• Develop, organize and assemble proposal deliverables including the proposal volumes, CDs, cover letter, and other attachments in a timely manner.
• Prepare a SOW for subcontractors if necessary for specific bids.
• Create and distribute the executive briefing which summarizes the deal to senior management.
• Obtain all necessary reviews and business case approvals. This could include briefings to upper level management to represent the solution, the financials, potential risks, etc.
• Input data into SOARS database for tracking.

Requirements Include:

• Minimum of 6 years related experience

One full year of specialized experience. Description Position is in Product Group 16 of the Marine Corps Systems Command (MCSC) and in the Infantry Combat Equipment (PMM 162) Program Office. The analyst serves as Program Team Member of the Naval Logistics Integration (NLI) effort as MCSC PMM 162 develops strategies for ICE support to the Navy expeditionary forces. Analyst(s) provide both acquisition and portfolio management to an entire suite of Navy and Marine Individual Combat related personal protective projects/support programs spanning the entire DOD acquisition spectrum.

The purpose of these positions is to promote, implement, and maintain effective support strategies of ICE for Navy expeditionary forces while leveraging MCSC functional areas of RDT&E, Acquisition, and Supply Chain Management. In that regard, the incumbent analysts at this level serves as Subject Matter Expert (SME) advisor to the Team Lead and Program Manager. Analyzes and evaluates major administrative technical and/or programmatic aspects of substantive mission-oriented programs. Applies mastery knowledge of a wide range of analytical methods to assess and evaluate the status, effectiveness, and efficiency of programs. Applies an extensive knowledge of administrative; acquisition; and logistics laws, policies, regulations, and precedents applicable to one or more important programs. Applies knowledge of Department of Navy/Marine Corps program goals and objectives to evaluate programs support for the Navy expeditionary forces in relation to and program management office functional areas support. They plan and conduct studies/projects. They develop detailed plans, goals and objectives for long-range implementation and program administration in support of NLI objectives.

Specific responsibilities include: Serves as a Subject Matter Expert to the program management office, including, but not limited to: OPNAV N85 - Expeditionary Warfare Division, and Navy expeditionary forces, regarding assigned projects and programs. Establishes schedules for planning, coordination and accomplishment of work to facilitate the acquisition and/or work process. Initiates action to insure compliance with current DOD/DON acquisition procedures and polices. Works to achieve project objectives within established Acquisition Program Baseline (APB) parameters. Assignments require analysis of Navy and Marine Corps interrelated issues of effectiveness, efficiency, and productivity affecting major administrative functional and/or acquisition programs in support of NLI. Develops new administrative methods, approaches and evaluation criteria that serve as a precedent for future NLI initiatives.



Applies knowledge of the DOD/DON/USMC acquisition policies and procedures in the following areas: Combat Equipment and Support Systems (PG-16) - Knowledge of: personal protective equipment, such as helmets, body armor, clothing, eyewear, tactical vests, hearing, and hydration systems; individual load bearing equipment to include internal/external frame backpacks; and combat uniforms and individual cold weather clothing and equipment.

Superior candidates for this position will generally meet the following criteria:
• Be DAWIA Level III trained in the Program Management Career Field (or able to obtain Level III certification within 24 months of taking the position).
• Have demonstrated experience or able to obtain Lean Six Sigma training as the most effective way to reduce cycle time, unit cost and improve product quality.
• Have demonstrated experience in developing effective business strategies for the acquisition and life-cycle support of weapons systems and military equipment.
• Have demonstrated the ability to effectively serve in Integrated product Teams (IPTs).

Specific duties include, but not limited to:
- Serves as the SME in developing strategies for the many factors that influence cost, schedule, and performance; and to ensure that high quality and affordable, supportable, and effective individual Infantry Combat Equipment are delivered to the expeditionary forces warfighter as quickly as possible.

- Serves as the Subject Matter Expert (SME) on the acquisition and program management of individual cold weather clothing and equipment, personal protective equipment such as helmets, body armor, clothing, eyewear, tactical vests, hearing, hydration systems, personal load bearing gear to include internal/external frame backpacks: combat uniforms and other individual combat and support equipment.

- Serves as the SME on providing planning, programming, budgeting and acquisition support to individual combat and support equipment programs in support of Navy expeditionary forces. Additionally, prepares acquisition spend plans to meet program cost and schedule requirements, while meeting NAVCOMPT obligation goals.

- Serves as the SME in preparation of acquisition and legal documents including Justification and Approvals (J&As), Memorandums of Agreement/Understanding, Marine Corps Single Acquisition Management Plan Guides, and Source Selection Plans.

