• Conducts studies and analyses to monitor lender compliance with flood insurance requirements. Conceptualizes, recommends, and implements strategies to improve lender compliance. Participates in regular communication between FEMA and Federal and State lending regulatory agencies, Government Sponsored Enterprises, and lender trade associations to share information and coordinate use of best practices to foster lender compliance with flood insurance statuses.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-13 level you must have the following:
At least one year of specialized experience which includes knowledge of the National Flood Insurance Program concepts, goals, background, and regulations; demonstrated experience designing and developing marketing strategies, conducting complex studies, analyses, evaluations, or investigations in support of organizational programs, systems, and processes.
Education cannot be substituted for specialized experience at the GS-13 level.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. For the GS-13 level, to be creditable, one (1) year is required at the GS-12 level.
All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement.

Areas of emphasis in addition to doctrine update inclusion are the PD scope statement, proposed chapter headings and sub-section content, and the related progression and flow of information as outlined in the PD.
SOF Doctrine SMEs also research appropriate joint and service publications, draft publications and DoD Directives (DODD) to ensure that the FD is integrated and nested in existing doctrine and policy, and that its content does not conflict with other publications or directive guidance. Other potential areas for topic research and consideration include lessons learned, best practices, books by recognized experts, and articles in professional journals. SOF Doctrine SMEs work closely with the Government lead agent and principal authors to provide subject matter expertise on integrating key aspects of doctrinal application and related terminology, theory and practice as applied to joint and special operations throughout the FD. JOB DUTIES & RESPONSIBILITIES
Individual assists the SAR/MED supervisor in the development of local Standard Operating Procedures (SOP) for SAR, security and medical procedures. This employee also conducts medical and security training for contractor and host nation personnel as required. Also responsible for protection of program resources, medical supplies, equipment and operational security (OPSEC). Monitors medical issues in Iraq to ensure contractor personnel are apprised of current medical threats and aware of preventative measures and risks. Individual monitors security requirements at the FOB/MOB to ensure they meet changing threat levels and/or new/revised security requirements. Experience & Education
Experience Required:
Have an in-depth knowledge of Security and life-saving Medical procedures. Have a working knowledge of FOL sanitary requirements to maintain a healthy working environment. Have knowledge of body recovery procedures. Have knowledge of advanced cardiology, to include operation of defibulatory equipment, accurate reading and diagnosis of cardiac strips, and ACLS algorithms with appropriate drug treatment protocol. Be knowledgeable of Advanced Trauma Care, to include immediate assessment and treatment of ANY traumatic life threatening injury, advanced airway management (Intubations, Surgical Cricothyrotomy), advanced invasive procedures (Needle Decompression, Chest Tube Thoracotomy), advanced Circulatory support (Venous access through cut down procedures, blood typing and cross match, blood transfusion protocols). Have knowledge of Advanced Diagnosis and Treatment of illnesses to include, but not limited to, the following systems cardiac, pulmonary, dermatology, musculoskeletal, neurological, endocrine, gastrointestinal, and genitourinary. Be knowledgeable of wound repair, to include anesthesia, nerve blocks, and suturing with proper aseptic technique. Have knowledge of general sick call procedures. Have a general knowledge of radiological (basic) analysis. Have knowledge of material inventory principles.
Weapons training combat conditions experience, intelligence or counter-intelligence experience, previous exposure to theater of operations and more specifically, in country experience is desired. Climate requires personnel to be physically fit. Light infantry patrolling and tactics skills are required. Instructor/trainer skills are required. Personnel should be eligible for award of the U.S. Army 18D MOS, Special Operations Medical Sergeant or Foreign Service equivalent qualification. Inventory management skill is required.
Education Requirements:
High school diploma or equivalent is required. AA degree majoring in security management, resource protection, trauma management, first responder procedures, combat medicine or other related area of study is preferred.

Individuals may be exposed to fumes or airborne particles and work in close proximity to moving mechanical parts, aircraft, and vehicles.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C. Although a specific length of time and experience is not required for most trade and labor occupations, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Organization: This position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Response Directorate, Disaster Emergency Communications Division, Mobile Emergency Response Support (MERS).
Primary Purpose: The MERS detachments provide mobile telecommunications, operations, logistical, and information processing support to Federal response personnel at special events and emergency disaster field operations. Job Description: The candidate must possess the skills and knowledge to coordinate the prosecution of voice collection data files. The candidate will analyze SIGINT collection from various ground-based systems and make recommendations to eliminate gaps and undesired redundancy in collection. Additionally, the candidate must constantly monitor the status of remote collection systems to ensure continuous operations and dataflow is maintained. The candidate will provide continuous interface with the local customer and extended consumer via an array of communication means. This is a 24-hour operation and shift work is required.
Required Skills: The successful candidate will have excellent collection management and communication skills on tactical targets. A working knowledge of YELLOWSTONE, UIS, RESERVISION, and GoogleEarth is desired. A Top Secret clearance with CI Poly and the ability to obtain Full Scope Polygraph is required.
