J2 staff and the USCC Components. The contractor will assist with long range planning and coordinate intelligence efforts within USCC, with STRATCOM Headquarters and with other Combatant Commands, with Defense Industrial Base partners, and with the Intelligence Community.

CLEARANCE REQUIREMENT:Top Secret based on SSBI within past 5 yrs; current CI poly strongly preferred

PREFERRED EXPERIECE:• Strong Intelligence Analytical Skills
• Experience in the cyber domain and defense of the Global Information Grid
• More specifically:
1. Network topologies such as WANs, LANs, and CANs—and the Internet (must understand these networks, what they consist of, and how they operate);
2. Must understand critical Infrastructures such as electrical power grids, telecommunications networks, POL, Lines of Communication (road, rail, etc), and the control systems (e.g., SCADA) that keep these infrastructures operating; and
Experience working in military-related C4I, such as Integrated Air Defense Systems (IADS).
• Experience in strategic Indications & Warning mission responsibilities.
• Experience in strategic intelligence support (OPLAN) efforts.


SPECIFIC TASKS (see specific position requirements below):
• The candidate shall provide all-source analytical support to computer network operations (CNO) to include production of cyber related Intelligence Estimates.
• The candidate shall produce special reports and assessments related to specific incidents and trends concerning threats to the GIG as required.
• The candidate shall conduct Indications and Warning (I&W) analysis to assist in predicting potential threats, cyber developments, events or conditions again the DOD GIG to allow leaders to proactively confront emerging challenges, leverage opportunities, avoid surprise and produce strategic outcomes favorable to the U.S. or allied interests.
• The candidate shall respond to the J2 for threat identification of activity directed against DoD systems.
• The candidate shall evaluate international events, all-source and open-source intelligence, and operational information to assist in the assessment of potential impacts to the DOD GIG and alert the USCYBERCOM and parent command structure to potential network exploitation or attacks. Using these techniques and taking advantage of web-based research tools, the candidate shall match potential threat candidates with the J3 identified activity, produce reports and/or briefs, and make intelligence-derived recommendations to the J2/J3 for the defense of the affected network.
• The candidate shall assist in editing all reports and report formats for content and clarity as needed in support of J2, USCYBERCOM Phase I and II intelligence reporting.
• The candidate may develop and present in-depth intelligence briefings and presentations concerning nation-state and non-state actor capabilities and activities, specific actor profiles, and incidents affecting DoD communications networks.
• The candidate shall assist in the management of daily intelligence reports and bulletins and web sites on the classified networks.
• The candidate shall maintain communications as directed with intelligence representatives at USCYBERCOM Service components, other Combatant Commands, parent command, Department of Homeland Security, National Infrastructure Protection Center (NIPC), NSA, CIA, DIA, Joint Staff J2/JCS, and other organizations as designated.


SPECIFIC REQUIREMENTS FOR JOURNEYMAN POSITION:
Must have a minimum of 5-10 years’ experience with Collections Management in the area of HUMINT, GEOINT, CI, SIGINT, TechINT, MASINT, IMINT and OSINT. Demonstrated ability to research, review, edit, plan, prepare, integrate and publish extremely complex all-source computer network operations and national military intelligence studies, plans and/or products. Knowledge of and proficient in the use of Collections tools such as Colliseum and HOT-r. Experience with languages of the Middle East, Asia, South Asia, Eastern Europe or South America (more specifically the language that relates to the specific billet). The candidate must be able to analyze, prepare and coordinate intelligence assessments with a short suspense and with high-level attention and accuracy. Experience utilizing targeting tools such as modernized integrated data base (MIDB) and it’s interfaces Gemini, Morpheus and the Joint Targeting Toolbox (JIT). Experience utilizing search vehicles to include intelink, M3, TAC, Anchory, WISE, CTKB and CT-AVRS. Ability to manage and coordinate responses to staff packages. Perform project management functions including developing timeline and deliverables and providing oral and written updates to Division leadership. Desirable candidates must be able to indentify significant trends within Cyber Network Operations and propose new or revised projects to alert decision makers to new developments as well as meet customer requirements.

Work shall be performed at the Government site located at Fort Meade, Maryland.

Job Summary
Establishes work and production schedules to meet the mission requirements. Assigns maintenance priorities and personnel to assist other mechanics and sections as required.

