Principal Responsibilities:

Uses special test equipment and procedures peculiar to each system to locate and isolate defective units and interconnecting wiring. Removes, bench checks, repairs, adjusts, and installs serviceable components and operational check system to ensure normal operation.

Education Required
High School Diploma or the equivalent is required. A certificate of graduation from a military school or civilian electronics/avionics school is desired.

Experience Required:
Five (5) years avionics experience on fixed wing or rotary wing aircraft. Must have worked full-time in aviation electrical maintenance for the past 12 months. Experienced in maintaining general aviation avionics and electrical systems associated components including navigation systems, radar systems, ADF, VHF/VHF-FM/UHF and UHF-FM radios, Inter-communication systems, Instrument landing systems (ILS), Aircraft electrical systems and aircraft instrument and lighting systems.

Special Knowledge/ Skills Required:

Specific Duties:
Serves as a focal point for the overall implementation and administration of the Agency’s deployment program in headquarters and regional offices, including fixed site facilities and temporary offices such as Joint Field Offices (JOFs).

Coordinates the development of deployment and tracking guidance for deployment Branch staff, Regional, cadre, and program offices with staff from other FEMA offices, such as and other Federal agencies in order to meet Agency goals.

Assists in the development of planning guidance for impacted FEMA deployment programs, e.g., enterprise wide organizational changes and team activations, to be in compliance with strategic goals within the Section’s purview. Assists in preparing documents or instructions to implement newly developed or modified guidance.

Coordinates with other FEMA partners to develop appropriate organizational and operation deployment approaches in accord with response and recovery plans. Participates in ongoing coordination and oversight of Federal response and recovery planning efforts. Monitors the National Response Plan for any revised directions and any impact these directions may have on deployment activities.

Participates in ongoing evaluation of the effectiveness and efficiency of the Agency’s deployment program and the ADD system. Identifies issues, analyzes problems and makes recommendations for solution. Prepares draft directives and policy papers to implement approved recommendations.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-11 and GS-12 levels you must possess at least one of the following:
GS-11 - One full year of specialized experience at the GS-9 level . Specialized experience is described as experience assisting in emergency management for disaster response and recovery operations and staff deployment, including related database management activities.
GS-12 - One full year of specialized experience at the GS-11 level. Specialized experience is described as expereince involving: (1) developing emergency response plans, programs and operations procedures; (2) applying knowledge of database management, operating systems, information resources management and telecommunications software and hardware; and (3) implementing staff deployment.
OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Education obtained in an accredited college or university may be substituted for specialized experience requirements for positions at GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work being advertised.

FOR GS-11: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Organization: This position is located within the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Chief Human Capital Officer, Plans and Policy Branch.
Primary Purpose: In this position, the incumbent assists in analyzing mission requirements, planning and researching issues and approaches, partnering with Human Capital (HC) and program staff, developing and implementing policies, communicating and carrying out recurring and special assignments in support of HC initiatives and management objectives.
PROMOTION POTENTIAL: Full performance of this position is to the GS-12.
This position is being announced under FEMA's CORE Program (Cadre of on-call Response/Recovery employees). These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments. This is a 2 year temporary appointment in the Excepted Service.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

Specific Duties:
• Analyzes various FEMA HC management program aspects (with an emphasis on those related to the Stafford Act Workforce), helps in identifying program trends and studies, and assists in developing and evaluating feasibility of new or proposed initiatives.

• Assist the project managers and their staff in developing life cycle maintenance and sustainment plans for all arms, vehicles, equipment, material and facilities assigned to the project. • In coordination with project and program Managers, project recapitalization/replacement requirements for all project equipment, supplies, material and facilities.
• The Logistics specialist must be prepared for deployment to project sites located in remote, austere, and potentially high threat locations as necessary. Normally this is during mobilization or demobilization of projects.

