Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
BASIC QUALIFICATIONS: To qualify for this position at the GS-12 level you must meet the basic requirements below.

1. A 4-year course of study leading to a bachelor's degree with a major in any field; OR
2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; AND
To qualify for this position at the GS-12 level you must have at least one year of specialized experience equivalent to the GS-11 grade level OR equivalent public or private sector experience. There is no substitution of education for experience.
Specialized experience for the GS-12 level includes, but is not limited to: searching the market to locate sources; procuring items or services requiring modification of standard contracting procedures; pre-award complex contracting, participating in negotiations requiring modification of standard contracting procedures; terminate contracts; close out contracts; negotiating modifications to contracts with nonstandard terms and conditions; and/or using contract methods and types with nonstandard terms and conditions and established markets. DHS training requirements are further defined in Management Directive 781 series. DHS adheres to the mandatory training prescribed by the Federal Acquisition Institute (FAI/FAC-C). Waiver: When filling a specific vacant position at the GS-13 level (or equivalent), the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the education and training requirements if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted, the senior procurement executive must document for the record the basis of the waiver. Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-11 level for the GS-12 and at the GS-12 for the GS-13.

The Chief Engineer will oversee the Engineering Operation and will report directly to the General Manager.

The Chief Engineer will not only oversee, but also mentor and help develop and train our maintenance team members. This position is ideal for a mid-level professional who has the experience in guiding, mentoring, counseling and instructing college age students in all aspects of an Academic/Military college in order to ensure an environment beneficial to academic achievement and professional development for service in the maritime industry and the United States armed forces.

Highly Desirable Attributes:

Relevant experience in a regimental setting at a Maritime and/or other military/service Academy.

Experience at sea including U.S. Navy, Coast Guard, commercial maritime, NOAA, etc.

QUALIFICATIONS REQUIRED:
To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.
LEVELTo qualify, your experience should include at least one year of experience equal or equivalent to the following:


GRADE 12
Experience providing guidance and leadership to students in the non-academic student-life, regimental and disciplinary environment.