Principal Accountabilities
JOB DUTIES & RESPONSIBILITIES
1.Directs the maintenance effort by supervising and directing the actions of the maintenance personnel.
2.Enforces the precautions and requirements prescribed by the fire, FOD prevention, housekeeping, tool control, safety programs and company SOPs.
3.Ensures ground support equipment is properly maintained, stored and utilized.
4.Supervises all required aircraft servicing tasks.
5.Monitors all tasks associated with ground movement of aircraft.
6.Schedules aircraft conditional inspections, unscheduled maintenance, phase inspections and other assigned tasks to determine airworthiness.
7.Uses schematic diagrams, drawings, charts, and technical publications, military and civilian, in operating, testing, removing, repairing, and replacing all aircraft systems and components.
8.Reviews aircraft records and maintenance actions in aircraft records and does associated documentation as necessary to comply with directives.
9.Advises instructs and has oversight of INL/A Rotary Wing Mechanics in basic aircraft maintenance practices and specific tasks to maintain assigned helicopters, if tasked.

Knowledge & Skills
FAA Airframe & Power Plant license is required. CMF 15 aviation MOS series or other military/commercial equivalent. Must possess a current US passport or the ability to obtain one before assignment. The ability to obtain and maintain a Moderate Risk Public Trust (MRPT) through Department of State Background Investigation is a condition of continued employment.

Experience & Education
Eight (8) years aircraft maintenance experience with five (5) years experience on one or more of the assigned aircraft. Must possess knowledge of aircraft sub-systems, including maintenance parameters, systems operation, limitations, and technical orders.

High School Diploma or equivalent required.

Physical Requirements/Working Environment
A.Must be able to walk and stand on level and/or inclined surfaces for certain periods throughout the day.
B.Must be able to climb stairs, ramps, ladders, and work stands.

Travel

Responsibilities:

Provide SME Support on matters pertaining to provision of required cryptographic products to applicable Program Managers and test agencies, with specific support on all aspects of the Electronic Key Management System (EKMS) and the Army Key Management System (AKMS). Serve as liaison between all DoD agencies on all matters pertaining to implementation of the DoD Crypto Modernization Initiative pertaining to fielding of Mark XIIA Mode 5 systems associated with Army platforms. In this position, you will serve as a Program Specialist managing the National Flood Insurance Program and to oversee FEMA's mitigation programs.

EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. Specific Duties:
• Provides expert analysis, evaluation, and recommendations to management on program milestones, schedules, and budgetary resource planning for measuring the effectiveness of major programs, projects and functional areas. Monitors and tracks Division requirements against Directorate and Agency priorities and develops a plan that eliminates any potential gaps.
• Advises the Branch Chief and other Division Senior Management on the Federal budget formulation process; interprets existing rules, regulations and policies to resolve issues and questions as part of the federal budget Program Planning and Execution (PPBES) process. He/she prepares/edits justifications for funding needs. Determines fiscal budget and workforce requirements and recommends resource allocations based on priorities and needs. Plans and coordinates such efforts with other analysts. Prepares or coordinates preparation of reports, briefings, conferences, publications, training, and other means of promoting a wide understanding of improved knowledge and methods.
• Evaluates and analyzes programs and functions to determine whether the management systems in current use efficiently accomplish the objectives sought. Uses complex analytical techniques to determine whether the existing controls are sufficient for sound management.
• Leads the Life Cycle Cost Model system effort for the Division, becomes an expert, and is responsible for running various scenarios and making cost data projections as requested, and maintaining an audit trail of data used over time. Provides advice and guidance on the Life cycle cost data to identify trends and deviations from standards or plans.
• Serves as Contracting Officer's Technical Representative for the Divisions Internal Business Transformation and Program/Project Management Contractor.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-13 level you must possess the following:
I have at least one year of specialized experience in budget formulation and applying analytical and problem solving methods to identify problems, draw conclusions, and make recommendations on budgetary resource planning and measuring the effectiveness of major projects/programs; demonstrated experience as a contracting officer’s technical representative.
To qualify for this position at the GS-14 level you must possess following:
I have at least one year of specialized experience conducting program and project management work in budget formulation, budget analysis, budgetary resource planning and measuring the effectiveness of major projects/programs; demonstrated experience as a contracting officer’s technical representative.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-12 level for the GS-13. One (1) year is required at the GS-13 level for the GS-14.
All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement.