The employee should have recent experience as a De Havilland DHC-8 load master or a load master on a similar aircraft. It is desired that the individual have experience with U.S. Army or U.S. Air Force aircrew training program. Familiarity with training provisions stated in AR 95-20 is desired. During training and throughout the employment period, the individual must demonstrate and maintain proficiency in understanding aircraft systems, components, and operating limitations as well as understanding and complying with regulations and policies and aircraft operations manuals. The individual must possess a thorough knowledge of FAA, ICAO, DoS INLI A, and DynCorp International policies and regulations pertinent to the operational requirement. Employee must provide documentation of completion for any manufacturer's course of instruction, military flight training, licenses or job related certifications. Physical Requirements/Working Environment
Physical Requirements:
Loadmasters routinely participate in flight operations under harsh environmental conditions within a hostile threat environment. These conditions could lead to an aircraft accident and the need for emergency extrication of injured personnel. The physical requirement of extricating injured or wounded personnel or evading capture in Afghanistan requires that all members of our aircraft crews be in a physical condition which permits them to carry or assist with movement of a 165 pound person, survive with limited provisions, and travel on foot for extended distances without assistance. 1. Must possess and maintain a current, FAA Class III Medical Certificate

Knowledge & Skills
The employee should have recent experience as a DC-3 loadmaster or a loadmaster on a similar aircraft. It is desired the individual have experience with U.S. Army or Air Force air crew training procedures. Familiarity with training provisions stated in AR 95-20 is desired. During training and throughout the employment period, the individual must demonstrate and maintain proficiency in understanding aircraft systems, components, and operating limitations as well as understanding and complying with regulations and policies and aircraft operations and repair manuals. The individual must possess a thorough knowledge of FAA, ICAO, DoS INL/A, and DynCorp International policy and regulations pertinent to the operational requirement. Employees must provide documentation of completion for any manufacturer�s course of instruction, military flight training, licenses or job related certifications. Must have thorough knowledge of hand tools, hardware and equipment used in the maintenance of aircraft. The ability to attain and retain a Moderate Risk Public Trust (MRPT) through Department of State Background Investigation is a condition of continued employment. Possess a current US passport or the ability to obtain one before assignment.

Experience & Education
A minimum of five years loadmaster and mechanic experience on multi-engine fixed wing aircraft are required. It is desired that the employee has worked full-time as a loadmaster and A&P mechanic for the past 12 months. An A&P License and 5 or more years of flight line, overhaul & inspection experience is required. The candidate will have prior loadmaster experience on the DC-3 or similar airplane, experience with Pratt & Whitney PT-6 engines and Hamilton Standard propeller systems.

High School Diploma or equivalent is required.

Physical Requirements/Working Environment
Loadmasters routinely participate in flight operations under harsh environmental conditions within a hostile threat environment. These conditions could lead to an aircraft accident and the need for emergency extrication of injured personnel. The physical requirement of extricating injured or wounded personnel or evading capture in Afghanistan requires that all members of our aircraft crews be in a physical condition which permits them to carry or assist with movement of a 165 pound person, survive with limited provisions, and travel on foot for extended distances without assistance. In addition to the Physical Requirements stated above, the loadmaster/mechanic will undergo the following:

1. Must possess and maintain a current, FAA Class III Medical Certificate
2. Employee will be required to participate in Altitude Chamber training upon hire and on a recurring basis
3. Must be able to perform non-rated crewmember duties during mission operations on the Beech 1900 aircraft without accommodation.
4. Must be able to run, walk and stand on level and/or inclined surfaces for up to 12 hours per day and sit for up to 8 hour per day.
5. Must be able to climb stairs, ramps, ladders and work stands.
6. Must be able to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders.
7. May be required to lift up to 80 pounds to height of 4 feet and lift up to 20 pounds to height of 7 feet.
8. May be required to operate power vehicles, machinery, hand tools, ground support equipment, fork lift, APU, etc.
9. All air crew members must pass a physical fitness evaluation upon hire and annually thereafter.

Employee will be required to work and live in a potentially hostile environment, at remote locations and under austere conditions. Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment. The individual may be exposed to extreme noise from aircraft, hostile fire and other acts of aggression associated with this region. Individuals may be exposed to fumes or airborne particles and work in close proximity to moving mechanical parts, aircraft and vehicles.

Travel
Travel to and between CONUS and OCONUS locations as requested is required.