- Assists and advises the Team Leader and the Program Manager (PM) on the day-to-day issues surrounding the execution of assigned programs. Identifies and optimizes resources to accomplish multiple projects/tasks directed by the Team Lead and PM.

- Serves as the NLI SME on acquisition planning to include project coordination, market research, contracting, interagency coordination, research and development, cost analysis and estimation, test and evaluation coordination; integrated logistics support coordination and program financial coordination.

- Prepares and briefs projects in the support to the life cycle management responsibilities of the program management of individual combat and support equipment. Provides technical assistance to Naval expeditionary forces and/or as directed by the Team Lead and PM in support of the Total Life Cycle Management functions.

- Reviews and comments on acquisition documentation and is a major contributor to and/or lead author of, management reports, technical reports, review policies and acquisition documents as it pertains to Navy expeditionary force within the NLI construct.

- Interacts independently and proactively with customers to identify and define complex/difficult problems and to develop and implement strategies or techniques for resolving issues. Seeks innovative approaches to satisfy customers’ requirements.

- Establishes and maintains customer alliances, anticipate, and fulfill customer needs. Anticipates problems, develops sound solutions and action plans to advise the Team Lead and PM.

- Able to effectively communicate initiatives or project results at all levels, internally and externally.

- Understanding of the Operations and Support phase business processes of the Navy and Marine Corps and the Federal Acquisitions Regulations in support of fielding, sustaining, and disposing of Class II equipment.

- Coordinates and teams with other DoD Agencies and Services to share information and business processes, in support of the initial issue and sustainment of individual combat and support equipment.

Principle Accountabilities

1. Establish, perform and document a preventative maintenance program for fuel and fuel equipment.
2. Maintain fuel pump systems in operational condition.
3. Fix leaks in blivets, rollagons, fiberglass tanks and hoses.
4. Fabricate replacement hoses and replace fittings, seals and gauges when necessary.
5. Test fuel for contamination.
6. Maintain the fuel systems IAW Department of Defense directives and Original Equipment Manufacturers (OEM) specifications.

Description

Northrop Grumman Information Systems, through its Information Operations Operating Unit, is seeking a sensitive compartmented planner and operations specialist to join our team of qualified, diverse individuals providing full spectrum support to deployed military task forces in Iraq, Afghanistan, and other areas of hostility. The specialist will coordinate, leverage, and integrate sensitive compartmented capabilities, technologies, and authorities against enemy threat networks and Improvised Explosive Devices (IED). The specialist will support of special operations, conventional forces, and other government agencies while deployed. The planner shall be able to combine all aspects of Information Operations with Special Technical Operations (STO), Special Access Programs (SAP), and Alternate Compensatory Control Measure (ACCM) programs when planning and conducting operations. The specialist must contribute using the Joint Operations Planning Process; have a working knowledge of IED construction, usage, and TTP; have familiarity with DoD acquisition policy and processes as well as Joint security policy. The specialist will to conduct mission analysis to develop courses of action leveraging sensitive compartmented capabilities and brief them at the flag/general officer level for approval. The specialist will integrate with conventional and special mission units to offer expert advice in the execution of sensitive operations. Members will be on a team that deploys to Afghanistan, Iraq, and other areas of hostility for up to six months on a rotational basis based out of Tampa, FL, Norfolk, VA, or Northern Virginia.

Qualifications

Basic Qualifications:
The candidate must be a U.S. citizen with an active TS/SCI clearance and have operational expertise with an OSD/Joint Staff/Combatant Command. The applicant must be willing to submit to a CI polygraph as a condition of employment; a minimum of bachelor’s degree with 9 years military experience or 13 years experience in lieu of degree, experienced writing operations plans, annexes, and/or appendences. This position is contingent upon customer approval.

Preferred Qualifications:

Principal Accountabilities
JOB DUTIES & RESPONSIBILITIES
Mission is to provide aviation support services in Iraq for Air Transport, Reconnaissance and Security, Casualty Evacuations, Quick Reaction Forces to respond to incidents, for Chief of Mission personnel or other personnel required by U.S. Government Authority to conduct official business. Mission tasks may also require aerial gunnery and escort of ground forces. Applicant will be required to fly both single and multi-ship day, night, and Night Vision Goggle (NVG) missions; primarily under visual meteorological conditions. Applicant will be required to maintain NVG currency and Instrument proficiency. The successful applicant will perform duties as a Pilot, Pilot-in- Command, Air Mission Commander, Flight Lead, or Lead Pilot. The Lead Pilot will assign other tasks as required. Upon successful completion of initial training, assignment will be in the Republic of Iraq. Potential for exposure to hostile fire in this region is high.
